Madam Speaker, my colleague from Sherwood Park—Fort Saskatchewan raises a perfectly legitimate question, but why not debate it in the appropriate forum instead of raising it in the House at the last minute? We are debating it today without knowing all the ins and outs of it and without having had the opportunity to hear testimony from experts, for example, before speaking on the issue. It is the method, not the substance, that I find somewhat disappointing about today's debate. The substance is important. No one in the Bloc Québécois would argue the opposite. We cannot really vote against this type of motion, but perhaps we do not have all the tools we need to vote for the motion and then hammer home the point that we need to implement all the measures we just voted for. The problem lies in how to proceed. We understand that there is work to be done in committee. We can debate the bill once the experts have pointed out its flaws, with a view to improving it. Today, however, we are proceeding at the last minute with a motion for concurrence in a report, and that is not the right way to approach such a complex problem.

Mr. Speaker, I want to make one thing very clear. I never said in my speech that immigration was responsible for the housing shortage. However, there actually is a housing shortage, and because of that housing shortage, we cannot properly integrate newcomers. That was my point. We could spend all day debating the housing issue. It could even be the subject of an opposition day motion someday, who knows? First of all, if the government had made sure to provide the funding that was promised with no strings attached, we would not have been unable to spend $1.4 billion for three years. During that time, interest rates and the costs of building materials increased. We wasted precious time because of the government's stubborn insistence on sticking a Canadian flag on the cheque.

Madam Speaker, I have too little time left to speak about that. As I just mentioned, this issue may be much more political than what we are trying to do, which is to separate church and state. I believe that these two issues are different enough to be treated separately. This does not make my colleague's proposal devoid of interest. On the contrary, I believe that it deserves to be debated, so I invite my colleague's party to bring it forward on an opposition day. In short, the concepts are different enough that I believe we are justified in debating them separately.

Madam Speaker, to follow on the question from the member for Barrie—Innisfil, I wonder if we should not have just quickly put the question. I hear the parliamentary secretary speaking not to the motion, but to Bill C‑19, so he is preventing us from debating Bill C‑19. Does that not show that we should have simply gone directly to putting the question on the motion before the House?
