Madam Speaker, I am very pleased to rise in the House to speak to this important issue and this very interesting bill, which was introduced by our colleague from La Pointe-de-l'Île. I thank him for initiating this debate. I am also very proud to be part of a political party that has recognized Quebec as a nation for many years, even before this Parliament did so. Other political parties did so too. We just heard the member for Louis-Saint-Laurent talk a little bit about that a few moments ago. I am not just mentioning it because he was motioning to me that I should emphasize that. It is true. What is a nation? I am not going to give a sociology lesson, but I think that we can all agree that the things that define a nation are language, history, culture, institutions, lifestyle and other factors. Some of the essential components of culture are the singers and songwriters, music and TV shows we are exposed to. I was lucky to grow up in a house where we were surrounded by books, by Quebec and French literature, as well as by music by Quebec and French singers and songwriters. We listened to Félix Leclerc, Georges Brassens, Diane Dufresne, Claude Dubois and many others. Because we were immersed in this atmosphere, we fell in love with the French language, with Quebec culture, with our Quebec songs and TV shows. Now I am about to say two things that will give away my age. First of all, when I was a kid, if we wanted to change channels, we had to get up off the sofa. There was a little dial on the television set, and there were not many stations either. Second, I am of the generation that grew up watching the original Passe-Partout. The whole atmosphere of Quebec television and music shapes each generation and creates cultural touchstones. This builds connections between people and communities. We had these major television events that everyone tuned in to watch. They often reached the rest of Canada too if they were broadcast by Radio-Canada. The TV show Les Beaux Dimanches, for example, featured classical music and theatrical plays. It was broadcast everywhere. These were major television events. It is important for us to have them, because it is important to preserve social cohesion and this bond that unites all Quebeckers and, if possible, all francophones across Canada. However, that bond is eroding over time. In my family, there are four children between the ages of 13 and 23. Their reality is completely changing, completely different. As a parent, I remember that the last big TV show in my house was Les Parent. We watched it as a family with the kids. There was also Les Bougon at one point. There is also Tout le monde en parle, which is still a great television event. Of course we need a way to ensure that the CRTC's regulatory framework respects the linguistic and cultural requirements of Quebec, which is a nation. What Bill C‑354 proposes today is not all that complicated. It proposes that Quebec be consulted before any regulations are made and come into force if they relate to Quebec's cultural distinctiveness. This is no big deal. It is nothing revolutionary. I think it makes a lot of sense. It is just plain common sense, which should make my Conservative friends happy. We should be able to go knock on the door of the Government of Quebec to let it know about regulations that will impact broadcasting in Quebec, so that we can gather its feedback and figure out a way to work things out. I do not think that is asking too much at all. As a New Democrat, I find it interesting that the Bloc Québécois's bill states the following: “to provide that the [CRTC] must, in furtherance of its objects and in the exercise of its powers, consult with the Government of Quebec or the governments of the other provinces, as the case may be, before regulating aspects of the Canadian broadcasting system that relate to the cultural distinctiveness of Quebec or that concern French-speaking markets”. The bill therefore includes francophone minorities outside Quebec. That is very important to us, too, because this is not exclusive to the Government of Quebec, and it could be just as important for the CRTC to consult francophone communities outside Quebec, such as New Brunswick Acadians. Manitoba also has a sizable francophone community. This can have repercussions for those communities. I think that, when Bill C‑354 goes to committee to be studied and improved by amendment, we absolutely have to make sure that representatives of francophone communities outside Quebec and Acadian communities can come and be heard. They should have a chance to tell us how they see this, whether they think it is a good thing, what the obligations should be and under what circumstances the CRTC would have an obligation to consult them or their provincial governments. This is something that matters very much to the NDP caucus. This is the kind of thing we will want to clarify, verify and maybe amend in committee. I also think that the committee's study should include some reflection on the rules governing radio and television broadcasting of content in indigenous languages. There are two official languages, of course, one of which is and always will be endangered and vulnerable, given our demographic position in North America. However, there is also the recognition of indigenous nations, which are producing more and more interesting content in television and especially in music. I was at the ADISQ gala recently, and some very successful, talented people won awards. How can we make sure we do not forget about the cultural vitality of many indigenous nations, the Métis and the Inuit? They also need to be taken into consideration to ensure they are not shunted aside and forgotten, as they were for far too long in the past. I think we also need to collectively reflect on how to make francophone and Quebec content more attractive, but also more accessible and discoverable. There are some absolutely extraordinary musical works, TV shows, videos and movies out there. How do we make sure that they are seen by our young people, teenagers and young adults? How do we make sure that this content, which is truly a reflection of who we are here in Quebec, Canada or North America, can be seen, heard, listened to and shared? My fear, which I shared a bit earlier today, is that we do not live in the same environment as the one I grew up in, where I had to get up off the sofa to change the channel. The vast majority of the content that is promoted to our young people comes from the U.S. and is in English. I think that we need to reflect on this and find a way to give make these works and this Quebec and francophone content easier to access. It is hard because we cannot go into every teenager's iPhone or iPad and tell them what they should do or listen to. I think this is an extremely serious cultural problem: the loss of major television events and the fact that our cultural offerings often come under the heel of American imperialism. Our offerings are so fragmented and so broad that it makes us wonder how we are going to be able to legislate and regulate all this. Can we really have a francophone and Quebec culture that is going to be vibrant, attractive and seen, but also profitable? These artists and artisans need to be able to make a living from their work, after all. I think that we need to do a lot of collaborative thinking. We started to do so awhile back with Bill C-11 on discoverability, on the idea of forcing these digital platforms to promote French-language content and make it visible. These international companies are highly resistant to any attempt to force them to put prompts on their home pages to ensure that these songs, movies and TV shows are accessible and profitable. We can no longer rely on the traditional over-the-air channels to present these works. They need to be on YouTube, Netflix and Spotify. They need to be discoverable. There needs to be a French or Quebec category. How can we ensure that these web giants accept the unique status of Quebeckers and francophone minorities outside Quebec in order to make that possible? We need to find the right restrictions or incentives to make that happen. I think that this bill is a good start when it comes to consulting the Government of Quebec, but we need to put our heads together to take this a lot further.

Madam Speaker, the NDP finds my colleague's bill very interesting. I am going to ask him a practical question. Whether we are talking about the CRTC or a Quebec version of the CRTC, teenagers and young adults do not watch Canadian or Quebec television at all. How can we suggest Quebec and francophone content when they are listening to music on Spotify, looking at images on TikTok and watching videos on YouTube? What can a Quebec or Canadian CRTC do to change this, which, in my opinion, is a more fundamental issue?

Mr. Speaker, if my colleague is surprised that he agrees with the Liberals once in a while, he may also agree with the NDP. This is a big day. We are in unanimous agreement. As he said, Quebec francophone culture needs to be present and supported so that it can flourish. I do not understand why the Conservatives from Quebec are unanimously opposed to Quebec's cultural community, our creators and artists, who say they need this bill to modernize the act. What does the hon. member think about the position of the Quebec Conservatives?

Mr. Speaker, I am pleased to rise in the House on behalf of the NDP to mark the International Day of La Francophonie, an important day for celebrating and promoting our beautiful French language. The French language originated in Europe, but it is also entrenched here in North America, in the Arab world and especially in Africa, which is now the continent with the largest number of francophones. This year's theme, “321 million francophones, a world of cultural content”, places an emphasis on the diversity of francophone culture within the Francophonie and for francophiles around the world. A language is much more than vocabulary and grammar. It is also a vision, a way of looking at the world and telling our stories. It is important that French-language works be available and discoverable, especially in the new world of digital broadcasting. That is why the Organisation internationale de la Francophonie is focusing on the discoverability of francophone content. That is good timing, because most members of the House have been working on this issue in the context of Bill C-11. There is still work to be done for the French language, but we have taken a step in the right direction. Let us continue doing that with the rest of the world.

Madam Speaker, when it comes to Bill C‑11, it feels like Halloween. Some members tried to scare people. They disguised themselves and it was just awful. My colleague is absolutely right. The concept of discoverability is very important. We see that with the new digital broadcasters. There are algorithms that more or less decide what we see on the page when we open the app or the site. YouTube is perhaps the best example of that. If the song, video or show is not available or easily found by the person who uses Netflix or Disney+, this Quebec or francophone culture will not be consumed. Rules are needed, and it will be important for the CRTC to be clear in its directives to ensure that Quebec and Canadian works are visible and relatively easy to find when the person goes to the digital broadcaster's site. If not, if those works end up 158th on the list, no one will ever see them and that will not advance Quebec or Canadian culture.

Madam Speaker, my colleague is absolutely right. The Liberal government is preaching, not practising. Worse still, the Minister of Environment and Climate Change, who is a francophone and a Quebecker, does all his communication in English. They have sunk pretty low. I also agree with my colleague that Bill C‑13 is a step in the right direction and that it could go much further. I would like to know what improvements he would like to see to Bill C‑13 for francophones.

Madam Speaker, roughly eight months ago, we had a federal election. That was not very long ago. It is not a stretch to think that we could take more time to study Bill C‑13. That said, francophone communities outside Quebec have been waiting for the modernization of the Official Languages Act for 30 years, not eight months. Let us not forget how critical this file is for them and their vitality, as well as for cultural institutions, positive measures and francophone immigration. What does the minister think about the fact that these people cannot wait any longer for things to improve?

Madam Speaker, there is absolutely something we can work on. There are many aspects of this bill that can be improved. I look forward to working on this bill in committee and making amendments. I hope that the government will be open to that and will listen to people from francophone communities in Quebec and outside of Quebec.

Madam Speaker, the NDP has always been a strong advocate for that program, which aims to support court challenges brought forward by minority communities. Obviously, this affects many francophone minorities and has been very useful in the past. I would like to take this opportunity to say that we are very pleased that the Commissioner of Official Languages has new powers to issue orders. I hope the minister will be open to amendments so that these order-making powers also apply to part VII of the Official Languages Act, which is not included in Bill C‑13 at this time, but which we in the NDP want to put forward. The commissioner should be given the powers to issue orders for part VII of the act.

Madam Speaker, I am extremely honoured and happy to participate in tonight's debate on a subject that is particularly close to my heart, namely the vitality and future of the French language, whether in Quebec or anywhere in the federation's francophone minority communities. That is why I would like to raise some points for consideration in tonight's discussion. The first thing to do is to provide an overview of the current situation. How is it that we have reached a point where it is absolutely necessary to modernize the Official Languages Act? I remember one date: 1988. That is the year the last major reform of the Official Languages Act was carried out. I remember I was 15 years old and in ninth grade at Beaulieu school in Saint‑Jean‑sur‑Richelieu. It was a very long time ago, so I think it is high time to modernize the act. In fact, this modernization is several years overdue. The situation has changed a great deal since 1988, and it has not improved for francophones in Quebec or in certain communities elsewhere in Canada. I will provide a few figures to start. In 1971, the demographic weight of francophones in the federation was 27.5%. In 2016, it was only 22.8%, which represents a considerable decrease over those 45 years. Admissions of francophone immigrants outside Quebec between 2008 and 2020 totalled approximately 50,000, well below the 125,000 expected and required to keep the demographic weight of their population outside Quebec at 4.4%. This shortfall of 75,000 francophone immigrants outside Quebec is equivalent to the entire francophone community of British Columbia. That says a lot. The 4.4% target for francophone immigrants outside Quebec established in 2003 was supposed to be met in 2008. It was pushed back 15 years because, over 20 years, the federal government never managed to promote the French-speaking minority in Canada outside Quebec. It never met that target. On the contrary, the percentage of francophones among immigrants who settled outside Quebec stagnated at around 2%, with a historic low of 1.5% recorded in 2015. That is a far cry from the target of 4.4% for francophone immigration set by the previous government. We have more recent figures on the systematic rejection of work permits for francophone students from Africa. They are extremely worrisome and show that there is a systemic problem at Immigration, Refugees and Citizenship Canada. The refusal rate is much higher in Quebec than in the rest of Canada for these African countries. In Canada, the refusal rate was 29% in 2015 and it increased slightly to 33% in 2021. In Quebec, the refusal rate for francophone immigrants from Africa was 29% in 2015 and 52% in 2021, which is a significant increase. These numbers are staggering, and then, on top of that, the French fact in Quebec and the rest of Canada has been declining for years. That is worrisome and the Commissioner of Official Languages has drawn attention to it. He said that, in 2021, he received approximately 1,000 complaints about non-compliance with the Official Languages Act and disregard for French in federally regulated businesses or federal departments. However, this year, he has already received 5,500 complaints, and the year is not over yet. That is five times more than last year. People see that there is a problem. The NDP noticed there was a problem over the years, but particularly in the past few years. Some recent events in connection with the Official Languages Act were very upsetting for many people. The President of the Treasury Board said that he had not made any compromises and that no compromises would be made on official languages. However, if we take a good look at internal federal government communications during the pandemic, we find communications that are in English only; meetings without interpretation services, or in which people were embarrassed or afraid to speak in French; and the approval of a unilingual English product label. In some cases, someone's health and safety could have been in danger because they did not have a French version of the label. How could Health Canada authorize such a thing? It is mind-boggling. It is really shocking. I will highlight some recent current events that really drive home what I have been talking about. The Liberals appointed a unilingual anglophone Lieutenant Governor in New Brunswick, the only officially bilingual province in Canada. Incidentally, they were chastised for that. Another issue that has attracted a lot of attention is that the CEO of Air Canada does not speak French and is quite happy to say that he has been living in Montreal for years, that he does not need to speak French and that he sees no problem with this. More recently, we learned that the board of directors of Canadian National is composed solely of unilingual anglophones who do not understand French and who do not see the necessity of having someone on the board who does. We must take action. We should have taken action long ago. I must point out, as some of my colleagues did earlier, that it was somewhat cynical of the Liberal government to say that it had taken action by introducing Bill C-32 when it dragged its feet for six years and did nothing to modernize the Official Languages Act despite the glaring issues. Then there is the fact that there was nothing about access to child care, education, high schools; being able to live in French; having cultural activities in French. The government said that at least it had introduced a bill. A bill was introduced two weeks before the end of the parliamentary session, when the government knew very well that it was going to call an election. That was last year, in 2021. It introduced a bill, a white paper, that was useless. We had to start all over again in the new Parliament. When the government says that it is concerned, that it cares, and that it is in a hurry to take action, pay it no mind because it has done nothing for years. How pathetic. It is clear that the pressure exerted by the NDP, stakeholders and members of francophone and Acadian communities across the country has paid off. The government came back with a new bill that brings in substantial changes. That is good. We should not dismiss or downplay these changes. The preamble of the amended Official Languages Act recognizes that French is in a minority situation in Canada and is the official language of Quebec. Also, while acknowledging linguistic regimes put in place in other provinces like New Brunswick, the amended act underscores the importance of maintaining and promoting indigenous languages. For the first time, there is a recognition that French is in a minority situation in Canada and that it is the official language of Quebec. That is not insignificant. That did not exist previously. It really is a step in the right direction. Let us not be willfully blind or stick our heads in the sand for ideological or vote-seeking reasons. It is very important. There had never been an affirmation of the asymmetrical linguistic situation in any federal law before. It is enshrined in this bill, and we in the NDP are very happy about it because it will give more tools to francophone communities in Quebec and, more importantly, outside Quebec. That is unprecedented. It has to be said. The bill also clarifies which positive measures the government must take to support francophone minority communities outside Quebec. There have been cases before the courts where that was not clear. There is now greater clarity in that regard.

Madam Speaker, I am very pleased to rise today in the House to talk about something that is so important for Quebeckers, as well as for all francophones in Canada and North America. I would like to thank my colleague from Salaberry—Suroît for introducing Bill C-238 and giving us the opportunity to have this vital discussion in the House of Commons. From what I hear from my colleagues, I think that we are all concerned about the status of French, its place in Canada, the respect it receives, and making sure it is defended and promoted in Quebec and in the rest of Canada. It is in this context that, during the last Parliament, the House unanimously adopted a motion recognizing the decline of French in Canada and Quebec. I remember it well, because I am the one who tabled the motion. I am very pleased to have personally contributed to this discussion so that, together, we can make an effort to ensure that French remains the common language in Quebec and that francophone minority communities are better protected and have access to cultural activities and the right to work in French. The first part of Bill C‑238, which we are debating today, is extremely important. The NDP has agreed with this principle for years. Ever since the Sherbrooke declaration, we have wanted the principles enshrined in the Charter of the French Language to apply to federally regulated companies. It is a matter of equal rights for workers. It is also a matter of defending the French language. The right of these employees to work and communicate in French within their company is fundamental. That is why, for years now, under the leadership of Jack Layton, then Thomas Mulcair and now the hon. member for Burnaby South, the NDP has been advocating for employees working in federally regulated companies in Quebec, whether it be in air transportation, marine shipping or telecommunications, to have the same rights as other workers. The current situation is completely absurd. If someone works for a credit union, they have the right to demand that their employment contract and communications with their employer be in French. That has always been the case, and there has never been a problem. However, someone who works for Royal Bank or the Bank of Montreal does not have the same right. This is a double standard, since all of these institutions are banks. The employees do not have the same rights or recourse, so we really need to find a solution. That is why, for years now, the NDP has wholeheartedly agreed with the proposal set out in the first part of the member for Salaberry—Suroît's Bill C‑238. In our opinion, it is very important. We support this goal and we want to see it achieved. We must avoid the fiascoes we saw with Air Canada and Canadian National, as well as the attacks on French-language universities like Campus Saint-Jean in Alberta and Laurentian University in Ontario. Whether through laws enacted by Quebec’s National Assembly such as Bill 96, which our Conservative colleague mentioned earlier, a bill like the one presented in the House, or the proposal to modernize the Official Languages Act, we need to work together to fight the decline of the French language and ensure French is promoted and remains strong in Quebec and across the country. Since we are talking about the situation of the French language, I will take this opportunity to express my concern about the use of certain indicators and send a message to my colleague, the hon. member for La Pointe-de-l’Île. I cannot raise this issue in the Standing Committee on Official Languages because we do not have enough time. I will therefore take the time now to say that I am very concerned about what I see as the abusive use of criteria and indicators of the first language and main language used at home. I do not find these indicators and criteria particularly revealing or even appropriate to describe the situation of the French language. Let me explain. I find that the whole idea of Bill 96 is precisely to reduce the importance of the first-language indicator. Since we want children of immigrants to go to French school, their first language should not count and will count less and less. The more immigrants we host who are not francophone, the less valid this indicator is, since they must learn French in school and will then become francophone. With respect to the language used at home, in the Quebec nation, which is a nation of immigrants, children may continue to speak their parents’ first language at home. That is okay, and it is normal. What is important is that French be the language used in the public arena and at work. That is my opinion and we can debate it, but I think that these criteria are much more important in a modern Quebec and an immigrant society. I will give an example that my spouse will not like. My spouse is anglophone. Her second language is Armenian. Her third language is French. She works in French. She prepares communications. She writes in French. Therefore, based on the first-language criterion, she is not francophone, even if she works in French 99% of the time and interacts in the community with neighbours and in stores in French. If we look at the primary language used at home, when I am not at home, she speaks with the children in English so that they can learn English. Therefore, when I am not at home, she is not francophone, either. On the other hand, when I am at home, she is francophone because we speak French. Is this an exceptional case? No. I have four employees, two of whom are in exactly the same situation. One is Colombian, and the other Italian. Their first language is not French, the primary language they use at home is not French, but they work and function in Quebec society in French. We need to be careful with these indicators. I think that we should choose them carefully to get an accurate picture. The problem with the bill before us today is in the second part, which states that all immigrants must take a French test to obtain citizenship. It is important to note that Quebec already controls economic immigration and that the number of points granted for knowledge of French significantly favours francophones. That is great for people who want to come work and settle in Quebec and build Quebec society with the rest of us. For economic immigration, we essentially have all the tools we need. The National Assembly and successive Quebec governments have found ways to prioritize francophones who already speak French. Where federal jurisdiction over immigration comes into play is with family reunification and refugees. As a progressive party, the NDP considers the French test requirement for people arriving here under family reunification and refugee provisions to be unreasonable. Their personal situations are so different that their access to citizenship should not be delayed just because they do not speak French. Delaying access to citizenship also means delaying access to voting rights and participation in our society's democratic life. That worries me, and I do not think this is the best available tool. There are many other things that could be done rather than imposing this on refugees who come here because they are fleeing war and trying to save their lives. The second problem with requiring knowledge of French for citizenship is that this bill does not take interprovincial migration into account. Someone who does not speak French and does not want to do the French test in Quebec to obtain citizenship can just go to New Brunswick or Ontario, do their test there, get their citizenship and then move to Quebec, so this idea will not really work. I think the idea is fine, but not very practical.

Madam Speaker, I would like to thank my colleague from Repentigny for her speech and for her passion for Quebec culture in particular and cultural diversity in general. I think we are at a point where the web giants have to participate in the cultural funding and production ecosystem, especially the francophone one. For years now, these digital broadcasters have been left alone, and it is as if we gifted them billions of dollars. We agree that Bill C-11 is an improved version of Bill C-10. However, does my colleague not see a problem with the discoverability of content? You can have the best Quebec, French, Italian or Spanish films, but if only American productions are streamed and people cannot find Quebec songs, there is a problem.

Madam Speaker, I thank my colleague for his excellent question. The bill has the support of several important groups, such as the Coalition for the Diversity of Cultural Expressions and the Coalition for Culture and Media in Quebec. It is also being closely watched by francophone communities outside Quebec, which are very interested. I remember meeting with people from Acadian cultural societies in New Brunswick. I hope that the minister will be honest in his consultations, and I think that changes or guarantees could be offered to these francophone communities outside Quebec. I am thinking about the Acadians, but also, as I mentioned before, the indigenous nations.
