Mr. Speaker, I will follow up on the comments we heard just now. In terms of the funding that needs to be available for the upkeep of these sites, a lot of sites commemorating the indigenous history of our country really do not have a built environment. I think it is important to create the interpretive centres that would tell us, finally, about the indigenous history of Canada and to provide funding for that necessary part of our national historic sites.

Madam Speaker, the last time I heard my colleague speak to this subject, he exclaimed how interested he was in history, and that really came through here. There are historic sites in my riding. There is the Rossland Miners' Hall; the Rossland Court House; the Nikkei Internment Memorial Centre in New Denver, which talks about the Japanese internment during the Second World War; and the Doukhobor Suspension Bridge, a remarkable bridge built over a hundred years ago over the Kootenay River near Castlegar. However, as we know, none of these speak to that first nations indigenous history of Canada, which is so important. The good thing about the bill before us is that it would more than encourage that. It would make it possible. I am just wondering if the member could comment further on letting first nations and indigenous peoples take the reins.

Madam Speaker, I totally agree. The Osoyoos Indian Band, which I mentioned, are a prime example of that. They have built the Nk’Mip Desert Cultural Centre, which does exactly that. I am very proud of that centre being in my riding.

Mr. Speaker, I would agree that we need to not only celebrate the parts of our history that make us proud, but also remember and learn from the parts of our history that we are not so proud of, that we may be ashamed of, so, yes, we have to remember incidents like that of the Komagata Maru and other incidents from our history, and we should perhaps have historic sites or plaques that teach us about those places and events.

Mr. Speaker, I will be splitting my time with the member for Nunavut. I am happy to rise today to speak to Bill C-23, the historic places of Canada act, which will modernize the Historic Sites and Monuments Act. In short, this new act will update the protection and conservation framework for historic places and give indigenous people a role in determining those places. Canadians value our heritage places and the role they play in our collective history and culture, but for most of Canadian history, the history of indigenous peoples has almost been entirely absent from our historic sites and monuments. This bill takes a first step to include indigenous peoples in the designation and development of those sites. While the member for Nunavut will expand more fully on this issue, I would like to bring up two examples of important indigenous sites from my riding that illustrate this. There are two provincial parks in the South Okanagan that are popular camping spots but also happen to be important cultural sites for the Syilx people. Unlike most non-indigenous historic sites, these sites do not have a building to mark them but have been important gathering places for millennia. One is sẁiẁs Provincial Park. It is a beautiful narrow peninsula that almost cuts the Osoyoos Lake in two. The nsyilxcən name means a shallow place where one can cross the lake on foot or by horse. The name sẁiẁs was altered by the first settler justice of the peace, Judge Haynes, to Osoyoos, and that has become the name of the local town and of the lake. Legend has it that Judge Haynes added the “o” in front of the name because of his Irish heritage. Ironically, the long peninsula took on the name Haynes Point and then became Haynes Point Provincial Park. In 2015, the name of the park was changed to sẁiẁs Provincial Park, and the park is now managed and operated by the Osoyoos Indian Band. A similar situation is found a little further north, at Okanagan Falls. This site, at a rocky rapids where the Okanagan River flows out of Skaha Lake, has been a sacred gathering site for the Syilx people for thousands of years, as it was a place where sockeye and chinook salmon were caught as they swam upstream to spawn. Like sẁiẁs Park, which I mentioned previously, this became a provincial park, called Okanagan Falls Provincial Park, but in 2015 it too was renamed, and it has since been managed by the Osoyoos Indian Band as well. It is now known by the nsyilxcən name sx̌ʷəx̌ʷnitkʷ Provincial Park, and that name means “little falls”. That signifies a connection to Kettle Falls, in Washington state, on the Kettle River. The nsyilxcən name for Kettle Falls is sx̌ʷnitkʷ, which means “big falls”. These two falls were two of the most important fishing sites for the Okanagan Nation's traditional territory. Kettle Falls was flooded by the Grand Coulee Dam almost a century ago, and while that was done in the United States, it reflects the complete disregard for sites that were critically important to indigenous people in the settler development of North America. The campsite at sx̌ʷəx̌ʷnitkʷ Provincial Park is closed annually on the third weekend of September for the Okanagan Nation Alliance's Salmon Feast. The event raises awareness of Okanagan history and culture, as well as the Okanagan Nation's effort to revitalize and restore sockeye salmon numbers in the Okanagan River. Everyone is welcome to attend the celebration, and I heartily recommend it. It is a wonderful celebration. There is one official national historic site in my riding, and that is the Rossland Miners' Union Hall. This building was opened in 1898 at the height of the mining boom in West Kootenay. Local miners had created the first Canadian local of the Western Federation of Miners in 1895, and each donated a day's pay to create the hall. That local went on to advance many of the first labour laws in British Columbia and Canada, laws that brought in the five-day workweek, the eight-hour workday and laws enforcing safe workplaces and the first workers' compensation act. Continued unrest in the mining camps after the hall was built resulted in the Canadian government's sending Roger Clute, a prominent Toronto lawyer, to Rossland in 1899. He reported back that compulsory arbitration would be less effective than conciliatory measures and, after another trip to Rossland, his reports led to the federal Conciliation Act of 1900, which helped create the Department of Labour and the Canadian system of industrial relations. Rossland helped build our system of labour relations across the country, and the miners' hall was at the centre of that activity. It is even rumoured that Joe Hill, the legendary labour activist from the United States, lived in the attic of the hall while hiding out from American authorities, so the Rossland Union Miners' Hall can be truly held up as one of the most important historic sites in Canada, and it still plays an important role in the community life of Rossland and the surrounding areas. It fell into disuse after the mines closed in the late 1920s, and it needed a lot of renovations to bring it back to light. More recent renovations began in 2015, and initial attempts to find federal funding to aid in that were unsuccessful, though I am happy to report that the most recent renovations received funding from all levels of government. In 2020, the Rossland miners' hall was designated a national historic site, and I was very happy to be there for that ceremony. I wanted to tell the story of the miners' hall to make it clear that these historic sites need ongoing maintenance and renovations, and the sites that are not owned by the federal government, like the miners' hall, need this just as much as those that are. In 2017, the Standing Committee on Environment and Sustainable Development recommended that the annual federal cost-sharing funding for historic sites be increased to a minimum of $10 million annually, but only $2 million is available for the next cycle. In 2018, the Auditor General reported that no resources are allocated to new national historic sites, and that these precious resources are literally falling apart. We need to do better to maintain the heritage that Canadians cherish. I would like to finish with one more example of an historic place in Canada that as yet has no federal designation or protection, and that is the SS Sicamous in Penticton. The SS Sicamous is a historic paddlewheeler steamship that plied Okanagan Lake in the early 1900s, providing a vital link up and down the valley before roads were built. It is permanently docked at Penticton, along with the stern saloon of the SS Okanagan, an earlier vessel that actually brought my grandparents down the lake when they immigrated from England to Canada in 1910. This marine history park has also added the SS Naramata, an old steam tug, and another historic CPR diesel tug that pushed train barges on Okanagan Lake early in my lifetime. These historic ships are a big part of the historic heritage of our country and deserve national designation. Like the situation with the Rossland miners' hall, maintenance and renovation of these ships is very expensive. There is a large, very talented and enthusiastic group of volunteers who work on them every day, but they need the funding for materials to help with their work. This bill is long overdue, and the NDP will be supporting it, but we need to do more to ensure that indigenous voices and indigenous sites take their rightful place in our national historic places. We need to ensure that adequate funding is available to save these precious places for the future generations of Canada.

Madam Speaker, I think it has been seven years since the Truth and Reconciliation Commission produced its report and the calls to action, which is as long as the government has been in power, yet only 13 of the 90-something calls to action have been implemented. This would be one of the more basic ones to implement. Had we done it earlier, we would be further ahead. I am wondering if the member can comment on why it has taken so long to get to this point and why the government is lagging so far behind in its promises to indigenous people.

Mr. Speaker, the government has broken many promises to indigenous people over the last seven year, such as the promise to lift long-term drinking water advisories across the country by 2021. If this body had been set up before, would it have helped? If so, why did we not do this earlier?

Mr. Speaker, I would like to thank the member for his speech tonight and for his on-the-ground reporting as to what is really going on on Cape Breton Island. He made the point that the reason behind this and other disasters we have been facing is climate change. I am wondering, given the member's role in this, if he would like to comment on the role that indigenous people across Canada should and could be taking in leading the fight against climate change, the fight we all have to be engaged in.

Madam Speaker, today we are debating a motion to concur in the report of the finance committee regarding recommendations arising from the pre-budget consultations. As we often hear, budgets are about choices on expenses, services and the investments we are making to create a better Canada, and choices on revenues and who we ask to pay for those investments. It is therefore good to look at where we are now, or at least where were before the pandemic, when the parliamentary budget office reported that 1% of Canadians shared 25% of the wealth and that 40% of Canadians have only 1% of the wealth shared among them. The pandemic has only accentuated and aggravated these inequalities and differences. Supply chains have been disrupted. We have had labour shortages that are still very critical. We have had climate disasters, droughts, floods and heat domes, a lot of them happening in my riding or adjacent ridings. We have seen the impacts of what climate change is bringing. Now we have an illegal war in the Ukraine that is further exacerbating the situation in the world economy. How did the inequalities change during the pandemic? Well, billionaires got richer. Billionaires in Canada added more than $70 billion to their own wealth while the rest of those in Canada really struggled. This committee report fails to recommend any solution that would change or reverse this trend. The NDP feels that we need a tax on additional profits that were brought in by many of the big corporations during the pandemic. We need a wealth tax of 1% on superwealthy Canadians who have assets of over $10 million. Instead, we see superwealthy Canadians and big corporations taking money out of Canada year after year. We are losing over $25 billion in tax revenue every year because we are not taxing the people who can afford these investments and are, instead, taxing the people who cannot afford them. In terms of climate change, there are many recommendations in this report on what we need to do about climate change, and we agree with many of those recommendations. However, we really want to emphasize that a successful transition to a low-carbon future in Canada must be centred on workers. As my colleague from Edmonton Griesbach so eloquently said, he has personal experience with that. We need a federal authority created and funded by the federal government that has a mandate to quickly implement a real plan to guide us to that low-carbon future. Hundreds of thousands of new jobs could be created by bold work on retrofitting our buildings, as 40% of our emissions come from our buildings. The government came out with a plan a few years ago that would do a small part of that necessary work with a combination of grants and loans. It helps people who can afford to do the work up front. They spend thousands of dollars retrofitting their homes and then apply for a smaller grant, or they take on a loan, of $20,000 perhaps, to do the work. However, who that leaves out is the 20% of Canadians who live in energy poverty and cannot afford to spend that money up front and cannot afford to take on any loan, no matter how low the interest. The government recently came out with a plan for climate action that it said would help people in energy poverty, but it is in the form of loans. That will not work. One area of expenditure that neither the Liberals nor the Conservatives want to eliminate is the billions of dollars the government gives every year in subsidies to oil and gas companies. I could go on and on about this. One of the biggest ones, of course, is this obsession to build the Trans Mountain pipeline, which has now cost over $20 billion. This is $20 billion to build a piece of infrastructure that we cannot afford in light of climate action and that we do not need. As to health care, it is a huge issue for all Canadians. Again, the pandemic has really emphasized that. Health care workers are at their breaking point. I met with the nurses union recently and it has just had it. We need a significant increase in the Canada health transfer. We need a pan-Canadian health workforce strategy that is led by the provinces and funded by the federal government. Some of the witnesses who came before the committee asked for an end to for-profit long-term care. Canada has a horrible result, on a global scale, in terms of the deaths we saw in long-term care homes. We desperately need to fix this. It was clear from the analysis that for-profit long-term care homes had a much worse outcome than not-for-profit long-term care homes. My colleague mentioned pharmacare and dental care. These are things that hopefully we will finally see. If we had a federal publicly funded universal pharmacare plan, we would save a minimum of $4 billion a year according to the Parliamentary Budget Officer. We could have a dental care program that costs $1 billion. We could have four dental care programs funded by the amount we would save with pharmacare. I talked to a friend of mine a few days ago who heard about the announcement of the dental care plan. She said that when she was a kid, her family did not have money for dental care and she never went to the dentist. I think when she was 12 years old, she went into the hospital and they pulled out a bunch of her teeth and gave her a bad-looking plate that tried to replace those teeth. She said that caused her irreparable damage in her confidence around people. She has been socially shy and uncomfortable around people ever since she was 12 years old because she could not afford to go to a dentist. This plan would change people's lives in Canada. Reconciliation is another thing we have heard about again and again over the last couple of years, like just recently regarding the visits with the Pope and the Vatican. This is another area where there has been a shameful lack of political will. I am happy to see the recommendations in this report from the finance committee that deal with the 94 calls to action from the Truth and Reconciliation Commission and the calls for justice from the National Inquiry into Missing and Murdered Indigenous Women and Girls, as well as the recommendations to support the economic empowerment of indigenous people. I could talk about housing for 10 minutes. This is a huge issue in my riding, where the lack of housing is an important part of the labour shortage. People simply cannot afford to move to my riding and work there. We have companies that are forced to buy accommodations for their employees. We need a real plan to create affordable housing in Canada. I will also bring up a big part of my riding, the wine industry. It has felt a real blow because we lost the excise tax exemption for many wineries. The federal government has to come up with a long-term plan to replace the supports that the exemption created. I will finish by reminding members that it is our job to focus on making life better for Canadians. Too often, our governments have made life easier for wealthy Canadians and big corporations. We need to refocus and make budget choices that benefit all Canadians, and create a fairer and more prosperous Canada for all.

Madam Speaker, we are wrapping up the debate on the Speech from the Throne today. That, of course, reminds us that there was an election last summer. I would like to thank the people of South Okanagan—West Kootenay for re-electing me as their representative in Ottawa. I send my deepest thanks. I always say that I represent the most beautiful riding in Canada. I miss travelling around the riding because so many events are not happening. I miss those face-to-face meetings. Everyone in Canada is impacted by this pandemic, and we are living in difficult times. My colleague from Timmins—James Bay just spoke much more eloquently than I could about what is really facing this country. People are angry, and we are all wondering when life is going to get back to the way it was. People have lost loved ones. People have lost their jobs or lost their businesses. They cannot visit their friends or relatives. We have seen a lot of concern and anger on the streets of Ottawa the past few days, but we have to remember that the common enemy here is COVID. It is not the lockdowns. It is not the vaccine mandates. It is not science. It is not the government. The enemy is the pandemic. Science has brought us most of the way back with really miraculous vaccines that really work. They will get us through this pandemic. That is how we will exit this pandemic and get back to normal life. We just have to make sure that we do not give COVID another chance, or a fifth or sixth chance to take us back into it. If any group feels fed up with COVID, it is health workers. I have talked to nurses and doctors over the past months and they have had it, so I really want to give my sincere thanks to all health workers for their dedication over the past two years and for keeping our health care system functioning in the face of overwhelming demand. We have to rise above this anger and frustration and concentrate on the task at hand, which is the task of overcoming COVID here in Canada and around the world. Getting back to the Speech from the Throne, as I said, last summer we had a general election in the middle of this pandemic. It was an election we did not need. We should have been concentrating on tackling difficult issues, not just the pandemic, but also the long list of other issues that are affecting our country. We should have been working on these issues starting last September. The NDP would have happily supported any initiatives that were focused on helping all Canadians. We gave the government a lot of suggestions of what was really needed. Instead, it is now February, tomorrow is Groundhog Day, and we have lost six months of work time, not just the six weeks that the election took. What are some of the issues we could have been tackling? The list is long: reconciliation; climate change; housing; the opioid crisis; helping businesses and workers during the pandemic; and the obscene income gap, which is growing, between the few very wealthy Canadians and the millions of Canadians who are struggling just to get by. One of the most gut-wrenching moments of the past year was the announcement from the Tk'emlúps te Secwépemc that they had discovered the unmarked graves of over 500 children on the grounds of the Kamloops Residential School. That was followed by a discovery of hundreds of other graves at similar sites across the country, including a similar announcement last week from Williams Lake. We had known that many children had died in residential schools. That information was clearly laid out in the reports of the Truth and Reconciliation Commission, but the discoveries of the unmarked graves of children meant that millions of Canadians felt that tragedy and loss in their hearts. I have never heard such an outpouring of grief and anger through phone calls, emails and letters to my office than I did around that issue. That information brought on a truly remarkable outpouring from many, many Canadians. The government must act on all the calls to action of the Truth and Reconciliation Commission, and I am heartened to hear some of the documents around the history of those institutions will be made public. We need to keep investigating what truly happened, so we can make sure it will never happen again. On climate change, it was truly a terrible year for weather across Canada. In British Columbia, a June heat dome killed over 500 people in the Lower Mainland in Vancouver. The town of Lytton burned. People lost their lives, their homes and their livelihoods. Fires continued across the southern interior of British Columbia all summer, including in my hometown of Penticton. While campaigning in August for this election, I had to keep all my precious belongings in my car because there was a wildfire burning a kilometre from my house just on the hills west of Penticton. The summer was followed by a series of unprecedented rain events in the fall. We have learned to call them atmospheric rivers, but we used to call them “the pineapple express”. One event in November flooded the towns of Merritt and Princeton and destroyed the five highways that connect Vancouver with the rest of the country. The Prairies had one of their worst draughts ever. There were tornados in Ontario and more serious flooding in Cape Breton and western Newfoundland. We are living the effects of climate change. These changes are here to stay. We have to work hard to ensure they do not get any worse. One of my roles in the NDP is the party critic for emergency preparedness and climate resilience. I have called for the government to up its game both on its reaction to disasters and in preventing them. In 2018, the town of Grand Forks in my riding was flooded. It was a very difficult experience for the town, not just the physical flooding and the process of rebuilding but also the difficult decisions the mayor and council of the town of Grand Forks had to make trying to figure how they could rebuild the community so flooding would not happen again. There are the interface fires that have destroyed homes across the country. We have to up the game in funding, not only for the fight against climate change, which is very important, but also for these responses to climate change, the adaptation. We need to ensure the government provides much more funding to communities to help them rebuild their infrastructure to prevent these disasters from happening in the first place. This includes FireSmarting communities, building new flood prevention infrastructure and building better highway and railway infrastructure for the coming weather disasters, which will be much more common and stronger than before. We need to also up the game on climate mitigation to bring down of our emissions so these weather disasters do not get worse and worse. One of the first private members' bills I tabled as a member of Parliament some years ago was a call on the government to bring in the home retrofit program again. I am happy the government has done that with the greener homes grant, but we really need to increase our efforts in that area. Efficiency Canada has put out a pre-budget document that spells out how we can do this. We need to significantly scale up the number of building that are retrofitted, and we need to ensure people who live in energy poverty can have these programs for their homes. We need to build 500,000 units of affordable housing, not just housing, but affordable housing, to catch up to where we should have been. We need to cut the growing gap between the super wealthy and the rest of Canada with a wealth tax, which would make them pay their fair share while supporting the rest of us who have been struggling to get by. I would like to finish with the opioid crisis and Gord Johns's bill, Bill C-216. We need to do something different in that crisis.
