Madam Speaker, I will be sharing my time with the member for Pontiac. I think immigrants are poems in Quebec. I will come back to that a little later. Quebec is a welcoming society, much more welcoming than its government's words and actions might sometimes imply. According to a Leger poll conducted in May 2023, which is consistent with the figures quoted by my hon. colleague earlier, roughly 20% of Quebeckers think we should welcome more or far more immigrants, as opposed to 17% elsewhere in Canada. This highlights a rather interesting fact about public opinion in Quebec. I would go so far as to say that Quebec could serve as an example to a number of countries that are facing far less significant demographic challenges, but that have strong reactions to immigrants. The U.S. of the last few years obviously comes to mind. For quite some time, Quebec has extended a generous, and sometimes very charitable, welcome towards those who have come from abroad and who are very often in a desperate state. In particular, I am thinking of the Irish people who arrived in Montreal in the 19th century, suffering from disease, most notably typhus. By the way, I would like to draw attention to my friend Scott Phelan, who, along with Fergus Keyes and many others too numerous to name, is working hard at the Montreal Irish Monument Park Foundation to redevelop the area around the famous Black Rock, which sits on a median in between the four lanes of Bridge Street, at the foot of the Victoria Bridge. This rock marks the burial place of 6,000 Irish people who fled the Great Famine of 1847 and had typhus, as I mentioned. Their graves were discovered in 1859 by workers building the Victoria Bridge, who were themselves Irish. An interesting fact is that about 70,000 Irish immigrants arrived on the shores of the St. Lawrence in Montreal at a time when the population of the entire island was only 50,000. Let me now speak about my own riding, located on the island of Montreal, the riding of Lac-Saint-Louis, in a region that is sometimes mocked here as the “West Island”, for example during the debates on Bill C-13. Singling out any region of Quebec for mockery is not worthy of Quebeckers and Quebec values. I would like to take a moment to describe my riding of Lac-Saint-Louis. In terms of demographics, 71% of the population is bilingual, and about 42% of people have English as their mother tongue, while French is the mother tongue of about 22%. By the way, it is Premier Legault's home riding. The riding is home to two CEGEPs, including the Gérald Godin CEGEP, which is an important hub of francophone Quebec culture. The CEGEP regularly hosts French-language music, theatre and film performances of the greatest variety and quality in its concert hall, named after Pauline Julien. As most Quebeckers know, Gérald Godin and Pauline Julien had a great love story that took place during an exciting time in the history of Quebec and Canada. I would like to mention outstanding leadership of Annie Dorion, the director of the Salle Pauline-Julien. She has made this concert hall a true cultural jewel on the West Island. I would invite all hon. members to consult its events calendar and come for a visit. Lac-Saint-Louis also has an English CEGEP, John Abbott College, where several House of Commons pages studied. This CEGEP is located in the heart of the Macdonald campus of McGill University, an internationally renowned academic institution. McGill University is unfortunately affected by the recent announcement about higher tuition fees for out-of-province students. This announcement is part of an improvised and populist policy that is not justified. Why is the Quebec government afraid of the roughly 35,000 students who come to Quebec for post-secondary education, some of whom will choose to stay there for the long term because of their love for the French language and Quebec culture and who will use their brainpower to help advance the Quebec nation? What next? Will the Quebec government limit tourism? The Bloc Québécois motion talks about the provinces' capacity to integrate immigrants, a very valid concern. However, the motion suggests that this capacity remains static, whereas we need to see things in real time. We must call on the provinces to work actively, hand in hand, particularly with professional bodies, to ensure greater capacity for newcomer integration in social services, health, education and the building trades, for example. This is needed in order to ensure Quebec has the workforce it needs to address the housing crisis, so that when we unfortunately have to go to the hospital, quality health care can be provided to us, or when parents have to send their child to school, there is a teacher at the front of the classroom. I would like to come back to the very first sentence of my speech: “immigrants are poems in Quebec”. Who said that? It was Gérald Godin. According to an article published in Le Devoir on October 21, 2023, by Jonathan Livernois, a professor at Laval University, Gérald Godin had a “particular interest in economic immigrants”. I will again quote Professor Livernois, in reference to an interview with Minister Gérald Godin in January 1984 on the TV show Impacts, which some members will recall: Robert Guy Scully spoke with his guest about undocumented immigrants, who at the time numbered between 50,000 and 200,000 in Canada. The host asked, “Do you think that rich countries, like Canada, will have to tighten their borders, perhaps even brutally, against poor countries?” Godin rejected the idea, believing on the contrary that mobility must not be curtailed and that we must take advantage of the extraordinary vitality of all those who move around the world, with or without documentation. Mr. Livernois's article goes on to say: These days, it is not uncommon to hear a premier on the campaign trail, when asked about integrating immigrants, blurt out that Quebeckers do not like violence and that we have to “make sure we keep things as they are”. During the same election campaign, an immigration minister can say that “80% of immigrants go to Montreal, do not work, do not speak French and do not subscribe to the values of Quebec society”. That is quite the contrast.

Madam Speaker, I will share my time with the member for Glengarry—Prescott—Russell. I am very pleased to rise today to discuss a topic of deep concern to my community and my constituency of Lac-Saint-Louis. Canada is confronting demographic issues and a serious labour shortage. Every time I am on the ground meeting with business owners, whether they come from the tourism, restaurant, farming or manufacturing sectors, they all tell me about the daily effects and challenges they face because of the labour shortage. For SMEs, the consequences are painful. They mean excessive workloads for employees and delayed or lost contracts, not to mention the economic losses that result nationwide. Canada's current unemployment rate stands at an all-time low of 5% nationally, and 4.1% in Quebec. Although Canada's economy regained 129% of the jobs lost during the pandemic, this excellent news comes with its own set of problems. Fifty years ago, there were seven workers for every retiree. Today, there are three for every retiree, and in less than 15 years there will be two. These figures speak for themselves. Canada's economy is growing faster than the ability of some employers to fill positions, and this has been the case for several years. As I was saying, whether in the fishery, agriculture, forestry, mining, tourism or processing industry, and in every other industry for that matter, there is a significant labour shortage in our country. It is a problem that our government takes very seriously and is tackling with a multi-pronged approach. One way to address the labour shortage is through immigration, because 100% of the increase in labour currently comes from immigration. That is a direct solution to the labour shortage in addition to being the historical foundation of our beautiful and great country. However, in recent days, misinformation has been circulating, and I believe it is important to clearly point that out. The Century Initiative is not a government policy. I again want to be clear. The government does not subscribe to the findings of this independent group and does not have as an objective increasing Canada's population to 100 million. In November 2022, our government announced our immigration targets for the next three years. These targets were set based on Canada's needs, recognizing that immigration is essential to help businesses find the workers they need and to continue to grow our economy. It is important to remember that before we announce our targets every year, we consult with the provinces. Last November's targets were a reflection of current labour shortages, regionalization of immigration and francophone immigration. I want to reassure the House. Increasing francophone immigration to halt the decline of French is a priority for our government and is even included in Bill C-13, which we will vote on at report stage this afternoon. Last year, we met our target of 4.4% of francophone immigrants outside Quebec, which is obviously good news. We will not stop there. More recently, we announced our new action plan for official languages, which is more ambitious than ever. One entire pillar of that plan focuses on francophone immigration with an investment of $137 million. This is a historic first. The plan includes seven new measures to support francophone immigration, including additional support for employers to recruit francophone foreign workers and for newcomers to learn French. Through Bill C‑13, we are also developing a new francophone immigration policy with clear objectives, targets and indicators to guide our action. These examples show the importance of pursuing ambitious targets while trying to tackle current challenges too. On this side of the House, we believe in taking responsible action to address these urgent needs, which is exactly what we are doing. Immigration levels are reviewed and revised every three years based on Canada's needs and capacities. In conclusion, I would say once again that the Century Initiative is not a government policy and that our immigration targets are not based on its targets. Furthermore, immigration is a tool that will help us address the labour shortage. For a member from a region like mine, immigration is an essential part of regional economic growth.

Madam Speaker, I will say at the outset that I will be splitting my time with the member for St. Catharines. Canadians are hurting. That is obvious. We see it every day on the news, and we hear about it in the House. While employment is strong, and this is not an insignificant positive, inflation is at its worst in 40 years. We have always had inflation. Every year there is inflation. Two per cent is inflation, but this inflation is obviously the worst we have seen in 40 years. That is a fact that is indisputable. We also have the first war in Europe in 78 years, and we have the most volatile climate ever. I will start my speech with a quote, if I may. It is a quote from a Canadian farmer by the name of David Coburn, who is helping put food on the tables of families across this great country. This is from a CBC article from November, just a couple of months ago. Mr. Coburn said, “This is going to drive inflation.... All of our food goes on our truck at some point in time so this is not gonna help the inflationary figures.” What was Mr. Coburn talking about? He was talking about the price of diesel, the fuel that keeps the global economy moving. Here again, I quote from the article from the CBC website, which says: Drivers may wince when the price of gasoline goes up, or decide not to drive if they can. But the trains, trucks, boats, and barges that keep the economy moving run on diesel — and they don't have that option. The article, from back in November, goes on to say: The average retail price of diesel in Canada has topped $2.40 a litre at various points this month, a previously unimaginable level that has many businesses scrambling to keep up. There are many reasons why it is happening, but the impact boils down to one basic thing: it's driving up the price of everything, and making inflation worse. What has been driving up the price of diesel? We know that shutdowns of refineries for maintenance have an impact on supply and the price of diesel in a market that is driven by demand and supply. For example, the Irving Oil refinery in Saint John saw a shutdown for maintenance recently in the fall, taking 300,000 barrels a day of supply off the market. Refinery shutdowns for maintenance happen all the time, but when they happen in a very tight market, then we can see very wide swings in the price of diesel and the price of gasoline because barrels that might otherwise be available to meet local needs are just not there. In this case, in November, in New Brunswick, and therefore in Canada, barrels that might otherwise be available to meet local needs were being diverted to the other side of the ocean. Again, I quote from the article, which is quoting a gentleman by the name of Patrick De Haan, a Chicago-based analyst with a website called GasBuddy.com. He says: Europe is trying to move away from Russian oil products like diesel fuel, and as a result of that, much of the product that could be imported into the Northeast or eastern coast of Canada, as well as the Northeastern U.S. is being pulled over there. Europe was essentially building stockpiles for the winter ahead, and that meant that, when the Irving Refinery shut down for maintenance, the market was very tight, and the price went up drastically. Another factor that has increased demand for oil and gas is the rebound in airplane travel. I will quote another analyst, Paul Pasco, who is with a firm called Kalibrate. He says in the article, “air travel getting back to pre-COVID levels isn't helping either.” He then said, “Diesel, kerosene or jet fuel, they're basically all the exact same part of the barrel, they're all what's known as the distillate barrels”. Therefore, we have lots of factors that are contributing, or have been contributing, to the very high price of diesel. The opposition will have us believe that all of these huge forces at play internationally are not really what is causing prices to go up. They contend that it is the price on carbon, but all experts will say, and I will quote a professor of economics at the University of Calgary, that the overwhelming dominant reason why prices are higher now compared to a couple of months ago is there are factors other than the price on carbon. Professor Trevor Tombe said that the federal carbon price adds 11¢ to the cost of each litre of gasoline, and added that the notion that the carbon tax is what is behind high gas prices is a misconception. He said, “While, you know, 11 cents a litre is a meaningful level overall, they don't drive the recent increases that we're seeing.... It's really about global oil prices, and that's really driven by things far beyond the government of Canada's control.” I do not know what they are talking about on the other side. I do not know what their researchers are telling them or why they are telling them what they are telling them, but they are invoking all the wrong factors to explain what is going on in the economy, and that is quite concerning for a party that claims it wants to govern the country. If Conservatives do not understand basic economics, how could they make big decisions? We know that the Leader of the Opposition holds Milton Friedman in very high esteem. One could say that he worships at the altar of Milton Friedman, and we know that he carries around under his arm a copy of Milton Friedman's A Monetary History of the United States. Let us see what Milton Friedman would say about this whole issue. The University of Chicago school of economics, where Milton Friedman was the top economist for many years, held a forum a few years ago called, “What Would Milton Friedman Do About Climate Change?” Former U.S. representative Bob Inglis, a Republican from South Carolina, opened the discussion by playing a 1979 clip of Milton Friedman appearing on The Phil Donahue Show. Phil Donahue asked Milton Friedman, “Is there a case for the government to do something about pollution?” Friedman replied, “Yes, there's a case for the government to do something. There's always a case for the government to do something about it.” He was basically saying that the market had broken down and was not operating efficiently, so something had to be done. What did he mean by saying the market was not operating efficiently? He said, referring to the cost of pollution: those costs are real, and they're not being reflected in the costs of that electricity or the tank of gas. Emitting carbon dioxide into the atmosphere does allow you to produce electricity more cheaply, but there's a whole other set of people who are being punished or penalized. It's a poor idea of economics. I do not know if the Leader of the Opposition read that quote by Mr. Friedman. He went on to say: What we need is an adjustment mechanism that will enable us to adapt to what happens as it develops. Everybody in this room knows there is such a system, namely the price mechanism. If we have a problem today, in the air, with pollution, it is solely in my opinion because that system has not been allowed to work. Then someone else—

Madam Speaker, I will share my time with the member for London North Centre. There is no overstating the fact that the past two years have not been easy. As individuals and as a society, we are all worn out. The pandemic truly was a tragedy, and it had many and varied impacts on all aspects of society. Businesses had to close their doors either temporarily or, in some cases, permanently because they went bankrupt. Seniors were affected. In some residences, the death rate was utterly unacceptable. Some residents could not leave their rooms for weeks. They were totally isolated. We also know the pandemic had a terrible impact on everyone's mental health, especially those in isolation, such as seniors who had to stay in their rooms, as well as frontline workers who were so brave and did such amazing work to keep us safe. It also harmed young people, students who could not get the kind of educational experience they normally would. Basically, it was very hard for everyone. The fact is that Canada chose a more careful approach. We were much more careful than many other countries. That is why we had a lower mortality rate than many other countries, including our neighbour to the south. Our mortality rate was roughly one-third of that in the United States. I think we should be proud of that. The Minister of Health has repeated many times that if the vaccination rate in the United States had been the same as in Canada, they would have saved 135,000 lives. That is a lot. We do not think about that so much these days. We no longer think about the lives that were saved. We only think about making life a bit easier by lifting all sorts of restrictions and mandates, even though we have lifted many so far and life has returned more or less to normal. Our success in saving lives is a result of the wisdom and sacrifices of Canadians who have shown exemplary solidarity by following the health rules. It is also the result of the leadership shown by the federal and provincial governments. That leadership was crucial. In this crisis, the governments had to lead by example by working together. In other words, the governments were able to get on the same page. The same cannot be said for the United States, where each state followed its own course. Sometimes the states worked against the current. In Florida, they wanted nothing to do with masks or vaccines. I even heard that in Florida, if someone went into a restaurant wearing a mask, they were kicked out for scaring the customers. California's approach, however, was similar to Canada's and the governor was nearly thrown out of office. In a crisis, we cannot underestimate the vital importance of Canadians maintaining faith in their institutions. That is when it is most important for citizens to have faith in their institutions. Institutions, in order to keep that faith, have to be consistent. They have to be judicious in the decisions that they are making. Any signs of inconsistency or arbitrariness can be fatal in terms of creating a loss of faith and confidence on the part of the people. If that happens, then no one is going to follow anything the government is suggesting. If that had happened in Canada, we would have had many more deaths than we experienced. It is important also for governments to show leadership. That is why we have a vaccination mandate for federal employees. We are showing leadership. We got the support of the Canadian people to do that in an election where the Canadian people gave the Government of Canada a mandate to show the example across the country. That was very important in terms of saving lives and helping us to get out of the worst of the crisis sooner rather than later. Canadians responded to the leadership that their governments showed. They obliged and the proof is in the fact that as of March 13, if we are looking at people five years old and older, 85% of the population has been fully vaccinated. If we look at the age group 18 and over, 56% have been fully vaccinated plus have obtained a booster. An hon. member: One of the best in the world. Mr. Francis Scarpaleggia: Yes. Why is it important for the most people possible to be vaccinated? As André Picard said in The Globe and Mail, the pandemic playing field is not level. What did Mr. Picard mean by that? An 85-year-old is 340 times more likely to die from COVID than a 20-year-old. A 75-year-old is 140 times more likely to die from COVID than a 20-year-old. A 65-year-old is 65 times more likely. André Picard is an expert in public health. His columns are consistently dealing with that issue. To quote him in The Globe and Mail recently, he wrote, “Now, by abandoning all mitigation measures at once...we’re shifting the pandemic burden entirely [to older Canadians] onto the immunocompromised, the unboosted”. That is very important to keep in mind. When we argue that we should just drop everything, we are doing harm to the most vulnerable in our society. The other point I would like to make is that all pandemic-related decisions are extremely complex. Not only are they a function of many factors, but these factors are dynamic and constantly changing. The Minister of Health mentioned some of these factors in question period in his wonderful responses to the questions he received. Here are some of the factors that public health has to consider and the government has to consider when deciding when to remove restrictions: the vaccination rate, hospital capacity, domestic epidemiology, international epidemiology and social impacts. This is a very long list of complicated factors that have to be looked at. We are making comparisons that are a little too facile. We say that if the provinces do this then the federal government should do this. This seems to be the rhetoric that is coming from the other side, creating this kind of equivalency that is confusing if one is not listening closely. However, it is important to distinguish between the federal and provincial contexts. Federal measures focus on international transmissions. Provincial restrictions do not. There is a big difference between a crowded conveyance like an airplane or a train and movie theatres, gyms, shopping malls, grocery stores and the like. We have to use our wisdom to make distinctions that are important, especially in times of crisis. I will conclude by quoting Mr. Picard one more time. He says, “We should not, after two years of solid effort and no small amount of sacrifice, be so foolish as to abandon prevention.” We must remain vigilant, responsible and wise.

Madam Speaker, I will be sharing my time with the hon. member for Kingston and the Islands. Courage has a home country, and that country is Ukraine. Courage has a people, and that people is the Ukrainian people. Ukrainians’ resilience is legendary and once again in full view today. Ukraine is the world’s inspiration and its strength, the strength to join forces against Vladimir Putin. The Ukrainian people survived Stalin, the Nazi occupation and the yoke of communism. They are invincible. Today, Vladimir Putin’s forces are meeting with the ferocious resistance of a deeply proud, intrepid people whose love for freedom and for their history, culture and democracy is unconditional. The collective response to this blatant, unprovoked and highly reprehensible offensive has so far been exemplary. Like all of us, I hope that it will be effective and decisive, that Putin and his friends will clearly fail, and that other dictators considering the same course of action will understand the risks and consequences of doing so. I must point out that this response is not a simple affair. It is complex, a daunting challenge. It is based on the unprecedented collaboration of a large number of countries that instantly saw in Russia’s invasion of Ukraine a threat to democracy and freedom around the world, to international security. It is a multi-pronged response, namely diplomatic, humanitarian, economic, financial and even logistical, in terms of the procurement of military equipment. There is also the cybersecurity component to counteract cyber-attacks, the new weapons of war, as well as the other components taking place in real time, such as the growing refugee crisis the conflict has caused. We have seen a complex, coordinated response to the greatest threat to global security since World War II, a response designed to show a concrete and undisputable resolve against a dictator and to suffocate the Russian economy. That said, the greatest threat or challenge to effective decision-making is the oversimplification of the issues at hand. I wonder if today's motion does not fall into the trap of oversimplification. What do I mean when I say that this motion may fall prey to oversimplification? While clauses (a) and (b) are definitely worth repeating, they are well understood and supported by all in this House. In other words, we all condemn Vladimir Putin and the Russian Federation in no uncertain terms for what it has done. We stand four square behind the Ukrainian people, an extraordinarily courageous people fighting for the universal values of democracy and freedom against a shameless tyrant who has joined the hall of infamy, a room he shares with the bloody dictators of the 20th and 21st centuries. Meanwhile section (c) of the motion is vague. What measures is the opposition talking about to ensure that new natural gas pipelines could be built to tidewater in the east? Are we talking about weakening the environmental assessment process that was recently modernized to obtain public and stakeholder buy-in to allow projects such as pipelines to be built across the diverse political landscape of this country and withstand the inevitable court challenges from opponents? Are we talking about creating a pipeline Crown corporation? Are we talking about the public financing of pipelines or about governments underwriting the private financial risks of pipeline builders? Are we suggesting suppressing provincial permitting processes? Also, I find that part (c) of the motion abstracts from context, both present and future contexts. The present context is necessarily focused on helping the Ukrainian people under attack today through military aid, humanitarian support and air tight sanctions that are bringing to bear the heaviest financial and economic consequences on Putin's Russia and its oligarchs. The present context is also necessarily focused on immediate energy needs. We know that natural gas accounts for 40% of the EU supply and Russian crude oil accounts for 25% of the EU's supply of crude oil. Fortunately, EU countries have a cushion in terms of oil reserves and 20 European Union countries are members of the International Energy Agency. They are thus obliged to hold at least 90 days of oil reserves. Fortunately, summer is coming and energy demand will fall. As we speak, governments are working together to direct new supply to the European Union. As President Biden said in his state of the union address, the U.S. will be making supplies from the strategic oil reserves it has available. In fact, 30 other countries, including Canada, are joining the U.S. to release 60 million barrels of oil to stabilize the global energy market. How else is the motion perhaps simplistic and therefore not immediately helpful? It gives the impression that building a pipeline is a fairly simple thing to do, but pipelines cannot be built in a day. They are not a tap we turn on and off. They are massive, financially and logistically complex, time-consuming enterprises. In addition to construction, there is, as I have mentioned, the environmental assessment process and the related efforts to obtain the agreement of communities along pipeline routes. We are past the days when projects could go ahead without environmental assessments, when the public, including indigenous peoples, could summarily be circumvented. Finally, the Conservative motion abstracts from the longer term context, which involves numerous other dimensions. These dimensions include the fight against climate change, which is well under way, especially in Europe where efforts have been ongoing for years. Kadri Simson, the European Union Energy Commissioner, is quoted as saying that the strategy is ultimately “boosting renewables and energy efficiency as fast as technically possible”. Like Canada, the EU's plan is to become carbon neutral by 2050. European countries intend to, like Canada, synchronize electricity grids, among other things. Germany's very recent apparent reversal on building nuclear power plants points to what the future of energy in Europe might look like, a mix of non-emitting sources of power.
