Mr. Speaker, we have introduced a tax on share buybacks across the economy to tackle exactly that: excess profits. I would point out that Canada is the first and only G20 country to have eliminated inefficient fossil fuel subsidies. Canada is putting into place the world's first and only oil and gas emissions cap to hold the industry accountable for its own commitments. In contrast, the Conservative leader has pledged to his oil and gas CEO donors to make pollution free again. We know who is in the pockets of oil and gas. It is that party over there.

Mr. Speaker, as I said yesterday, we have eliminated subsidies to the fossil fuel sector. We are working with all sectors of the economy, including the oil sector, to ensure that we create an economy that is clean, but also creates good jobs for Canadians.

Mr. Speaker, I am sorry, but what my hon. colleague said is untrue. We established a framework to reduce and eliminate fossil fuel subsidies. Obviously, this is a very important issue. We have to move faster on developing an economy that can prosper in what must be a low-carbon future.

Mr. Speaker, as I said, we have put in place a framework to reduce and eliminate subsidies to the fossil fuel sector. Of course I was in Calgary. I gave a speech about climate change and the need to reduce greenhouse gas emissions in all sectors of the economy, and that, of course, includes the oil and gas sector.

Mr. Speaker, of course we have to fight climate change. Of course, we have to reduce greenhouse gas emissions in all sectors of the economy. Regarding the oil industry, we ended fossil fuel subsidies two or three months ago, and we are going to build an economy that will make a major contribution to a low-carbon future.

Madam Speaker, as the hon. member will appreciate, the role of the House and committees is to discuss and to look to find ways to improve upon bills. It would be irresponsible for any minister to say that he or she is not willing to engage a conversation about how bills can be improved. However, the focus of this bill is on enabling the offshore renewable sector, and that is something we are very intent on moving forward on as expeditiously as is possible. I would correct a couple of the things that the hon. member said. A few months ago, the government brought forward a framework for the elimination of fossil fuel subsidies. We are the first G7 country to do that. We are two years ahead of all the other countries with respect to their commitment. We have been very focused on that, as well as the international financing of fossil fuel projects. With respect to the member's comments on carbon capture and sequestration, she is wrong. Many carbon capture and sequestration projects are in process of being developed or are already operating. It is a technology that is not that novel. It is scaling the technology and making it economic that is most important. I would suggest that perhaps she do a bit more homework on that.

Mr. Speaker, combatting climate change is very important and, as I said, we have put in place a comprehensive plan to combat climate change that will accelerate Canada's transition and prosperity. Our government is committed to eliminating public funding of fossil fuels by the end of 2022. We have already phased out eight tax subsidies for the fossil fuel sector.

Mr. Speaker, our government is committed to phasing out public financing of the fossil fuel sector by the end of 2022. We will eliminate subsidies to the fossil fuel sector by the end of 2023. We must address climate change. We need to implement a plan to fight climate change while fostering economic prosperity. Of course, we are in this together.

Mr. Speaker, as the hon. member knows very well, the government has committed to phasing out inefficient fossil fuel subsidies. We are in the process of working through that now. We have been working, though, with all sectors of the economy, including the oil and gas sector, but also including the steel sector, the aluminum sector and others, to ensure that they are able to reduce their emissions in line with what is required to achieve our targets and achieve the commitments we have made to the international community while growing a strong and healthy economy that creates jobs and economic opportunity for Canadians going forward. That is exactly what we are doing.

Mr. Speaker, this government remains committed to the phasing out of inefficient fossil fuel subsidies, but fossil fuel subsidies do not include the measures that are intended to reduce carbon emissions. If my hon. colleague would actually read the IPCC report, it talks about carbon capture and sequestration as being an enabling technology to reduce emissions around the world.
