Mr. Speaker, this is an important bill. The accountability and transparency of many agencies, including the CBSA and the RCMP, is fundamental. I would like my colleague to explain to me in French why the Conservatives are delaying the passage of this bill right now, even though they say they support it.

Madam Speaker, I thank my colleague for his very interesting and specific question. Yesterday, I attended an event organized by Stop Ecocide Canada, a group advocating a new legal concept of environmental accountability. An American was there to talk about responsible investment funds and the use of tax measures to effect change. He spoke about the social, environmental and public health impacts that should be taken into account when it comes to the cost of externalities. I think that is in line with my colleague's question. I think that we should incorporate that into our vision and analysis.

Mr. Speaker, I listened intently to my colleague's speech, and I have to say I completely agree with him. My colleague emphasized how important local media is to democracy. I would like to hear his thoughts on the sound management of public funds and accountability requirements. Maybe he could tell us about the Laval region, where there was virtually no local media. Mayor Gilles Vaillancourt took advantage of that situation to bend the rules for years. Here is what I would like my colleague to comment on. Journalists who ask local and regional elected representatives questions improve both our democracy and the sound management of public funds.
