Madam Speaker, some situations make us wonder if we still believe in this. I think it is also important to take into account people with disabilities. Overwhelmingly, they came and told us that they wanted regulations to be made by and for them, so we will have to go through this whole exercise. What I want is for us to stop dragging our feet. Now that we have the tools and have established criteria, we must take action. We cannot change the past.

Madam Speaker, I will repeat a question that seemed important to the Quebec bar association, which made a few recommendations concerning Bill S-4. Some of them were accepted, which is good. In the House, we studied Bill C-75 to amend the Criminal Code and the Youth Criminal Justice Act. We also studied Bill C-5 to amend the Criminal Code and the Controlled Drugs and Substances Act. Now we are studying Bill S-4, and the Quebec bar association made what we think is a very wise recommendation about this bill. Rather than make changes piecemeal, would it not be time for an overall reform that includes all of these changes? It is a question of consistency. Does my colleague agree?

Madam Speaker, I sincerely hope that Bill C‑11 will be passed as soon as possible. I applaud the work that our colleague from Drummond did in committee. I am very happy that Bill C‑10, now Bill C‑11, is before the House today. I do not understand why anyone would oppose this bill. The Canadian Radio-television and Telecommunications Commission Act is archaic and toothless. Francophone cultural content is in decline, and all our broadcasters are losing momentum. I believe we must act to resist the web giants of the world. Personally, I find this very important. My question for the member who spoke is this: If this bill passes, it will go to committee. How much time will it take for the CRTC to implement the changes?
