Madam Speaker, I commend my colleague from Bruce—Grey—Owen Sound on his speech. Quebec is a distinct society by virtue of not only its identity, but also its choices. It was over 25 years ago now that Quebec chose to set up early childhood centres. This child care system already exists in Quebec. I really feel that we are wasting Quebeckers' time when we have to debate a bill to bring in a system that has already existed in Quebec for more than 25 years. This morning, we also heard about a new pharmacare program, something that has existed in Quebec for nearly 50 years now. I would like my colleague from Bruce—Grey—Owen Sound to tell me loud and clear if he respects Quebec's choices and if, for these types of programs, Quebec can have a right to opt out with full financial compensation, no strings attached.

Mr. Speaker, I commend my colleague from Brampton North on her speech. I want to come back to my point of order. This is something that I care deeply about. I want to tell her that I did not mean to offend her, but I was rather surprised that, when the subject was about a specific language, the speaker did not speak that language. I like that she is open-minded and interested in French in science and scientific publications in Canada. If we are having this debate today, it is because there is a problem. I repeat that 95% of the funding for research in Canada goes to English research, and 50% of French researchers apply for funding in English when they make up just over 20% of researchers. As my colleague mentioned, there is a lot of goodwill, but why is no action being taken? I have participated in many conferences and activities, and I was the only federal MP there. There were no government representatives in attendance. Bill C‑13, which has passed and modernizes the Official Languages Act, recognizes the value of scientific research in French. After 60 years, this had to be included in the legislation when it was modernized. The goal is to support the creation and dissemination of scientific information in French. The member also mentioned the report of the advisory panel on the federal research support system, commonly known as the Bouchard report, which aims to support the dissemination of knowledge in French. Since that report was released in June 2023, and since the modernization of the Official Languages Act, which recognizes the presence of French in science, can my colleague tell me what concrete action the federal government has taken to restore true equality between French and English in science?

Madam Speaker, I thank and congratulate my colleague from Trois-Rivières for his excellent speech. His speeches are always interesting and teach us something. The tone of his speech differs from some others we may hear in the House when there is disagreement. My colleague mentioned respect and dialogue. He also talked about the fact that the government primarily relies on communication and posts on various platforms to show that it is trying to do something about the war in Ukraine. I would like to hear my colleague's opinion on this. What constructive actions could the government take to show leadership as a G7 country, to resolve the conflict and end the war in Ukraine?

Madam Speaker, I listened carefully to the speech by my colleague from Vancouver Kingsway, and I would like him to explain something. He said that minimum mandatory sentences do not deter people from committing crimes. Does he believe that softer sentences will be a greater deterrent? I would also like him to comment on the issue of certain groups in our society, such as racialized people and indigenous people, being overrepresented in penitentiaries. Should we not be proactively working with these groups to reduce inequality, poverty and the cost of housing and to ensure that we address the root causes of criminal behaviour?

Madam Speaker, I would like to begin by congratulating my colleague on her wonderful speech. The Bloc Québécois supports Bill C-11. The Broadcasting Act has not been updated since 1991, and that is more than 30 years ago. Obviously, broadcasting on the various platforms has constantly evolved in that 30-plus years. I would like my colleague to tell me about the importance of francophone content in this bill.
