Mr. Speaker, I wonder what $5.2 billion means to the member across the way. Since 2015, our government has maintained good relations under the Canada-Quebec accord and that will continue. It was a good meeting with Premier Legault. The member across the way refuses to admit it, but it is clear that there is work to do with our two governments. It is a question not so much of power, but of responsibility.

Mr. Speaker, as the member knows full well, since 2015, we have paid Quebec $5.2 billion under the arrangement we have with the Government of Quebec, the Canada-Quebec accord. We are prepared to do more. We are prepared to sit down and work with Quebec. Ideally, we do not do that in public. It should be known that we have a good relationship with Quebec. We are currently working with our officials to determine what is our responsibility and what is Quebec's responsibility.

Mr. Speaker, it is nice to hear the member opposite admit that this responsibility falls to both levels of government. Last year, he was claiming that it was solely Canada's responsibility, and that all the provinces needed was money. We are clearly going to work together. We clearly need to make more effort. There are two provinces that are overburdened, Ontario and Quebec. This is something we can do as a team. We are a federation, and a beautiful one at that.

Mr. Speaker, the member was here in the House. He did not learn about it in the papers, unless he did not listen. I was the one who announced that there would be good news this week. It will deal with matters under my authority, and naturally, Quebec will not be getting all that it asked for. That is very clear, but it will deal with matters under my authority. It is our responsibility to support asylum seekers and to support Quebec in its efforts to ensure that these people are well supported. It is a dual responsibility. We will continue our good work together.

Mr. Speaker, I think it is important to note that this bill actually responds to calls to action 53 to 55. Obviously, call 56 would follow after the establishment and passing of this law. Clearly, this is a comment the member opposite is free to put through at committee so the committee can study it and give it due consideration. I think all of us are responsible to answer for the calls to action, and notably, the Prime Minister has stood on many occasions to hold himself and the government personally accountable for the calls to action and the responsibility to fulfill them.
