Mr. Speaker, I invite my colleagues to be even more rigorous in their interventions because the scientific community is watching. Researchers from all over have come to Parliament Hill for the 4th edition of Science Meets Parliament. At the invitation of the Canadian Science Policy Centre, these rising stars in science and innovation have come to build closer relationships with policy-makers.
It goes without saying that gaining a better understanding of our respective realities will lead to collaboration, which is crucial, because science must clearly be at the centre of all the policies debated in the House. Today, I had the opportunity to discuss French-language science as well as research funding in the regions with Simon Girard, a professor at the Université du Québec à Chicoutimi and research chair in genetics and genealogy.
On behalf of the Bloc Québécois, I would like to thank the delegates. I want them to know that Parliament is their home and that the door of Bloc Québécois MPs is always open.

Mr. Speaker, I salute my fellow member of the Standing Committee on Science and Research.
I think we can agree on a few things. I know exactly what he is talking about. I would suggest that he look at the proportion of francophones who apply for funding in French compared to English.
It is fine to say that 75% of francophone researchers in Canada qualify for Natural Sciences and Engineering Research Council funding, but let us take a look at the facts. I have the numbers here: Only 5% to 12% of funding applications are written in French, even though 21% of researchers in Canada are francophone. That means that 50% of francophone researchers in Canada apply for funding in English. They do it because it is easier to get approved.
What the report says is true. For the three granting agencies, funding rates are higher for requests in French, but that is not representative of the proportion of francophone researchers. Francophones in Canada are forced to apply for funding in English in the hope of obtaining funding.

Madam Speaker, I want to acknowledge my colleague, the member for Halifax, who is also the Parliamentary Secretary to the Minister of Innovation, Science and Industry. It is all well and good to use figures that suit the government. We are used to that with the Liberal government.
My colleague mentioned that Canada is ranked second among G20 countries for foreign investment. That is excellent. We attract companies, but we do not invest. Canada is ranked last among G20 countries for investment in business research and development. I also want to remind my colleague that Canada is the only G7 country that has reduced its investment in research and development in the past 20 years.
It is fine to present figures that look good. However, does he agree that Canada has one of the worst records when it comes to investment in business? Even the magazine Science says that researchers do not want to come to Canada because the scientific ecosystem is lacking and there is not enough funding.
What does my colleague have to say about that?

Mr. Speaker, I am honoured to recognize that the Quebec Student Union is on the Hill today. These students have come here to share their ideas on how we can help them deal with inflation and the challenges of the post-pandemic world. On behalf of the Bloc Québécois, I would like to welcome them.
We hear a lot about how inflation is affecting people on fixed incomes, but graduate students, whose livelihoods depend on scholarships, are often overlooked. In 2023 it will be 20 years since graduate research fellowships were last indexed. As a result, Canada is the only G7 country that is losing researchers because of the financial insecurity they face. Boosting research fellowships is a worthwhile investment, since it supports these researchers in inflationary times, encourages innovation and curbs the brain drain.
Ottawa has not been there to support students, and it is turning its back on the next generation of Quebec scientists. Let us work together to change that.

Madam Speaker, I would like to ask my colleague a very simple question.
Competent researchers from visible minorities do not have access to research chair funding because they do not meet the criteria or do not want to meet them. If that is not discrimination, then I do not know what to call it.
There is already discrimination against people who are under-represented and do not meet certain criteria of the Canada research chairs program. What is my colleague's opinion on this?

Madam Speaker, I will try to refocus the debate and not make any generalizations or take intellectual shortcuts, out of respect for the debate today.
My colleague from Rosemont—La Petite-Patrie tried to reduce the debate to skin colour. All that the Bloc Québécois is saying is that the criterion that should take precedence when recruiting researchers in the Canada research chairs program is excellence. However, the criterion that currently takes precedence is based on identity.
I would like to quote a few visible minority researchers, such as Dr. Kambhampati from McGill University. He told me that he does not care about skin colour when he wants to hire someone who is interested in working on a project and is good in that field. What does my colleague from Rosemont—La Petite‑Patrie think about that?

Madam Speaker, I would urge my colleague from Halifax to reread the opposition motion, which specifically calls for a review of the recruitment criteria for research chairs, for they are currently identity-based.
At the end of his speech, my colleague said that he was proud that Canada is a world leader in research and development. I urge him to reread the Naylor report, which issued 35 recommendations.
Canada is the only G7 country that did not invest, that has reduced its investments over the past 20 years. It is the only country in the G7 that has lost researchers over the last six years. It is not a world leader, far from it.
Would my colleague agree that there are people who are competent, talented and have projects, but are unable to get funding through the Canada research chairs program because they do not meet certain identity-based criteria?
Their abilities are not taken into consideration due to voluntary targets set by the federal government to increase representation for certain under-represented groups.

Madam Speaker, I am thrilled to rise today in the House to share my pride in my region.
For the third time in 10 years, the Université du Québec à Rimouski has ranked number one among the top Canadian research universities in its class.
UQAR was founded just 50 years ago, but it quickly set itself apart by concentrating on three areas of research excellence that reflect issues of local importance: ocean sciences, regional development, and nordicity. The university also conducts research in natural sciences, human and social sciences, as well as health sciences.
UQAR's triumph demonstrates once again that it is possible to conduct world-class research in the regions. Congratulations to all the students, researchers and staff who made it happen. Long live this small university with the big reputation.
