Mr. Speaker, the Federation of Canadian Municipalities is in Ottawa this week to discuss the essential work its members do in over 2,000 communities. Sixteen of those communities are in my riding: Fruitvale, Montrose, Trail, Warfield, Rossland, Castlegar, Slocan, Silverton, New Denver, Nakusp, Grand Forks, Greenwood, Midway, Osoyoos, Oliver, Penticton and the regional districts of Okanagan–Similkameen, Kootenay Boundary and Central Kootenay. I want to single out Leah Main who is a councillor from Silverton. Leah is a champion for rural issues on the FCM executive. Municipalities are at the pointy end of the stick on some of the toughest issues, such as housing, climate adaptation, public safety, mental health and more. Small towns lack the funds to tackle these massive problems, and many even lack the HR capacity to apply for existing funding programs. We need to fix this with a more direct allocation of funds so that communities across Canada can do the work that we depend on them to do.

Madam Speaker, last month hurricane-force winds destroyed large sections of the power grids in Ontario and Quebec, and floods inundated the West Point First Nation in the Northwest Territories and the Peguis First Nation in Manitoba. A report from The Globe and Mail showed that even more Canadian communities are at serious risk of flooding. Extreme weather is costing Canada more than $5 billion every year, and that will only increase. When will Ottawa fund significant proactive measures to protect our communities instead of just helping them clean up?

Mr. Speaker, as I flew into Ottawa a couple of weeks ago, I had the pleasure of sitting on the plane next to the member for Battle River—Crowfoot's wife. We had a wonderful conversation. This being Valentine's Day, I hope he has been in touch with her, as I have been with mine. It was nice getting to know his wife in that way. The member touched on the election, and I want to let him perhaps expand on that. A lot of people in Canada watching at home think the election took up six weeks of time, but here we are in early February, and we are only just starting a lot of what Parliament has to get going. Six months were wasted for all the issues that are facing us, not just COVID, but also housing and the opioid crisis. I wonder if the member could take some time there.
