Madam Speaker, I would like to summarize our motion as follows: We want the federal government to review its immigration targets starting in 2024. I realize the government may have a new plan tomorrow. The main thing we are asking for in this motion is consultations with Quebec, the provinces and the territories. Our motion's goal, its objective, is successful immigration, immigration that takes into account our integration capacity and promotes a welcoming and humanistic approach to immigration. Quebec is a welcoming nation. We recognize that immigration makes an essential contribution to Quebec's economic vitality and its social and cultural fabric. While we acknowledge the value of immigration, we also have a duty and a responsibility to do everything we can to make it successful. That is the purpose of our motion. Quebec society demands a debate on the immigration targets Canada wants to impose on us and the sometimes ideological reasons why. Quebec is demanding to be consulted and urging the Canadian government to reassess its immigration targets based on its integration capacity. Quebec's minister of immigration, francization and integration, Ms. Fréchette, has been very clear about this. This debate needs to occur; it is a good thing. Failing to consider accommodation and integration services available to those who welcome new immigrants—meaning the territories, provinces, Quebec, cities and regions—and failing to consider the services they are able to provide shows a total lack of respect. It also demonstrates a lack of compassion and recognition for the immigrants we receive. Immigration is a deeply human issue that must be handled with sensitivity. This discussion with Quebec is essential for us, because Quebec has its own specific reality. Quebec has a duty to preserve its language, French, and its culture. Within the English geographic space of North America, we have developed resiliency and expertise in preserving the French fact. The federal government must recognize and respect this ability. However, we know the federal government has not done any studies on the effects of immigration thresholds on the demolinguistic reality and vitality of the French language. Even though Quebec controls portions of its immigration, the rapid decline in the weight of French in Canada means federal immigration thresholds will have a significant impact in Quebec. Quebec just held public consultations within its borders on strategic immigration planning from 2024 to 2027. Many civil society stakeholders participated. This consultation was not the first. There was also one in 2019, and others were held before that. I participated myself as a civil society member. That deserves to be commended, because consultations like this fuel public debate on our vision for our collective future as it relates to immigration and the conditions needed for its success. It is a democratic exercise with nothing but positive benefits for living together in harmony. Quebec is proud of the language, culture and deep-rooted values that have characterized and defined Quebeckers as a people throughout our history. We have a duty to preserve and promote them. French language training, newcomer and integration services are vital to a compassionate immigration system. That is also the case for the capacity to provide infrastructure such as housing and strong public services in education and health. This also applies to social services, child care, justice services, services related to human rights and a multitude of other areas. That is both the challenge and cornerstone of integration capacity, and not taking that into account would be irresponsible. These legitimate concerns seem totally abstract to the federal government. The immigration targets it is proposing are seen and weighed from one single economic perspective, that of the labour shortage. The government goes so far as to claim that there will be no problem, since the immigrants will fill the shortage in the construction sector with their tools and their two-by-fours to build their own housing. It really is nonsense, as the leader of the Bloc Québécois would rightly say. On a more serious note, various statistics demonstrate the positive effect of immigration in certain sectors of the economy, but this needs to be qualified. The labour shortage is being blamed for everything. To think that immigration is the only way to fix it is to take a narrow view of things. If we look at education or health care, for example, the labour shortage does not always mean a lack of personnel. Sometimes, it is more a question of working conditions and work organization. This is true in many sectors. That is why Quebec needs to rely on more than just immigration. It must also rely on robust training and accreditation programs. Immigration does play a role, as the numbers show. However, it is not a cure-all. Economists like Pierre Fortin in Quebec believe that increasing immigration has virtually no long-term impact on labour shortages. Indeed, when the labour force is increased, the demand for goods and services also goes up. One increase leads to another. It is therefore a mistake to base an immigration policy entirely on economic considerations. In conclusion, I firmly believe that immigrants are often the primary victims of the federal government's excessive thresholds. There is a lack of infrastructure to integrate these people, and the scant housing available is unaffordable. Ultimately, many newcomers are overcome with anguish and a feeling of betrayal. It is high time that Ottawa woke up and realized that this kind of immigration harms everyone. Before setting its thresholds, the federal government has an absolute responsibility and duty to consult with Quebec and the provinces, which receive these immigrants, and to ensure that there is sufficient integration capacity to be compassionate and to provide everyone with decent services.

Mr. Speaker, it takes a strong stomach to sit here in the House and listen to Conservatives tell us about inflation yet again. If we read between the lines, it is clear that this motion is about the carbon tax, as if we were not living in 2023 with climate change. The Conservatives do not see the problem and think we should continue to encourage oil and fossil fuel companies that do not contribute to clean-up efforts in any way. As for the government, its talking points must be getting crumpled with use, because we keep hearing the same things over and over. The Liberals talk about the universal child care program, even though Quebec has had one for 27 years. The Liberals talk about the dental care program that no one asked for but that the government decided to put forward even though it will never be able to administer it. The Liberals also talk about the one-time $500 cheque for housing assistance, which 87,000 Quebeckers will not be eligible for because we have better social programs than elsewhere. However, the government never talks about its inability to provide high-quality, timely services to citizens. Currently, workers and families have to wait six, seven, eight, 10 or 11 months to receive an EI cheque for which they have contributed. EI reform is not part of the Liberals' commitment. I would like to see the government come up with real solutions to help workers and improve the quality of services, which it is not even able to deliver, instead of telling us how we should deliver our own.

Madam Speaker, what people are going through with EI right now is a fiasco. It is just like the passport crisis, only this time, the federal government's victims are not waiting to travel, they are waiting to buy groceries. Service Canada is more like “no-service Canada”. This government is just lurching from one crisis to the next. It is over here putting out one fire while two more are breaking out over there. When will the minister make sure Service Canada can actually provide services to people?

Madam Speaker, employment insurance delays are longer than ever. Currently, one-quarter of EI applications take extra time to process, and more than half of those take over 50 days. That means people with no income are waiting 50 days. Officials even advised people without jobs to use food banks or get their partner to support them. The kicker is that, while all this is going on, the minister has been cutting her employees' hours of work. When will she do something about this fiasco?

Mr. Speaker, there is a discrepancy between what we are hearing and what we are seeing. The passport crisis is not just an administrative fiasco. People are standing out in the rain at their wits' end. People are missing their parents' funerals. People are losing contracts. The minister's message to them? “Your call is important to us.” When will the people standing in line truly feel their situation is being taken seriously?

Mr. Speaker, that is not what is happening; the union is looking for those 600 people. It found five at the Guy‑Favreau complex. So much for that. The union projects a return to normal only in October. The chaos cannot last another four months. The minister can bring people out of retirement to help. She can transfer resources from other departments. She can create a training blitz for the new employees. At the very least she can let in the people who are sleeping outside and ensure that they are treated humanely, even if that means renting rooms. That is how to manage a crisis. What is the minister waiting for?

Mr. Speaker, the passport crisis comes as no surprise to anyone. The union warned the government in January. This was foreseeable. Since 2018, the government has cut 450 jobs in passport offices. In the midst of a crisis, the 600 new hires the minister is talking about do not represent an increase in service. Those hires just bring the number of staff back up to prepandemic levels. We are in the midst of a crisis, and that requires crisis-level effort. When will the minister deploy enough staff to keep the offices open seven days a week?

How reassuring, Mr. Speaker. Thank goodness the federal government was not responsible for getting people vaccinated. Remember how the vaccination centres were run? We were greeted at the door with information and instructions, even though millions of us were seeking an appointment at the same time. What a stark contrast to the passport process. We pay half of our taxes to this federal government, yet it is incapable of getting us a simple piece of photo ID. Will the government at least acknowledge its own utter incompetence? I hope it at least feels ashamed.

Mr. Speaker, the government is taking people for fools when it comes to passports. Today, it started issuing tickets with fixed appointment times to the people lining up outside the Montreal office. However, by 9:20 a.m., there were no more tickets left. According to TVA, the government gave out about 75 tickets, even though thousands of people are waiting for an appointment. Is that really the best solution the government could come up with this week? If so, it really has a long way to go.

Mr. Speaker, nothing is clear these days. People are being treated like cattle at passport offices. Instead of managing the crisis effectively, security officers at the Guy-Favreau complex reportedly threw out a journalist who was reporting on the line-ups. If things are so bad that they cannot be shown on TV, the answer is not to kick out the media. The answer is to do a better job of managing the crisis. When will the government extend hours of operation, reassign public servants, treat citizens with respect and ensure that everyone gets their passport?

Mr. Speaker, the situation at passport offices is getting out of hand. According to TVA, at the end of the ordeal, the lucky ones who do get their passports at Guy-Favreau complex in Montreal are still being charged extra fees. Despite the minister's instructions today, people are being charged $110. Despite the minister's instructions, the federal government is making Quebeckers and Canadians pay for its mistake. The minister has no control over her department. When will she finally ensure that people can get their passports without extra fees?

Mr. Speaker, this government is incapable of planning and it is incapable of learning from its mistakes. This is not the first time Service Canada has been in hot water. Its employees were unable to reassure worried citizens at the beginning of the pandemic. They were unable to help victims of CERB fraud last year. They were unable to process EI claims this winter. Now, they are unable to process passport applications. For two years, nothing has been working, and yet nothing has changed. Does the minister understand that she is the one responsible for this?

Mr. Speaker, this week is Quebec's national holiday. Next week is July 1. That is two weeks in a row of statutory holidays that mark the beginning of summer every year. That means more people will be travelling and will need their passports. In the midst of a crisis, what is the minister planning to do to deal with the spike in demand? Above all else, is she at least planning to keep the offices open on weekends?

Mr. Speaker, people camped out in front of Service Canada offices all weekend to get their passports. They braved the wind and rain and stayed outside all weekend in the hopes of getting service. The worst part is that they were camped out in front of empty offices that closed for the weekend on Friday at 4 o'clock. This weekend, people saw with their own eyes that no federal public servants were at work to help them. Does the minister realize how insulting that is?

Mr. Speaker, there is a whole world of difference between the official message and the actual situation at passport offices. We know that contrary to what is on the website, only people travelling within 48 hours are being served. We know that wait times on the site are unrealistic. We also know that, despite what is indicated, many people have had to pay extra fees. Can the minister finally clearly explain who can go to a passport office and when, what people should do, and if extra fees are being charged?

Mr. Speaker, the passport fiasco continues. The only solution for those who have to travel within 48 hours is to wait in line at a passport office for a full day. Even then they have to choose their day because despite all the unprecedented delays, the passport offices continue to be open only from Monday to Friday, 8 a.m. to 4 p.m. A crisis does not get resolved during business hours. Will the government finally open its offices on weekends for worried travellers?

Mr. Speaker, the number of passport applications is definitely high. There was a travel ban for two years. Anyone could have seen this increase coming, except for this government. Once again the government is not proactive; it is reactive. This crisis could have been avoided, but it is too late. Will the government fix this mess by temporarily opening offices on the weekends, free of charge, for people leaving the country within 48 hours?

Mr. Speaker, people are outraged about having to wait so long to get their passports. Even for emergency services, they are waiting in line for hours, only to be sent home. People are even camping out in front of the passport offices to make sure they get a place in line. Passports are not concert tickets. This is a public service paid for by tax dollars. Will the government at least open its points of service on weekends to deal with urgent cases at no extra cost?
