Mr. Speaker, as the hon. member knows full well, provinces and territories can put in place their own price on pollution. That is what British Columbia has done. That is what Quebec has done. Those provinces are actually committed to fighting climate change, but the hon. member comes from a province that has no climate plan and no climate targets. The premier admits the price on pollution is the most cost-effective way to reduce emissions, yet he does nothing. That is a shame.

Mr. Speaker, it is very interesting that the Leader of the Opposition seems so fond of Mark Carney these days, who actually, as the member says, does believe in a price on pollution. Perhaps the Leader of the Opposition should listen to him.
However, with respect to the premiers, it is important to know that the premiers have every right to submit a plan that actually meets the federal benchmark and to put in place their own price on pollution. That is something that British Columbia has done. That is something that Quebec has done.
Premier Moe was actually here recently and testified before the committee. Premier Moe said that he looked at alternatives to the price on pollution and found every one of them to be too expensive. This is from the guy who had no climate plan, no—

Mr. Speaker, the Bloc Québécois talks a lot about the importance of respecting provincial jurisdictions and fighting climate change. Today, we did just that. Today, Quebec's minister of the environment, the fight against climate change, wildlife and parks, Benoit Charette, said that he welcomed the announcement of a cap and trade system for the oil industry, and that it was a good day for the environment and the economy.

This global goal is in keeping with our work to provide affordable energy while protecting Quebec's advantage in clean, reliable energy. The new federal clean investment credits will unlock projects and create jobs.
While we are working hard to build the future, the Conservatives on the other side want to tear down Quebec's clean economy, and the Bloc Québécois has nothing to offer but talk.

Madam Speaker, this is about two things. It is about ensuring that we actually have a plan to build an economy that can be strong and prosperous in a low-carbon future, and it is about ensuring that we have workers who are available and equipped to succeed, to actually ensure that we are able to build the economy of the future.
I would say to the hon. member that he just needs to look around him at all of the different projects that are ongoing, whether it is the various electric vehicle manufacturing facilities in Ontario, the battery manufacturing facilities in Quebec, the offshore wind development in Atlantic Canada, the potash mines and the nuclear development in Saskatchewan, the Dow chemical facility and the Air Products facility, the carbon capture and sequestration work that will be going on in the oil sands, or the battery facility and the renewable diesel facility in British Columbia.
It is amazing how fast this is moving, but it is moving because of deliberate public policy to encourage and incent the development of an economy that will be strong in a world that must, from a scientific perspective, be a lower-carbon future. That is something we are looking to engage Canadians in. We are engaging labour. We are engaging industry. We are engaging indigenous people. Perhaps most importantly, we are engaging young people in a conversation that is so relevant to their future.

Madam Speaker, members will not be surprised to know that I actually agree with the comments my hon. colleague made.
The bill before us is a very important one. It is an important bill for building an economy that would create jobs and economic opportunity in every province and territory in this country, certainly in Newfoundland and Labrador. That includes the offshore wind industry that the member's premier is very keen to move forward on. Certainly, it is an area we have focused on.
It is also across the country. It is the battery manufacturing plant that we announced in British Columbia a few weeks ago. It is the Dow chemical facility and the Air Products facility in Alberta. It is the Jansen potash mine in Saskatchewan. It is the Volkswagen battery plant. It is the Northvolt plant in Quebec. We are building an economy that will be strong and prosperous, and we are involving and engaging Canadians in that process, something that, clearly, the Conservatives are not interested in doing.

Madam Speaker, the purpose of the bill is to better position the government to take more effective measures in areas of federal jurisdiction. It will not interfere in areas under provincial jurisdiction.
We will continue to work in partnership with the provinces and territories and that, of course, includes Quebec.

Mr. Speaker, perhaps the hon. member is not aware that the price on pollution in Quebec comes from the Government of Quebec. In any event, we need a plan to fight climate change. That is hugely important for our children and grandchildren. We also need a plan for affordability and for an economy that will make a major contribution to a low-carbon future. We have all those things.
