Mr. Speaker, the government has a plan for an affordable and prosperous future. We have a plan that is focused on ensuring that we are building more homes faster, making life more affordable and growing an economy that works for all Canadians. The Conservative leader has no plan for affordability other than a bunch of tag lines. He has no plan for addressing the environment. He has no plan for the economy.
We believe in ensuring that Canadians have a fair chance to succeed, and we are acting on that.

Mr. Speaker, when this government came into power after 10 years of Stephen Harper and the member for Carleton, emissions in this country were projected to go up by 15% versus 2005 levels by 2030.
Last week, we released the emissions reduction plan update for Canada. It shows that we have far exceeded the Harper target. We raised the target. We will achieve the interim objective in 2026. We will achieve the 2030 objective of a 40% reduction.
We have a climate plan that is working. Where is his climate plan?

Mr. Speaker, we implemented a plan to fight climate change. It is the most robust and detailed plan in the world. We are very proud of that. We have a plan. We believe that we have to fight climate change, and we are taking action every day for the sake of our children's future.

Madam Speaker, I would correct a couple of things my hon. colleague said.
There is actually an interim action plan that has already been released for the period 2023-25. What the bill would do is put into law the requirement that we actually have the action plans going forward, every five years. That is for the purpose of transparency and accountability. It is a very important mechanism, just like was done in the Net-Zero Emissions Accountability Act a couple of years ago.
The reason we are moving forward is that this is urgent. The world is moving. Countries around the world are moving. To build an economy that is going to create jobs and economic prosperity in a low-carbon future, they are working with labour and industry to ensure that is done.
We have just gone through five weeks when nothing occurred at the natural resources committee, because the Conservatives refused to allow anything to happen. That is a shame. It is a waste of taxpayers' money. It is something that should not happen in the Parliament of Canada.

Madam Speaker, my goodness, how should I begin? At the end of the day, this is about creating an economy that would be strong and create jobs going forward. It is not about burying our head in the sand and trying to imagine a future that actually existed 30 years ago.
In order to have a relevant plan for the economy, we have to have a relevant plan for the environment, and our plan is working. At Air Products, it is 230 jobs. At the Dow facility, it is 8,000 jobs during construction. At the Volkswagen plant, it is 3,000 jobs and 30,000 indirect jobs. The World Energy hydrogen facility in Newfoundland will have 4,200 indirect jobs and 2,200 jobs during construction. The Northvolt battery facility will have 3,000 people. The CCUS facilities that are going to be built in the oil sands will have thousands and thousands of jobs.
RBC says that by the end of the decade, we will add 400,000 clean energy jobs on a path to net zero. That is because of the investments we are making and because of the plan. We are engaging Canadians in the conversation in a thoughtful way. Shame on the Conservatives for trying to exclude Canadians from that conversation.

Mr. Speaker, as I have said a number of times, it is shameful that the party opposite has no plan to address a crisis that is facing all of humanity. I would tell colleagues that, in the modern age, having recognition and acceptance of the realities of climate change is critical to having an economic plan that can be relevant for the future.
What we hear is that the Leader of the Opposition will cancel the Volkswagen battery manufacturing plant, that he opposes offshore wind and hydrogen development in Newfoundland and Nova Scotia, that he would get rid of the Canada Infrastructure Bank and that he would eliminate the small modular reactor project at Darlington. He is opposed to everything. At the end of the day, he has no plan for the economy and he has no plan for the environment—

Mr. Speaker, we have a serious plan, a real policy, that addresses affordability and addresses the climate crisis. The leader of official opposition has no plan. He mouths tag lines like “technology, not taxes”. This is coming from a guy who has zero background in technology and zero background in business. This is coming from somebody who has been opposing the deployment of offshore wind technology through the passage of Bill C-49, which is supported by the Conservative Premier of Nova Scotia and the Premier of Newfoundland and Labrador.
Shame on them for having no plan for climate change and having no plan for the economy of the future.

Mr. Speaker, do we know what she will do? She will stand with the folks who are having an affordability challenge related to heating oil. It will apply in every province and territory in this country where provinces step up to co-deliver with the federal government. It is a plan that will address the short-term issues for those folks who are most pressed, but it will do so in a manner that will save significant dollars in the long term. It will address it in a manner consistent with fighting the existential threat of climate change.
I say this again in the House: It is a shameful thing that, in this country, we still have a political party that does not believe in the reality of climate change and has no plan to address it.

Mr. Speaker, perhaps the hon. member is not aware that the price on pollution in Quebec comes from the Government of Quebec. In any event, we need a plan to fight climate change. That is hugely important for our children and grandchildren. We also need a plan for affordability and for an economy that will make a major contribution to a low-carbon future. Mr. Speaker, we agree that we need to make sure that life is affordable. We have implemented a lot of measures to ensure that things will be affordable in the future.
However, it is also important that we reduce greenhouse gas emissions. We need a plan to fight climate change, which we and almost all of the other parties in the House have. The Conservatives are the only ones who do not have a plan to fight climate change. They want to leave our children and grandchildren with a poor future.

Mr. Speaker, as we have said many times in this House, addressing climate change as an existential threat to the future of the human race is of critical importance to our children and our grandchildren, but we must do so in a manner that addresses the affordability issues and actually has a plan for creating a prosperous future in a lower-carbon environment. We have put into place a number of measures, not simply the $250 million we announced with respect to heat pumps, which is very important, but the green buildings program and a whole range of other things that are ensuring Canadians can make the transition in an affordable way. Climate change is real. We need to fight it with thoughtful and effective plans.

Mr. Speaker, this is very important.
We have a comprehensive and robust plan to combat climate change. Of course, we must reduce greenhouse gases. We need to work with our allies, as we did at COP27, and we need to ensure a prosperous future for Canadians. We need to accelerate the energy transition, and our plan does just that.

Mr. Speaker, I thank my colleague for her question.
As I said yesterday when she asked this question, we have implemented a plan to fight climate change, a plan that may well be the most detailed one in the whole world. It is an aggressive plan for reducing greenhouse gas emissions and ensuring a clean and prosperous future for our children and grandchildren.
We want to work with our partners in the Bloc Québécois, the NDP and, of course, the Conservative Party.

Mr. Speaker, I would advise the hon. member to actually read the emissions reduction plan.
The government has invested over $110 billion in reducing emissions around this country and in making investments to actually grow a clean economy going forward. It is something we have to think about on both sides of the equation. We must reduce emissions, but we also have to think about creating jobs and economic opportunity for the future, and that is exactly what we are doing.

Mr. Speaker, we know that we need to address the issue of climate change. We need to be a leader in these circumstances. I want to say that there are not very many countries in the world that have a plan that is as detailed as Canada's. We also need a plan for a prosperous economy for the future of our children, and we will work to accomplish both of those goals at the same time.
