Madam Speaker, I am a firm believer in the official languages action plan, but we are talking about fuel today, not official language communities. I make no apologies for being in favour of funding to help official language minority communities across the country.

Mr. Speaker, I talked about the preamble to reassure my community that the government will not have the power to take away the rights of the anglophone community. With respect to the anglophone community, the English language is obviously not under threat in North America. Nevertheless, a community can face challenges without its language being under threat. The anglophone community has many cultural institutions. It has its own arts scene and culture. For a community to feel at home, for a community to flourish, it must have access to these types of cultural institutions, for example, not to mention its educational institutions. The action plan for official languages will help the community maintain institutions that it considers to be important. I believe that the member opposite must recognize this.

Mr. Speaker, I will reread Bill C‑13, but I think this principle is pretty firmly entrenched in the act. The federal government is obligated to ensure that official language communities can develop and thrive. That of course includes support for education. I believe that is part of Bill C‑13.

Mr. Speaker, indeed those are the rules. That is why we have MPs in the House, whether on the government or the opposition side, who are there to remind the government of these requirements. Of course I would be happy to work with the member, and any other member in this House, to ensure that the spirit and letter of the Official Languages Act, and the rules and regulations of public administration that flow from that act, are respected.
