Mr. Speaker, I listened carefully to the speech by my Conservative colleague, and he made no mention of what the Parliamentary Budget Officer clearly said. According to the Parliamentary Budget Officer, the price on pollution puts money back in the pockets of middle‑class families and the least fortunate. What is more, 80% of the people who pay the tax receive more in compensation than they pay in carbon tax. The tax does not apply in all provinces.
Obviously, the Conservative Party is not saying that. If my colleague is so concerned about the cost of living for people, why did he and his party vote against removing the GST from heating costs? Why did he vote against dental care for seniors? Why did he vote against a school nutrition program for children?

Madam Speaker, for the most part, I agree with my colleague's observations and analysis.
I am not suggesting that removing the GST from rental housing construction is a bad measure. It was one of our proposals as well. However, I agree that this measure alone is not going to solve the housing crisis that has been going on since 1994, when the federal government completely pulled out of building truly affordable social housing.
I would like to hear his thoughts about the fact that the real solution is non-market housing, such as co-ops, community housing, student housing and, most importantly, social housing.

Madam Speaker, I was a bit surprised by my colleague's speech.
Generally, Conservatives are not too fond of taxes that apply across the board. In his speech, the member said we need to take taxes off all forms of home heating, yet he says he is going to vote against the NDP motion to remove the GST from all forms of home heating.
Why does he want to maintain the GST? Why is the Conservative Party in favour of maintaining the GST for all Quebeckers and Canadians?

Madam Speaker, we will agree on one thing: The Liberal government is currently in chaos on these issues, like a chicken with its head cut off that has no idea where it is going.
However, I disagree with my colleague. There are fundamental differences between us and the Liberals. We want to remove the GST on all forms or types of heating to help all Quebec and Canadian families.
I am not sure my colleague is aware, but there is no carbon tax in Quebec. Their solution is therefore unfair. It will not help Quebeckers. Furthermore, the Conservative Party does not even think there is a climate change problem. They think everything is fine, and that all we need is more fossil fuels and to pollute even more.
That is the Conservative Party. In the NDP, we are fighting this.

Madam Speaker, I thank my colleague for her great speech.
I agree that eliminating the GST on rental housing construction is a small measure, too small to fix the current crisis. However, it is an NDP proposal, so I do want to defend it. The thing that has us concerned is that the Liberals went only halfway. They are eliminating the GST on housing construction, but with no guarantee that this will have an impact on the price of rent. There is a risk that this 5% rebate will end up in the pockets of the developer building the housing.
Does my colleague share that concern?

Mr. Speaker, the housing crisis is the result of Liberal and Conservative budget cuts to social housing and co-operative housing programs. Now we are learning that the elimination of the GST on housing construction does not include a definition of affordable housing. It is absolutely ridiculous, insulting even. What planet do the Liberals live on? Housing is a fundamental right. People's lives are at stake.
Will the Liberals put people before profits and build two million social and co-operative housing units?

Madam Speaker, I am pleased to rise in the House to remind everyone that, in this minority government, the NDP is acting responsibly and forcing the Liberal government to do things that matter to people, such as introducing dental care and increasing the GST credit.
Bill C‑32 is not perfect, but it contains concrete measures that will help students, first-time homebuyers and our small and medium-sized businesses. In addition, this bill will make big Canadian banks pay a little more of their fair share—not enough, in our opinion, but it is a step in the right direction. We think it is important to pass this bill so we can help Quebeckers and Canadians as quickly as possible.

Mr. Speaker, I thank my colleague for his speech, but I just want to point out that dental care for children, the higher GST tax credit and the housing benefit top-up all came about because the NDP forced the Liberals to introduce them. This is a minority government, and we used our position of strength to get results for people.
The rising cost of living is hurting people, so why stop there? Oil companies and big grocery chains are making record profits, so why not tax those excessive profits, take that money back and create a real universal pharmacare program, for example?

Madam Speaker, I thank my colleague for her speech.
There is good news in this bill: the GST credit, the housing benefit and dental care for children this year and for seniors next year. The good thing is that this all came about because the government listened to the NDP's good ideas.
The work of the NDP caucus is what got us to this point. Why stop now when we could go even further and tax the excessive profits that big grocery chains, big oil companies and banks are raking in and use that money to make social programs even better? We could improve health care by creating real universal pharmacare.

Mr. Speaker, that is not reassuring.
Life is getting more and more expensive. Families are on the verge of losing their homes, and children are going to school hungry. The crisis is hitting hard, and people are paying the price.
The Liberals' response is a $7 tax credit. They could not be more out of touch. It is a slap in the face to workers, seniors and children. People need help, and the NDP has proposed solutions.
Will the Liberals double the GST tax credit and increase the child benefit to help families that are struggling right now?

Mr. Speaker, I very much like the idea of a temporary tax on excess profits. My colleague says that the Bloc Québécois is not the only party to propose that idea. Indeed, the NDP is also proposing it.
What does my colleague think of the idea of taking that money and increasing the GST tax credit and the Canada child benefit, which would actually help the most disadvantaged families and the middle class, who are struggling right now?

The leader of the NDP has made some interesting proposals. Banks, insurance companies and oil companies are making record profits, while people are struggling to pay their bills.
Why not impose a temporary tax on excessive profits so that we can take that money and redistribute it to people through the Canada child benefit and by doubling the GST tax credit? That is far more practical and fair.

Mr. Speaker, last month, inflation hit a 31-year high at 6.8%. Meanwhile, wages increased by an average of just 3.3%. I doubt anyone needs a diagram to understand the resulting decrease in purchasing power.
The worst part is that while the big chains are making hundreds of millions of dollars in profits, everyone's grocery bills are going up by 9%. More and more families are turning to food banks.
When will the Liberals tax the excessive profits of big grocery stores and oil companies?
When will they double the GST tax credit?
