Mr. Speaker, I would totally agree. In my speech, I briefly mentioned the need to really develop and bolster our intellectual property programs and culture in Canada. That is outside this act, which controls investment and the takeovers of Canadian companies. We are studying this in the science and research committee right now, about how exposed a lot of Canadian research and development is to foreign takeover, foreign theft and foreign entities taking our intellectual property because they have the legal right to it. The value in these companies today is intellectual property. AI is one example. It is lost so quickly and easily. We have to do everything, controlling it not only in these acquisition regulations but also in the period of science and research that leads up to some of these investments.

Mr. Speaker, as I mentioned in my speech, things have really changed since this was last updated in, I think, 2009 or 2012. Before that, when I was young, this whole regulatory system was brought in because manufacturing plants were largely going south of the border. Things have changed. Canada is a leader in several aspects of real high-tech research and development. I mentioned hydrogen. There is fusion and AI that we hear a lot about. These are things that move very rapidly, and almost all the value in the company is not in the offices it has or its labs but in ideas and intellectual property. This is something that has really changed. One thing we need to do is change the regulations to protect that from leaving Canada.

Madam Speaker, that question is very similar to the previous one. With regard to development or anything like that that would have an impact on the environment, Bill C-219 operates through federal legislation. Any development that went through federal legislation, having gone through those regulations, got their permits and all that, would not be affected by this at all. This only comes into effect when there are developments that contravene those regulations, those protections that we already have in place. It would not affect any development that is proceeding legally whatsoever.
