Mr. Speaker, certainly, enhancing building efficiency is extremely important in the fight against climate change and in the appropriate utilization of our natural resources. We put into place a number of programs, including the oil and heat pump program, but also the green buildings program, which actually provides a $5,000 grant to Canadians to improve the energy efficiency of their home. The number one implementation is heat pumps. We sourced money for that program. It has been enormously popular. We will continue to receive applications, and of course we are going to look, as with every program, at the results and what we will do to supplement those things on a go-forward basis.

Mr. Speaker, I do want to thank my colleague from Yukon for his tireless advocacy for his constituents. Heat pumps have been well-tested and adopted in northern climates for years. That is why we are working to deploy more cold climate heat pumps across the territory to reduce ongoing energy bills and to reduce emissions. In fact, heating oil actually serves over 50% of the population in Yukon, making it a pressing issue of affordability and climate. I had a conversation recently with the Premier of Yukon. He is extremely interested in moving forward on a joint delivery, and I expect we will have good things to say very soon.

Mr. Speaker, my hon. colleague should know that the 10,000 homes in British Columbia that actually utilize heating oil will, yes, have access to free heat pumps, because the Government of British Columbia is stepping up to work with the Government of Canada to ensure that this will be the case. This is addressing affordability concerns not just for the short term but also for the long term, and is doing so in a manner that is consistent with the government's commitment to fight climate change, a commitment shared by governments around the world and by every party in the House except the Conservative Party of Canada.

Mr. Speaker, once again, I would encourage the hon. leader of the New Democratic Party to do his homework. In terms of an onerous program, people who actually are going to be in receipt of a heat pump go in and sign up online; three days later, they get a cheque to ensure that they can do the installation. There is no onerous program. At the end of the day, we have developed a plan to address a key affordability issue in a manner that is consistent with fighting climate change. It is good public policy, and we will carry it out.

Mr. Speaker, I would certainly suggest for my hon. colleague that perhaps he talk to his constituents about the $2,500 a year that they will save through the installation of a heat pump. They will be able to do that in a manner that will enhance the affordability for their family, but also do so in a manner where they can assist in the fight against climate change. As I said before, Conservatives in other G7 countries around the world marvel at the fact that in Canada we still have a political party that questions the reality of climate change and has no plan to fight it.

Mr. Speaker, it is important to address affordability. That is exactly what we are doing with the heat pump program to ensure that people are actually saving money. It is also important that we are fighting climate change in a thoughtful and substantive way. I do find this question a little bit odd, coming from the only member in the House of Commons who voted against the Paris Agreement.

Mr. Speaker, it is important that folks actually do their homework. There is an existing heat pump program across the country that provides grants of $10,000. It enables people to get a cheque within three days. It applies just as much in British Columbia as it does in Newfoundland and Labrador. Last week, we announced we were increasing that by another $5,000, so long as provinces actually step up to be part of the solution. Therefore, the answer is yes.

Mr. Speaker, again, I would say that folks in the chamber need to do their homework. This program actually applies across the country. The doubling of the rural top-up applies across the country. The heat pump program applies across the country. It applies to all folks who are challenged by the cost of home heating oil.

Mr. Speaker, certainly it is very important that we are addressing both affordability concerns and fighting climate change across this country. The heat pump program, the hon. Leader of the Opposition, if he had done his homework, would know, applies across the country. It actually will help to ensure we are reducing the costs of home heating, of oil heating, in every province and territory while continuing to address climate change in a thoughtful way.

Mr. Speaker, this government has developed, and will be rolling out, a plan to deploy free heat pumps in Atlantic Canada and across the country. It will address the affordability issues, put more money back in the pockets of Canadians and actually help us to address climate change, which is something the opposition members seem to ignore on an ongoing basis.
