Mr. Speaker, last year, we resolved a record number of 56 specific claims for $3.5 billion in compensation. In addition, this past April, we reached a historical settlement with Treaty 8 first nations, which will return just over 44,000 hectares of land to those communities. We are also addressing a number of past harms, namely the harms caused by the tragedy of residential schools and the destruction of language and culture, with the Gottfriedson settlement earlier in January for $2.8 billion. Mr. Chair, clearly, there is a need for education. We know this from the clear record of failure of enforcement bodies across this country to serve indigenous peoples and protect them, for stronger reasons, that is still going on in this country. Absolutely, there is a need to continue that education, cultural sensitivity training and engagement with the community. There is a need to understand that reality and put in the same efforts that they put in with everyone else when they are looking for someone who goes missing. It is the most basic of requirements that we would ask for. We still see those forces failing. There are requirements for the guidance from the federal government, as well as our provincial counterparts. As for the calls to justice in the final report on MMIWG, what we have heard very clearly is that we need some form of accountability. That is why I moved, in January, to appoint Jennifer Moore Rattray to give us recommendations on an ombudsperson. Therefore, we can have a third party who is able to look at what the government is doing, what it is not doing and what it can do faster to make sure that we are properly responding to the calls to justice. I can stand here all day and talk to people, but, really, that level of trust is often missing toward people like me and the government. We need a third party to actually help us move along the way so that we can continue to implement those calls to justice, which are systemic in nature and require a thoughtful process as to how they actually get put into place.

Mr. Chair, again, as easy as it is to stand here in this place and talk about historic sums that have been invested, it is equally easy to stand up and dismiss them. I think the member is accurate on a very important point. No one in the House should be talking about success until every woman and child and 2SLGBTQ person who is indigenous is safe in this country. This tragedy is indeed ongoing. I want to address one point, which is the shelters. They need to get out faster, and I will absolutely concede that. Half of the money that she spoke about is dedicated to the continuing operation of these shelters, and the other half dedicated to creating shelters across the country outside of the “reserves” reality. This is indispensable in her riding, and she knows it. It exists in my riding in downtown Montreal. That need is crying to us, and we cannot get it out fast enough. We are looking forward to some announcements in the very near future to make sure that people have those shelters available to them. It is never right to ask for patience, because people are going missing every day, but I do expect a number of those announcements to be coming out in the very short term.

Mr. Speaker, I think the answer to that is a resounding yes. Yesterday, I was in Val-d'Or to underline a $60-million investment in the Friendship Centre there, which will allow people to use Val-d'Or as a regional hub and to get the culturally sensitive and appropriate care they need. That will save lives and address the issue of missing and murdered indigenous women and girls. This is a tragedy, but doing public policy by tragedy only leads to tragic results. I can only direct people to the final report of the National Inquiry into Missing and Murdered Indigenous Women and Girls to see the systematic work that needs to be done by our government, the provincial governments and municipal governments to make sure—

Mr. Speaker, it is very difficult to answer this in a short time, but clearly what the final report said is that structural and generational elements have put women in the vulnerable situation they find themselves in today. The member opposite mentioned land, extractive activities, the reform of child and family services and education as contributing factors that put women in this vulnerable situation. These are all reforms that take time. It is frustrating to hear that, but if there is anything the final report told us, it is that we need to attack this in a systemic and systematic way, and some of those reforms absolutely do take time. It does not mean lack of effort. It means the understanding that the genesis of this goes back decades, and it will take time to make sure that every indigenous woman and child is safe in this country.

Mr. Speaker, I will note at the outset that I will be splitting my time with the hon. member for Sydney—Victoria. Kwe, ullukkut, tansi, hello and bonjour. I will also acknowledge this debate is taking place on the unceded territory of the Algonquin Anishinabe people as we acknowledge the horrific and devastating murder of four indigenous women in Winnipeg. This is a week where the expression “being treated like garbage” took on a tragic and literal meaning. These women were and are the victims of senseless violence. Their lives were taken from them. Their futures were stolen from them and their families. Each of them were cherished and loved by members of their families and communities. I had the privilege yesterday of meeting one of the families. I am obviously humbled by our conversations, and I want them to know, although I had little opportunity to speak as it was not my place, that I heard them. Nobody should have to go through this pain or the trauma of uncovering the truth. No one should have to struggle to obtain justice, and nobody should have to sift through the trash looking for their loved ones. In a sad twist of fate, yesterday was the National Day of Remembrance and Action on Violence Against Women. It was a violent femicide when 14 women were killed and 13 others were injured at the École Polytechnique de Montréal 33 years ago. Quite frankly, I am disgusted by what is happening. There is a crisis involving the disappearance and murder of indigenous women, girls and 2SLGBTQI+ people. Together, as a nation and at various levels of government, we have the responsibility to respond to the calls for justice and to provide access to safe spaces and programs that help the most vulnerable to not be targeted. Canada needs to do better for all of the families, the survivors and the communities that have to live with the consequences. It was made clear in the final report of the National Inquiry into Missing and Murdered Indigenous Women and Girls that the federal government, all other levels of governments, the private sector and civil society each has a responsibility to address this national crisis that is ongoing. The report made clear that “jurisdiction” was a poisonous word and a word that contributes to the killing of indigenous women and girls. While we are focused on a very tragic murder and the circumstances surrounding it, as governments and as people, we need to focus on every step of the way that put these indigenous women and girls in the vulnerable situation they found themselves in. Today, women on the street perhaps face that same challenge. As a result of the final report on missing and murdered indigenous women and girls, Canada funded projects to support families and survivors, build cultural spaces and strengthen capacity for indigenous women and girls and 2SLGBTQI+ organizations, as well as launched indigenous-led data initiatives. This includes many initiatives in Manitoba that many members have spoken about. Over the past year, Canada has supported 65 cultural spaces and provided infrastructure investments that speak specifically to the priorities identified in call for justice 2.3. Despite these investments and despite the work we are doing to implement the calls to action, the progress is slow, and we keep failing indigenous women and girls across this country. Sadly, it is shameful that I am standing in the House saying that I do not know with any certainty whether any of those investments, had they been made in the places where they needed to be made, would have saved lives. I will not go on much longer with this speech, but I do want to say that as a nation we have a duty to keep breaking down jurisdictional boundaries and keep breaking down the silos within our own government that keep failing indigenous women and girls. As I have heard from the House tonight, this needs to be multipartisan. I welcome initiatives from the House. I welcome initiatives for increased oversight to make sure the federal government is doing its part in responding to this tragedy. No one should be bragging about what they are doing until every single indigenous woman, child and 2SLGBTQI+ person in this country is safe.

Mr. Speaker, extremism of the nature described by the member opposite is one of the biggest terrorist threats in this country, and it continues to prey on those who are most vulnerable, including indigenous women, children, girls and LGBTQ folks across the country. We need a comprehensive federal response. We need a comprehensive provincial response. We need a comprehensive municipal response. It is why, in part, I have called for a federal, provincial, territorial and indigenous meeting in January to discuss the painful issue of MMIWG and why we continue to fail as governments in making sure that everyone in this country is indeed safe.

Mr. Speaker, it is precisely this type of commission that will allow us to make sure we are focused on survivors and their families. It is not lost on anyone that the vast composition of the House is non-indigenous. We sometimes superimpose our own views of what we think is good or not good for indigenous peoples. Having a commission like that to remind us, particularly in the wake of the last year and a half of discoveries in and around unmarked graves, will be an opportunity and a catalyst to keep reminding the House of the importance of putting survivors and families first, knowing that this is trauma that has passed on from generation to generation. There are still survivors who are speaking for the first time, courageously. There are also people who are courageously choosing not to speak out about their experiences. We need to honour them and their silence as well. This is a very difficult time still for communities and will be for some time. However, having an institution like this, which will be able to radiate across Canada, will be key in keeping survivors and their families front and centre in this ongoing national tragedy.

Mr. Speaker, it is incumbent on all of the board members to fight precisely what the member opposite is highlighting. There are a number of difficult choices that we have to make when the committee appoints members. We are within a structure that has been imposed on indigenous people, so there is an inherent contradiction in sitting here, appointing board members and deciding who goes on what board for what reason. This is not a slight on any notion of economic reconciliation. In every interaction I have with indigenous peoples and communities, one of the main points of their economic reconciliation is making sure that they are dealing with someone who has paid the bills over the last 100 years, and in a lot of cases we have not. There is a basis of it that has fuelled the poverty that exists in communities today. The suspicion with which they treat the Government of Canada and anyone they interact with is well justified in hundreds of years of not paying the bills. It starts with that premise, but it moves on into many other areas of closing the capital gap that exists between non-indigenous and indigenous investors and investments. It spans a much broader range than was normally understood as simply the purview of the economy.

Mr. Speaker, reconciliation is not easy. It is neither linear nor free, but we are determined to right past wrongs and address their impact on indigenous peoples, an impact that is still felt today. Tomorrow, we encourage all Canadians to reflect, to listen and to show compassion for indigenous voices. Tomorrow is a day for residential school survivors and indigenous communities and leaders to have their say. Bill C‑29 will respond to the Truth and Reconciliation Commission's calls to action 53 to 56, while also promoting the implementation and independent review of the 94 calls to action.

Mr. Speaker, that is an important question being posed by the member opposite, and I think it is important for this House to consider the work that has been done by the interim board in doing broader outreach as Bill C-29 was put forward. That was the task given to the interim board, and it included a broad swath of indigenous representation. I have a list of specifically notable people who were consulted during this initial process. There was also an open ability, which the interim board controlled, for people to submit their feedback. Now that the bill has been proposed to Parliament, there is a process that we also follow, and the representation and leadership the member opposite is referring to are free to appear at committee. Indeed, as a government we do not dictate how the committee does its work, but they should look to the committee if they want to further provide their input, and provide it back to my teams as well in a more informal fashion.

Mr. Speaker, I want to acknowledge, before I begin, that we are speaking here today on the unceded traditional territory of the Algonquin Anishinabe people. As we begin the second reading debate on Bill C-29, an act to provide for the establishment of a national council for reconciliation, I think it is important to highlight that since locating unmarked graves at former residential schools a year and a half ago, Canada's relationship with first nations, Inuit and Métis has evolved and often in a painful way. Survivors, their families, communities and all indigenous peoples across the country were heard as they shared the violent truth of residential schools. It is our moral obligation as a country and as people to honour survivors and pursue the truth. It is also our responsibility to support all of those suffering from intergenerational trauma in their search for truth and closure. Addressing these ongoing impacts is at the heart of reconciliation and at the core of truth-seeking and the renewal of the relationship with indigenous people, particularly those who attended these horrible institutions. This summer, after years of advocacy by first nations, Inuit and Métis, His Holiness Pope Francis visited Canada and offered a formal apology for the Roman Catholic Church's role in the abuse of indigenous children at residential schools. Although this apology was seen as a step in the right direction by many people, it is important to recognize the systemic nature of this harmful legacy and the ongoing impacts of the trauma at residential schools that was both instigated and perpetuated by the Government of Canada and religious institutions. A few weeks ago, I joined the National Centre for Truth and Reconciliation to raise the survivors' flag on Parliament Hill. This flag honours the survivors and those affected by residential schools. It represents our individual and collective responsibility and also our commitment to advancing reconciliation. At the flag-raising ceremony, the Prime Minister reminded us that reconciliation is something for every person in Canada and all levels of government to participate in, and that includes every member present in the House today. We are coming up on the second National Day for Truth and Reconciliation, which is observed on September 30 pursuant to the passage of Bill C-5 last year, and I recognize that there is still much work to be done. Canadians understandably want to see more tangible progress. In particular, we must respond to the Truth and Reconciliation Commission's calls to action. The national day responds to call to action 80. As we move forward, we need to be able to measure our progress so that the government and Canada are held accountable for our commitments to indigenous peoples. As the Truth and Reconciliation Commission wrote in its final report, progress on reconciliation at all levels of government and civil society organizations needs vigilant attention and measurement to determine improvements. However, as many partners, particularly indigenous organizations, have pointed out, the government cannot evaluate and grade itself when it comes to reconciliation. Independent oversight is necessary and appropriate. That is why, in 2015, the Truth and Reconciliation Commission asked the Parliament of Canada to create a national council for reconciliation, which is exactly what Bill C-29 will do if it is passed. It will establish a national council for reconciliation as an independent, non-political, permanent and indigenous-led organization. The council would monitor the long-term progress being made toward reconciliation here in Canada and evaluate and report on the implementation of the 94 calls to action set out in the commission's report. That is in keeping with what many indigenous leaders have been calling for for many years: greater accountability, greater transparency and a way of holding the Government of Canada to account for the role it plays in reconciliation and the search for the truth. If passed, this bill will enable the creation of the national council for reconciliation, immediately fulfilling call to action 53. It would also respond to calls to action 54, 55 and 56, which expand on the funding, responsibilities and expectations of transparency for the council and the federal government. The bill would ensure that Canada responds formally to the council's annual report. I would like to take some time to reflect on the genesis of this legislation. The road to get here required collaboration and a lot of work. Bill C-29 has been in the making for many years. In 2019, an interim board composed of six notable indigenous leaders, including Dr. Wilton Littlechild, one of the commissioners from the Truth and Reconciliation Commission, made recommendations based on their extensive research and public engagement on the council's mandate, governance and operations, which were the basis for a consultation legislative framework. They also recommended the appointment of a transitional committee to advance this initiative. Last December, I was pleased to announce and support the establishment of this transitional committee. The committee members reviewed the draft framework, engaged with indigenous and non-indigenous technical experts and provided our government with further recommendations that led to the bill we see before us today. The bill is a culmination of substantial work and many years of advocacy by indigenous leaders, experts and communities in particular. Therefore, establishing the national council for reconciliation is one of the best opportunities to guide us in achieving truth and reconciliation in this country. The proposed bill defines the process for establishing the council of nine to 13 individuals and sets out parameters to ensure that a diverse range of people are appointed to the first board of directors. The bill states that at least two-thirds of the board must be indigenous and must include the voices of first nations, Inuit and Métis; indigenous organizations, including a nominee each from the Assembly of First Nations, Inuit Tapiriit Kanatami and the Métis National Council; youth, women, men and gender-diverse people; and people from all regions of Canada, including urban, rural and remote regions. The council will be tasked with advancing efforts for reconciliation in Canada, including by monitoring and evaluating the government's progress on all of the Truth and Reconciliation Commission's calls to action. This means that the council must have access to the relevant information on how governments are fulfilling their own commitments. Our government will have to develop a protocol for disclosing Government of Canada information, not unlike the disclosure of documents regarding residential schools to the National Centre for Truth and Reconciliation in order to hold the government accountable and better understand the legacy of residential schools. I will be responsible for ensuring that the council has the information it needs to do its job. That is imperative. I also want to point out that the council will be fully independent from the government and will be managed similar to a not-for-profit organization. This means that it will not have any ties to the government or the Crown. The Government of Canada will provide an endowment and initial funding in accordance with call to action 54. If it is set up as a not-for-profit organization, the council will be required to report annually to Parliament on the progress made on reconciliation in Canada and to make recommendations for advancing reconciliation efforts. It will have to provide annual reports and financial reports to which the government will have to respond. The government will have to respond to the report every year. These reports would help the government set objectives and develop plans to advance reconciliation based on the council's recommendations. This reporting mechanism set out in Bill C‑22 will ensure transparency and accountability as we make progress on the calls to action. Finally, the bill outlines the purpose and functions of the council. The mission of the council would be to hold the government accountable on reconciliation and the calls to action. The council would be responsible for developing and implementing a multi-year national action plan to advance efforts on reconciliation. The council would also conduct research and engage with partners on the progress being made toward reconciliation in all sectors of Canadian society and, crucially, by all governments. This includes monitoring efforts to implement the calls to action. The bill is not exhaustive; rather, it is intended to be a flexible framework. The council would have the authority to pursue other measures it deems important and necessary to achieve its purpose. In closing, I want to emphasize one last important point: We must pass this bill as soon as possible. It has been seven years since the Truth and Reconciliation Commission published its final report and its calls to action. It has been 16 months since the first unmarked graves were discovered in Kamloops. It has been three months since Bill C‑29 was introduced in the House. With each passing moment, survivors, elders, knowledge-keepers and families are getting older. Many survivors have already passed away without having seen the full scope of our efforts to advance reconciliation. I ask hon. members here today to press forward and support the establishment of the council as quickly as possible. We owe it to the survivors, indigenous peoples and all Canadians. Finally, I want to thank all residential school survivors, once again, for sharing their truths and their experiences, and I honour those who continue to suffer in silence. Without them, we would not be here today. We see them. We hear them. We believe them.

Mr. Speaker, clearly, as a country, we continue to fail indigenous women, children and LGBTQ people. The one-year anniversary is not something to look back on, despite our investments of billions of dollars into addressing this national strategy, and pat ourselves on the back; this is something we have to address as an entirety in society. Whether it is us, the provinces or cities, we all have our part to do to invest and make sure people are safe in this country. We will continue to do it. On the federal side, we will continue to work across the country to do exactly what the report asked, which is to have a systemic approach to this ongoing national tragedy.

Mr. Speaker, yesterday's news is indeed part of the ongoing tragedy in this country of missing and murdered indigenous women and girls. The funding in the announcement of last week will create the infrastructure necessary to operate a facility that will be welcoming for people who are in distress. As to the member opposite's current request, which is one of many, it is clearly one that needs priority. It is something that we support, as a government.

Mr. Speaker, as part of this comprehensive approach to supporting communities as they reel from the ongoing discoveries of unmarked graves, clearly what they have asked of us is to have a concerted approach, whether it is from me, the Minister of Indigenous Services or other departments, or whether they need supports now or for the next 10 years. This is something that, sadly, will go on for some time. There are 70 searches and supports ongoing. Yes, we will absolutely provide those resources to communities.

Mr. Speaker, the pain and loss felt by families and survivors of missing and murdered indigenous women and girls, and the lack of safety felt today, are tragedies that are ongoing and have only been exacerbated by the pandemic. Indigenous women and girls have the right to be and feel safe anywhere in this country. Tragically, this is not the case today. This can only be achieved by continued investments in shelters, safe spaces, cultural spaces and housing, coupled with culturally appropriate mental health services. We have made significant and indeed historic investments in these areas, but recognize that much more work needs to be done. We will continue to do this alongside indigenous partners.

Mr. Speaker, I want to thank the member opposite for her passion and the words she shared with us, yesterday and today, with respect to murdered and missing indigenous women. It is a tragedy that sadly is ongoing in this country and has only been exacerbated by the pandemic. The monies we have announced in the last and present budgetary cycles are directly targeted to a systemic approach to reducing the violence and insecurity that is constantly felt by women, and the tragedy that is ongoing. Unfortunately, the results are trailing, but as a country, a government and a society we need to continue to raise this issue and these matters to make sure everyone can feel safe in this country.

Mr. Chair, first we need to acknowledge that no single budgetary cycle can address this tragedy adequately. There will have to be sustained investments. We also have to acknowledge that in every budget, survivors and families should recognize the investments as responding specifically to this tragedy. If there is a criticism to be levelled on the budget, it is that while there are investments from MMIWG across the government, the language does not fit the investments. I read a statistic that should have been top of mind, and it should be a good reminder to all Canadians. In Nunavut, for the period of 2001-14, the rate of murdered women was 12.4 women per population of 100,000. In the non-indigenous population it is 0.71, so it is roughly 20 times worse. We know that housing is a real challenge. It has been for some time for many reasons. The current budget does have $4 billion plus $2 billion for housing specifically to deal with the indigenous housing crisis. Perhaps the member opposite could speak to the crisis in her community, as it has a direct impact on women in Nunavut.

Madam Chair, I want to acknowledge that the riding the member opposite represents, as she knows well, is part of the epicentre of the tragedy. Her advocacy is key in making sure that this tragedy ceases to continue and in fact ends. We all know, sadly, that it will not end tomorrow. However, investments that we have made, particularly in her riding for the Ka Ni Kanichihk, for example, very recently, thanks to the member opposite's advocacy, will be key in continuing to accompany survivors and people who are suffering violence. What we have seen in the last two years is an escalation of that violence, due in part to the pandemic. It is something we have to be very clear-eyed about and acknowledge. The work that has been done over the last six years by this government, whether it is the passage of UNDRIP, the passage of the Indigenous Languages Act or the passage of the child and family services inherent rights in Bill C-92, is part of this immense puzzle that, without being resolved, is continuing the tragedy. There are steps and goals over the next three years that we will have to be very bloody-minded in achieving. Clearly we will need to accelerate the path on this, and that is something I have undertaken to do.

I want to start by acknowledging that Canada's Parliament is located on the traditional and unceded territory of the Algonquin Anishinabe people. I will be splitting my time with the member for Nunavut. The tragedy of missing and murdered indigenous women and girls is ongoing. Tomorrow, on May 5, thousands of red dresses will be hung in city squares, on porches, in trees, on fences and in gardens across Canada. These red dresses are a reminder of the pain and loss felt by families, survivors and communities of missing and murdered first nations, Inuit and Métis women, girls, two-spirit and gender-diverse people. Last June, together with federal, provincial, territorial, municipal and indigenous partners, we launched the missing and murdered indigenous women, girls and 2SLGBTQQIA+ people national action plan. This includes the Government of Canada's contribution: the federal pathway to address missing and murdered 2SLGBTQQIA+ people. Is the federal pathway perfect? No, it is not. It is an evergreen document that is intended to evolve, constantly adapt and be trauma-informed, with input foremost from survivors and their families. Naturally, it will take a government-wide and Canada-wide approach, involving more than 25 federal departments and agencies, the provinces and territories, indigenous organizations and other partners throughout the country, to put this plan into action and bring an end to this tragedy. This is a national responsibility. The calls for justice in the final report urge governments and society in all its forms to act, and we must fulfill that obligation. Indigenous groups have long expressed the need for safe, culturally relevant spaces as a key component to move forward on self-determination. The Truth and Reconciliation Commission called for this, as did the National Inquiry into Missing and Murdered Indigenous Women and Girls in section 2.3 of the final report. We are listening and will continue to listen. We are taking action and will continue to take action. As part of the federal pathway, budget 2021 announced a total of $2.2 billion over five years, notably with $160.9 million ongoing, to end violence against indigenous women, girls and 2SLGBTQQIA+. However, I would like to focus on a particular section of that funding: the $108.8 million over two years that was allocated specifically for the cultural spaces and indigenous communities program that I mentioned just now in French, which responds directly to call to justice 2.3. The program offers opportunities for indigenous women, girls and gender-diverse people to access culture and language to help them strengthen their identities, which in turn can enhance their safety and security. Last month, I had the opportunity to visit several communities to see the impacts of these projects, which they had been fighting for, in some cases, for over a couple of decades. In the territory of Kahnawà:ke, for example, we announced $16 million in funding for the construction of a new building to house Kanien'kehá:ka Onkwawén:na Raotitióhkwa, a language and cultural centre with space for the Turtle Island Theatre Company. These new buildings will help them preserve and enrich their culture, as well as empower new generations of Mohawk learners in a safe and accessible space so they can learn about their community from their peers. Across the country, in 108 Mile Ranch, British Columbia, we announced a $4-million project. We are funding the construction of a cultural centre in northern Secwépemc territory. Five communities have come together and have been fighting for 17 years to obtain it. These will be key moments. When the projects are built, people will have safe spaces in which to learn their language and culture, and can expose others to them. We are currently reviewing other proposals, and there will be additional announcements in due course. Clearly, as we are making progress, much more needs to be done to answer all of these calls and fully implement the federal pathway. Quite frankly, nobody in Canada should be satisfied until all indigenous women and girls and 2SLGBTQQIA+ people are safe. Meegwetch.
