Mr. Speaker, I will be sharing my time with the wonderful MP for Edmonton Griesbach. I am very honoured, and frankly excited, to stand here this afternoon to speak to the NDP motion that sets out a truly fair, common-sense approach to deal with two of the most important issues of our time: the climate catastrophes we are living through every year across this country and the struggle that many Canadians are facing just to get by. In a nutshell, the motion recognizes that Canadians are facing increasing costs, both the financial costs and human costs of the climate crisis. At the same time, they are facing rising fuel costs for gas at the pumps and in their home heating, while the fossil fuel companies that are charging them those costs are reaping record profits. On top of that, both oil and gas heating are contributing to the carbon emissions that are fuelling the climate crisis. The NDP motion proposes three straightforward solutions to that situation: to take the GST off home heating; to provide heat pumps for free to lower- and medium-income families in an easily accessible program; and to fund the program with a windfall tax on the record profits made by fossil fuel companies. Listeners at home may quickly realize that this motion is a reaction to both the Liberals' bungled program to provide relief to some Canadians by taking the carbon tax off home heating oil and the Conservatives' motion to extend that relief to natural gas for home heating as well. Both those ideas fail the fairness test of this Canadian federation. The Liberal program benefits predominantly people in Atlantic Canada, where many homes are heated with oil, while the Conservative motion leaves British Columbians and Québécois out in the cold since families in those provinces do not pay a federal carbon tax. I have yet to hear a single Conservative from B.C. admit that fact in this place. The NDP is proposing to take the GST off home heating bills. The GST is not supposed to be paid on the necessities of life. We do not pay GST on food. I think everyone would agree that home heating is a necessity of life in Canada, but right now, everyone across the country has to pay it. Removing the GST from home heating bills would save everyone across the country money on their energy bills, helping people to get by in a truly fair way. We have had bad years for extreme weather and wildfires for the past eight years or so, but this year was in a different league of catastrophes. It started with a hot, dry spring that sent fires in Nova Scotia, Quebec and Alberta raging through forests and communities. As the season progressed, we had fires explode in British Columbia and the Northwest Territories. Several of those fires in B.C. were in the coastal rainforest where it is usually hard enough to start a campfire, let alone destroy a forest. Then Nova Scotia, which was still recovering from two catastrophic fires, suffered a devastating flood. I live in the dry interior of British Columbia in the South Okanagan Valley. We all held our breath as we saw fires springing up in northeastern B.C., central B.C., then Kamloops and the Shuswap. At the end of July, the fires began in the Okanagan Valley and Similkameen Valley. One came within inches of destroying a large neighbourhood in Osoyoos. In mid-August, the Shuswap fires swept out of the wilderness and burned through Celista, Scotch Creek and Squilax, communities that I used to live in during the summers of the 1970s. A fire in the mountains west of Kelowna roared down to devastate neighbourhoods on the west side of Okanagan Lake and then jumped across the lake two kilometres to terrorize neighbourhoods on the east side. People struggled to breathe across the country this summer. Hundreds of thousands had to leave their homes in hastily planned evacuations, including the entire city of Yellowknife. People lost their homes. Some people unfortunately died. This was a summer that marked another shift in public opinion. It was public awareness that climate change is not a theoretical event somewhere in the future. We are living it today and we have to adapt to it. The climate data back that up. This year has been literally off the charts. Air temperature records were shattered every day around the world. Ocean temperatures were so high that scientists could barely believe what was happening. This year was even worse than 2021. That year British Columbia, there was a heat dome in late June followed by an unprecedented atmospheric river event in November. The Town of Lytton burned down after reporting Canada's record-high temperature three days in a row. The cost of the climate destruction in 2021 in B.C. alone was over $5 billion. However, even as we said that 2021 was the worst year ever, and now people are saying that 2023 is the worst year ever, the projections are saying that these will actually be the best years for the rest of our lives. Extreme weather events will only get worse as we pump more carbon dioxide into the atmosphere. What many people forget, or do not even know, is that 619 people died in Metro Vancouver in one week during the heat dome of 2021, which was the real tragedy of that year. What most of those people had in common was that they lived in the lower-income parts of the city in neighbourhoods with no access to shady, cool, green areas and in apartment complexes with no air conditioning. They died with their windows closed against the stifling heat. We cannot let this happen again. We need to provide people, especially lower-income Canadians, with air conditioning, even in places like Vancouver and Halifax, where maybe they did not need it very often in the past. They will need it in the future. That would save hundreds of lives during future heat events. If we do that with heat pumps, switching out oil and gas heating units, it would not only save lives but would also cut emissions, and people, including landlords, would save significant money on their energy bills all year round. At the same time, we must make it easy for people to properly insulate their homes. We have to make sure we are not building new buildings, new housing, with fossil fuel heating infrastructure. New builds should have electric heat, preferably heat pumps. There is a growing movement in cities across Canada to ban fossil fuel infrastructure to heat new homes and buildings. Montreal and Nanaimo have done that. Vancouver almost did it but then backed off to a partial ban. It is being discussed by communities in my riding. While Canadians are struggling to pay for fuel costs, fossil fuel companies are raking in record profits. The top five companies in Canada posted $38 billion in profits last year alone. Meanwhile, Canadians saw prices at the pump go up almost a dollar a litre over the last three years. The Conservatives' big bogey man, the carbon tax, went up five cents over that time. The fossil fuel companies are not paying any more to make gasoline or natural gas; they are just benefiting big time from a rise in world oil and gas prices. These are windfall profits. The Parliamentary Budget Officer has determined that a windfall tax on these profits would bring in over $4 billion. The NDP has been calling for such a tax for over a year but has gotten no support from either the Liberals or the Conservatives. Therefore, we are proposing today to bring in a windfall tax on the profits of fossil fuel companies and use that money to fund our proposal for an easily accessible program that would install free heat pumps in Canadian homes. The Liberals are handpicking what regions get help with the cost of living, and leaving the rest of Canada behind. The Conservatives have absolutely no climate plan. For over a year, the NDP has called on the government to remove the GST from home heating and help everyone across the country, but the Liberals and Conservatives have ignored those calls. The NDP wants to make eco-energy retrofits and heat pumps free and easy to access for low- to middle-class Canadians, regardless of their initial home heating energy source. We are calling on the government to fund those changes by finally implementing a windfall profits tax on the excess profits of oil and gas companies. These are common-sense, effective ideas that would save all Canadians money and save lives and heartache from climate disasters in an increasingly dangerous future. I am sure all members here will support this motion to help all Canadians from coast to coast to coast.

Mr. Speaker, I will be splitting my time with the member for Nunavut. I am happy to rise today to speak to Bill C-23, the historic places of Canada act, which will modernize the Historic Sites and Monuments Act. In short, this new act will update the protection and conservation framework for historic places and give indigenous people a role in determining those places. Canadians value our heritage places and the role they play in our collective history and culture, but for most of Canadian history, the history of indigenous peoples has almost been entirely absent from our historic sites and monuments. This bill takes a first step to include indigenous peoples in the designation and development of those sites. While the member for Nunavut will expand more fully on this issue, I would like to bring up two examples of important indigenous sites from my riding that illustrate this. There are two provincial parks in the South Okanagan that are popular camping spots but also happen to be important cultural sites for the Syilx people. Unlike most non-indigenous historic sites, these sites do not have a building to mark them but have been important gathering places for millennia. One is sẁiẁs Provincial Park. It is a beautiful narrow peninsula that almost cuts the Osoyoos Lake in two. The nsyilxcən name means a shallow place where one can cross the lake on foot or by horse. The name sẁiẁs was altered by the first settler justice of the peace, Judge Haynes, to Osoyoos, and that has become the name of the local town and of the lake. Legend has it that Judge Haynes added the “o” in front of the name because of his Irish heritage. Ironically, the long peninsula took on the name Haynes Point and then became Haynes Point Provincial Park. In 2015, the name of the park was changed to sẁiẁs Provincial Park, and the park is now managed and operated by the Osoyoos Indian Band. A similar situation is found a little further north, at Okanagan Falls. This site, at a rocky rapids where the Okanagan River flows out of Skaha Lake, has been a sacred gathering site for the Syilx people for thousands of years, as it was a place where sockeye and chinook salmon were caught as they swam upstream to spawn. Like sẁiẁs Park, which I mentioned previously, this became a provincial park, called Okanagan Falls Provincial Park, but in 2015 it too was renamed, and it has since been managed by the Osoyoos Indian Band as well. It is now known by the nsyilxcən name sx̌ʷəx̌ʷnitkʷ Provincial Park, and that name means “little falls”. That signifies a connection to Kettle Falls, in Washington state, on the Kettle River. The nsyilxcən name for Kettle Falls is sx̌ʷnitkʷ, which means “big falls”. These two falls were two of the most important fishing sites for the Okanagan Nation's traditional territory. Kettle Falls was flooded by the Grand Coulee Dam almost a century ago, and while that was done in the United States, it reflects the complete disregard for sites that were critically important to indigenous people in the settler development of North America. The campsite at sx̌ʷəx̌ʷnitkʷ Provincial Park is closed annually on the third weekend of September for the Okanagan Nation Alliance's Salmon Feast. The event raises awareness of Okanagan history and culture, as well as the Okanagan Nation's effort to revitalize and restore sockeye salmon numbers in the Okanagan River. Everyone is welcome to attend the celebration, and I heartily recommend it. It is a wonderful celebration. There is one official national historic site in my riding, and that is the Rossland Miners' Union Hall. This building was opened in 1898 at the height of the mining boom in West Kootenay. Local miners had created the first Canadian local of the Western Federation of Miners in 1895, and each donated a day's pay to create the hall. That local went on to advance many of the first labour laws in British Columbia and Canada, laws that brought in the five-day workweek, the eight-hour workday and laws enforcing safe workplaces and the first workers' compensation act. Continued unrest in the mining camps after the hall was built resulted in the Canadian government's sending Roger Clute, a prominent Toronto lawyer, to Rossland in 1899. He reported back that compulsory arbitration would be less effective than conciliatory measures and, after another trip to Rossland, his reports led to the federal Conciliation Act of 1900, which helped create the Department of Labour and the Canadian system of industrial relations. Rossland helped build our system of labour relations across the country, and the miners' hall was at the centre of that activity. It is even rumoured that Joe Hill, the legendary labour activist from the United States, lived in the attic of the hall while hiding out from American authorities, so the Rossland Union Miners' Hall can be truly held up as one of the most important historic sites in Canada, and it still plays an important role in the community life of Rossland and the surrounding areas. It fell into disuse after the mines closed in the late 1920s, and it needed a lot of renovations to bring it back to light. More recent renovations began in 2015, and initial attempts to find federal funding to aid in that were unsuccessful, though I am happy to report that the most recent renovations received funding from all levels of government. In 2020, the Rossland miners' hall was designated a national historic site, and I was very happy to be there for that ceremony. I wanted to tell the story of the miners' hall to make it clear that these historic sites need ongoing maintenance and renovations, and the sites that are not owned by the federal government, like the miners' hall, need this just as much as those that are. In 2017, the Standing Committee on Environment and Sustainable Development recommended that the annual federal cost-sharing funding for historic sites be increased to a minimum of $10 million annually, but only $2 million is available for the next cycle. In 2018, the Auditor General reported that no resources are allocated to new national historic sites, and that these precious resources are literally falling apart. We need to do better to maintain the heritage that Canadians cherish. I would like to finish with one more example of an historic place in Canada that as yet has no federal designation or protection, and that is the SS Sicamous in Penticton. The SS Sicamous is a historic paddlewheeler steamship that plied Okanagan Lake in the early 1900s, providing a vital link up and down the valley before roads were built. It is permanently docked at Penticton, along with the stern saloon of the SS Okanagan, an earlier vessel that actually brought my grandparents down the lake when they immigrated from England to Canada in 1910. This marine history park has also added the SS Naramata, an old steam tug, and another historic CPR diesel tug that pushed train barges on Okanagan Lake early in my lifetime. These historic ships are a big part of the historic heritage of our country and deserve national designation. Like the situation with the Rossland miners' hall, maintenance and renovation of these ships is very expensive. There is a large, very talented and enthusiastic group of volunteers who work on them every day, but they need the funding for materials to help with their work. This bill is long overdue, and the NDP will be supporting it, but we need to do more to ensure that indigenous voices and indigenous sites take their rightful place in our national historic places. We need to ensure that adequate funding is available to save these precious places for the future generations of Canada.

Madam Speaker, with that, I would like to split my time with the wonderful member for Victoria. It is a real honour to rise here this afternoon to speak to Bill S-5, the government's new environmental protection act. I am happy to say that I will be supporting the bill at second reading with the hopes that it can be substantially strengthened at committee. The bill has come to us from the other place, and the Senate has made some important amendments to the initial government bill it considered. I am pleased to hear words from the government side that suggest it will be supporting those amendments. This is an important bill, as it would amend the Canadian Environmental Protection Act, or CEPA as it is known, which was enacted in 1999, 23 years ago. This act is largely concerned with—

He said: Mr. Speaker, it is truly an honour to rise here this evening to begin this debate on the federal government's response to hurricane Fiona and the devastation it has brought upon Atlantic Canada. As the NDP critic for emergency preparedness and climate resilience, I felt it was an urgently needed debate, and I would like to thank the Speaker for granting my request and the Conservatives for agreeing that it is a necessary discussion. I want to start by saying that my thoughts are with all the Canadians on the Atlantic coast who have been affected by this catastrophic storm. My thoughts go to the friends and families who have lost loved ones, to those who have lost their homes and to those who have lost their livelihoods. I lived on the island of Newfoundland for three years, including some months in a remote lighthouse, so I know very well both the ferocity of Atlantic weather and the resilience of Atlantic Canadians. I have travelled widely in Atlantic Canada over the past 40 years or so, including visits to P.E.I. and Nova Scotia just this year, so I am familiar with many of the communities that have been devastated by hurricane Fiona. Hurricane Fiona was no ordinary Atlantic storm. It was the strongest storm ever to make landfall in Canada. Atlantic Canadians remember hurricane Juan in 2003 and hurricane Dorian. Fiona combined the intensity of Juan with the size of Dorian. Fiona recorded the lowest-ever atmospheric pressure in Canadian history and packed winds of up to 180 kilometres per hour. The storm surges swept across the coast like a series of tsunamis. The human cost has been catastrophic. Several lives have been lost. Hundreds of homes were destroyed by storm surges or high winds, and many were swept out to sea. Roads, wharves, airports and other infrastructure have been badly damaged. Fisheries infrastructure has been destroyed in the middle of the fishing season; agricultural crops were compromised just before harvest, and close to a million Canadians are still without power. I must pause to say that I will be sharing my time with the MP for Victoria. We knew this storm was coming. As it tracked north up the Atlantic coast from Bermuda last week, the forecasts were uniformly calling for a record-breaking weather event. I want to give credit to the scientists of Environment Canada for their strong modelling, which informed preparation for hurricane Fiona. It was those strong warnings, I am sure, that kept the injuries and deaths to an absolute minimum. I have heard people comment time and time again that it was a miracle that more people were not injured and killed, so for that I thank the science and the warnings that went out. I received a call from the Minister of Emergency Preparedness on Saturday, and I thank him for that update on the federal response. He mentioned that the armed forces would be helping with cleanup efforts. I have since heard that the naval vessel HMCS Margaret Brooke will be travelling along the south coast of Newfoundland to carry out wellness checks in many of the small outports there that have no road connection. These are critical tasks and I am happy to hear they are being done, but important questions remain: How prepared were the armed forces for this storm that we knew was on its way ahead of time, and is there more that could and should have been done in the days before the storm? I know that most communities have armies of volunteers that step up in these situations to help with organizing accommodations and food and other emergency supplies for residents who have lost or been evacuated from their homes. I thank the volunteers, as well as the neighbours who helped people clear down trees from houses and driveways and first responders who are helping with immediate and emergency cleanup, including the power company workers who are working around the clock to bring power back to hundreds of thousands of cold and hungry Canadians. As critical and important as these initial responses are, perhaps even more important is that we look ahead to the coming days and weeks and, unfortunately, often years for the government role in rebuilding efforts that must take place. It is late September, and winter is not far away in Canada. We have systems and programs for government support to help people who have their homes damaged by disasters, but those systems are embedded in bureaucracies that often turn anxious weeks into anxious months, while winter sets in and families still have no place to go. They are forced to rely on the kindness of neighbours or relatives, or forced to move out of their communities entirely while waiting for help to rebuild their homes and their lives. We have government programs, such as the disaster mitigation and adaptation fund, which are meant to help communities hit by overwhelming events such as fires, floods and hurricanes. In my experience, these communities, especially small communities, are left to do a lot of the heavy lifting in the rebuilding process, while they have neither the financial capability to pay for those actions nor the manpower capacity to navigate the bureaucracy to access the programs. There are a couple of examples from my home province of British Columbia. The town of Princeton was badly flooded by the Tulameen and Similkameen rivers in last fall's atmospheric river event in southwestern B.C. It faced about a $20-million bill in costs to repair infrastructure. Ordinary federal-provincial government revenue-sharing agreements dictate that Princeton and other similar communities would pay 20% of those costs. It might sound like a good deal to a large community, but the entire annual tax budget of Princeton is only about two or three million dollars. It simply cannot afford 20% of a disaster. We need to come up with a permanent change to these cost structures to accommodate small communities. Second, there is the example of Grand Forks, a town in my riding that was devastated by flooding in 2018. After months of wrangling, some intense and difficult work by the community itself and difficult decisions to radically change parts of the community, a funding agreement was reached whereby the provincial government would cover about $38 million of the cost and the federal government about $20 million. The City of Grand Forks waited an entire year to get a response from the federal government on their first request for funding under this agreement. They received repeated messages from the federal government that the basic agreement was changing and they would have to be responsible for more and more of the costs. They had to repeatedly resubmit detailed funding requests. It was a bureaucratic nightmare for a small community that was trying to recover from a natural disaster nightmare. This kind of behaviour from the federal government has to change. We have to have a kinder and more co-operative relationship between the federal government and communities in these situations. I will finish by commenting on more long-term issues. We spend about $5 billion every year fixing damages from weather-related disasters in Canada. Those costs are largely born by individuals and insurance companies; the federal government is covering only about 10% of those costs. That annual expense is expected to rise to $50 billion by 2050, 10 times what it is now. If we are to face the rising costs of these climate events and if we are to maintain our economy and communities in this onslaught of fires, floods and hurricanes, we have to start investing serious amounts of money in climate adaptation. We need investments in community infrastructure that protects Canadians, so they do not see their homes wash away on a storm surge; investments in heat pumps that would allow low-income Canadians to have air conditioning, so we will not have a repeat of the 619 people dying in a heat dome event in metro Vancouver last year; and investments in FireSmart programs to protect neighbourhoods at the interface with forests. Reactive funding is necessary, but surely we can see the economic and community needs that point to investing for the future we all know is coming. In the meantime I just want to reiterate my support for the people of Atlantic Canada. I know they will use all of their ingenuity and strength to recover from this catastrophe, and I hope all levels of government will be there to help them when they need it.

Mr. Speaker, I will be sharing my time with the member for Burnaby South. I would like to open by saying that my heart goes out to all British Columbians who have suffered hardships over the past days and weeks. Some have lost their loved ones in landslides. Others have lost homes, farms and their livelihoods. Some were stuck in vehicles for hours or days, waiting through the dark and the rain, fearing that at any time another landslide might come down and engulf them. I thank the first responders and volunteers who have helped those on the highways, the brave members of 442 Transport and Rescue Squadron who flew Cormorant helicopters in very dangerous conditions from Comox to pluck marooned motorists off Highway 7 between Agassiz and Hope, and the workers and volunteers who have struggled to save homeowners, rescue livestock, maintain and rebuild the dikes and pumps that were essential to keeping the losses to a minimum. I want to give a special shout-out to the gurdwaras, the Sikh temples around southern British Columbia, that got together and organized free food and aid to communities across the region. From November 14 to 15, an atmospheric river poured rain into the mountains of the B.C. coast. This is normally a wet time of year in coastal British Columbia, but 20 rainfall records were set that day and several sites received an entire month of rain in 24 hours. The rain fell on mountain snowpacks, on soil saturated by previous storms and, in some cases, soils and forests damaged by widespread fires the previous summer. Mudslides and debris flows roared down the steep mountain slopes to the roads and rail lines below and rivers swelled to overwhelm bridges and other infrastructure. In a short period of time, all the highways and rail lines connecting Vancouver to the rest of Canada were damaged or destroyed. The Coldwater River flooded the town of Merritt. The Tulameen River took out homes along its path and then met the Similkameen River to flood the Town of Princeton. Over 100 first nation communities were impacted throughout the region. The Nooksack River in northern Washington State overtopped its banks, its waters finding the low ground of Sumas Prairie in Abbotsford, flooding some of the best farmland in the country. A series of mudslides on Highway 99 west of Lillooet buried cars and trucks, killing at least four people, with a fifth still missing. Two landslides along Highway 7 between Hope and Agassiz trapped hundreds of motorists in the darkness. Some of the highways were simply buried in mud, rocks and trees, but the Coquihalla Highway, the major freeway connecting the coast to the interior of British Columbia, was simply destroyed in several places. The Nicola River, fed by the swollen Coldwater took out large sections of Highway 8. Both the CN and CP Rail lines through the Fraser Canyon were badly damaged. The Trans Mountain pipeline had to be shut down. All the critical supply chains between the south coast of British Columbia and the rest of the country were severed. Prairie grain shipments to the Port of Vancouver stopped. Three-quarters of our grain is exported through that port and almost all the goods imported into Canada from Asia come through Vancouver as well. That came to a shuddering halt. Perishable goods, including vegetables and milk, that are usually trucked to the interior of British Columbia on a daily basis disappeared quickly from store shelves throughout my riding and the rest of the region. This one-day rain event has laid bare many of the weaknesses in our supply chains and our transportation strategies. What does the future hold? In the immediate future, British Columbia is bracing for two more atmospheric rivers. One is beginning to hit the coast as we speak here tonight and another one is scheduled to arrive on Friday. These storms will likely not be quite as wet as last week's devastating storm, but with soil saturated and flood water still present, they could easily bring more landslides and raise the flood waters again. We have heard about the flooding that is happening right now in Atlantic Canada. What does the government need to do? We have heard so much about climate action, and rightly so. We have to rapidly reduce our greenhouse gas emissions to limit the impact of climate change, but the global temperature increase we have seen to date is locked in. If we dropped our emissions to zero tomorrow, we would still be facing a future with increased flooding, catastrophic fires, heat domes and rising sea levels. The unfortunate truth is that we will continue emitting greenhouse gases for the next three decades at least, and these climate change impacts will only get worse. Therefore, we must also greatly increase our ambition in funding climate adaptation, getting ready for the changes that are locked in. Most climate adaptation funding from the federal government flows through the disaster mitigation and adaptation fund, which disburses a few hundred million dollars every year. It is chronically oversubscribed and therefore greatly underfunded. This disaster we are speaking of this evening will cost billions of dollars in rebuilding costs alone. The Abbotsford dikes may cost $1 billion just by themselves. It is almost, by definition, a fund to rebuild after disasters rather than prepare communities to avoid disasters. The Federation of Canadian Municipalities and the Insurance Bureau of Canada have reported that the annual infrastructure costs of climate change in Canada right now are $5.7 billion every year. The Canadian Institute for Climate Choices estimates that the present annual cost of flooding impacts alone in Canada are about $1.3 billion, and that will rise by 10 times over the rest of this century. We need to have meaningful investments for adaptation and we need to provide adequate supports for individuals in communities that have been devastated. Federal and provincial governments have downloaded a lot onto municipal governments when it comes to infrastructure construction and maintenance. These local governments need real help to rebuild dikes, roads and other infrastructure, and they need a dedicated fund to help pay for forward-looking plans to strengthen infrastructure, so it is ready for the climate of 2050 and 2100. The Coquihalla Highway is only 35 years old and was basically destroyed in one rainfall event. We have heard of “build back better”, but when it comes to this infrastructure, we have to build back stronger with bigger culverts, higher bridges and better designed dikes. We need to look for nature-based solutions, planning for future flood events by allowing rivers to spill their banks in places where damage will be minimal, ensuring that mountain forests above communities and critical infrastructure are healthy enough to intercept rain and hold moisture in their soils. We have to redesign our buildings. Over 500 people died in last summer's heat dome in British Columbia. They were almost all low-income people living in apartments without air conditioning. We will have more heat domes, and we cannot see a repeat of this carnage. We need to act now to ensure low-income people across the country can live in housing with affordable and effective heating and cooling. We could provide those buildings with heat pumps that could effectively heat and cool the homes with clean electricity. We need to FireSmart neighbourhoods that are at the forest interface to reduce the chance they will be destroyed by catastrophic wildfires. The way forward will be difficult, and I know from experience that these climate disasters are absolutely devastating to the people who have lost their homes and livelihoods. In my riding, the city of Grand Forks flooded in 2018. The aftermath of that flood and the rebuilding process have been very painful for the community. The citizens of Lytton are experiencing the same pain and frustration, and I know the towns of Merritt and Princeton face a similar prospect. Therefore, we must plan for this uncertain future and ensure that communities have funds necessary not only to rebuild after natural disasters, but to adapt to climate change before being impacted by future weather events.
