Mr. Speaker, I noted the phrase, “a lucky 3%”. These are people who pay two to four times the cost of natural gas. These are folks whose costs went up by 75% during 2022. These are not the lucky 3%. We have focused on people who actually have a strong affordability challenge because of the inordinate cost of heating oil. We have put in place a measure that would ensure affordability, but will do so in a manner that fights climate change. Truly, “a lucky 3%”, really?

Mr. Speaker, as my hon. colleague is fully aware, the illegal invasion of Ukraine has driven up gas prices around the world. Canada is working with international partners to address the issues around energy security and pricing with respect to hydrocarbon fuels. In fact, we have committed to increasing oil and gas production by— Some hon. members: Oh, oh!

Mr. Speaker, we, and certainly European countries, would agree that the dependence on Russian oil and gas is a significant problem for Europe that it must move to address. European ministers have made that commitment, including at the International Energy Agency ministerial meeting I participated in earlier this week. We are working very actively with our European colleagues and with our American colleagues to ensure we are working to help address both short and long-term energy supply issues in the context that Europe and Canada have committed to do, which is in the context of fighting both the crisis in Europe and the crisis of climate change.
