Madam Speaker, climate change means more flooding events of increasing intensity and severity. Homeowners in areas prone to flooding, like those in parts of Pierrefonds, in my riding, who were hit by flooding in 2017 and in 2019, worry about the rising cost of flood insurance, and that is if they are lucky enough to remain eligible for flood insurance coverage. Can the Minister of Emergency Preparedness tell the House how this week's budget is coming to the aid of climate-vulnerable homeowners?

Mr. Speaker, the point of the bill is to really require a strategy because, as the member knows, private members' bills cannot require the spending of money. The idea of a strategy is to create a plan or model for how we can move forward with flood forecasting. I believe the model should be based on the National Hydrological Service as opposed to the Meteorological Service of Canada because the Meteorological Service is a top-down, centralized service that does wonderful work, but the National Hydrological Service is a cost-shared program with the provinces. There is a lot of back and forth and co-operation between the federal government and the provinces and territories, and that is the kind of model that we need, not something that is top-down but that is interactive with the folks who are closest to where the action is taking place.

moved for leave to introduce Bill C-317, An Act to establish a national strategy respecting flood and drought forecasting. He said: Mr. Speaker, I rise today to table a bill to address a problem that has caused severe environmental damage across different parts of this country and created enormous financial loss for individuals, insurance companies and governments at all levels. I am talking about flooding and drought, as well as the need to take advantage of the latest technological advances and opportunities to ensure that Canada has at its disposal the most accurate flood and drought prediction systems in the world. My bill is calling on the government to create a national flood and drought forecasting strategy in co-operation with the provinces, indigenous communities and other relevant stakeholders.
