Mr. Speaker, the Bloc Québécois is obviously in favour of Bill C‑20, which will introduce mechanisms, that is, an independent organization, to handle complaints. Several years ago, in 2004, there was the Arar case that made it clear we needed an independent organization. In 2022, there are still complaint management mechanisms and organizations that are not independent. There is some independent oversight at the RCMP, but not at the Canada Border Services Agency, or CBSA. I would like to ask my colleague why the government, after a number of years, has still not taken action to ensure that complaints are handled fairly and independently and that there are no abuses, particularly with regard to the CBSA.
