Madam Speaker, I think I really said all I had to say about this bill. I hope it passes today. I would like to see it pass on division and get through all the stages in the Senate fairly quickly. We are running out of time. As just about everyone has said today, climate change is creating disastrous conditions. We need to do a better job of forecasting them if we want to minimize costs. I know the insurance industry is following the bill closely and wants to see it passed as well. I will conclude by once again thanking my colleagues for their support.

Madam Speaker, as I said in other speeches, weather management is really a federal responsibility. The Canadian Meteorological Centre manages weather forecasts. I am talking about weather forecasting and how to make better predictions. That is already being done. Forecasters are already talking about it, but we need something a little more structured.

Madam Speaker, that is a very good point. I agree that the people who join the Armed Forces probably have their eye more on serving in conflict zones and so forth. However, yes, from time to time in all countries, the military is called upon to lend a helping hand in situations of emergency. I do believe that the government has stood up a humanitarian force to deal more specifically with domestic situations, which is, I guess, an outgrowth of the fact that, yes, we are facing a climate emergency and it is having impacts here in Canada.

Madam Speaker, I do not agree that the current government has not taken the environment in general, and climate change more specifically, seriously. Of all the governments in the history of Canada, ours is the one that has put forth the most ambitious and most multi-faceted environmental policies, including in the area of climate change. We fought all the way to the Supreme Court to protect an Environmental Assessment Act that we revamped in 2016 so that we could take into account emissions from projects when they are being evaluated. We went all the way to the Supreme Court so that we could gain jurisdiction and defend our policy of putting a price on carbon. Therefore we have really, I think, put our money where our mouth is. As far as the military is concerned, over the last few years it has done a remarkable job helping us address domestic emergencies, whether it was the pandemic or helping with firefighting and so on. I am very proud of the members of our military, and I know they will be there when they are needed.

moved that the bill be read the third time and passed. He said: Madam Speaker, before I begin my speech, I would like to extend some thanks. I would like to thank all the members of the House, particularly those who serve on the Standing Committee on Environment and Sustainable Development. As we know, the bill was endorsed by all the parties. It received unanimous support, and I am very pleased about that. I also want to thank the scientists who helped me develop and draft this bill, including John Pomeroy, a world-renowned hydrologist. He is an expert in climate change and hydrology in nordic countries like Canada. He was instrumental in helping me draft this legislation. More importantly, he taught me a lot on the subject. I am not a scientist. I have a keen interest in freshwater, but I did not know a lot about flood and drought forecasting. Professor Pomeroy was extremely patient and really helped me learn about the subject, along with Alain Pietroniro, a former public servant at the Department of Environment in Ottawa who now works at the University of Calgary. The University of Calgary is in the process of setting up a faculty dedicated to water studies, which is very impressive. It has a whole team studying this area in depth, and it keeps me abreast of what is going on. The University of Saskatchewan, where Professor Pomeroy works, is recognized for its expertise in water issues and, most importantly, in the science behind flood and drought forecasting. Earlier this week, I raised an issue when we were debating areas of jurisdiction within the Canadian federation. I said that the Canadian federation is more than a power game or a power relationship. Yes, we do politics here, in the House. Doing politics is part of building and maintaining relations between the federal and provincial governments. However, the Canadian federation is bigger than that. It encompasses the resources and expertise that we share. It also includes a technical component in that we share knowledge and ways of doing things. This is evident in a number of areas, like health, for instance. Each province is like a laboratory and tries to manage its health care system in a certain way. If things work out, other provinces may want to follow suit. I think we have seen this happen in Quebec, where a government agency, Santé Quebec, was just created. Apparently it is similar to what was created in Ontario, but I will spare you the details. It is a bit like the United Nations. Obviously, the United Nations engages in politics, especially the General Assembly and the Security Council. However, the United Nations is much more than that. It is expertise and resources. Countries collaborate on technical issues, whether it is through the World Health Organization, the International Maritime Organization or the United Nations Food and Agriculture Organization. A lot of work is being done. It is a bit like what happens here: Often, question period is theatre, but in committee, we do good work. Theatre is not bad. It has its place in politics. I would like to say that the Standing Committee on Environment and Sustainable Development does good work. Bill C-317 is a rather technical bill, designed to encourage technical collaboration with respect to forecasting droughts and floods and to better predict them. That is the purpose of this bill. As I said at the outset, I did not know much about this field, but I have learned a lot. This has enabled me to bring in this bill and move it forward. This bill will encourage collaboration, but without incurring any expenses. This bill will not force an internal reorganization within the Department of Environment. This bill will require federal officials to collaborate with experts, many of whom work in a provincial government, as well as with indigenous peoples and the insurance industry. Everyone needs to work together to develop a plan for better collaboration on drought and flood forecasting. There is some collaboration now, but it is not very formal and it would be better if it were even more structured and streamlined. That is all this bill seeks to do. It will be a major step forward if the bill is passed in the House of Commons and the Senate and if the departments in question are required to implement this strategy. Why am I interested in flooding? I have been interested in the freshwater policy since I was elected, and floods and droughts obviously impact the amount of water that is available. Either there is too much or too little. I would also like to talk a little bit about my riding. It is located on the Island of Montreal, in the west end of the city. It is surrounded by water, namely the Lac des Deux‑Montagnes, Rivière-des-Prairies, Lac Saint‑Louis and the St. Lawrence River. Every once in a while, but more often these days because of climate change, there is overflow and flooding. When we see it with our own eyes, we realize just how much devastation and destruction that can cause. That is what prompted me to introduce this bill. I would also like to take a moment to congratulate municipal councillors, who are really called upon to work together and do crisis management when there is flooding. They do it very well. That is one of the reasons this subject caught my attention. I would also like to thank my colleagues once again, especially those on the Standing Committee on Environment and Sustainable Development. I hope that this bill will be passed at third reading. Things are looking good, as I believe it was passed unanimously at second reading. If the bill passes in the House, I will have to wait and see what happens in the Senate. I have to admit that I am not as familiar with the workings of the Senate as I am with the House of Commons, but I will get there eventually.

Madam Speaker, thousands of seniors, including seniors in my riding of Lac-Saint-Louis, have already been to the dentist for care paid for by the Canadian dental care plan. However, the opposition continues to strongly oppose this program. The Leader of the Opposition has even gone so far as to stick his head in the sand and say that the program does not exist. Can the Minister of Public Services and Procurement give us an update on how this program is already making a big difference in the lives of seniors in this country?

Mr. Speaker, I rise today to congratulate Nedia El Khouri, a gifted artist, dedicated arts activist and dynamic entrepreneur, who is a 2024 recipient of the Montreal Council of Women's Woman of the Year Award. Past recipients of this prestigious award include Sheila Goldbloom, Chantal Hébert and Margaret Trudeau, among others. In 2009, drawing on her passion for art and art education and on a strong belief in art's transformative power, Nedia founded the Viva Vida Art Gallery in Pointe-Claire village in my riding of Lac-Saint-Louis. The gallery features exhibitions on important themes, but also supports artist development and offers art education for youth and adults. Both the gallery and Nedia's own explorations as an artist have brought a new dimension to life in Montreal's West Island. I thank Nedia, and once again, congratulations on this well-deserved honour.

Madam Speaker, I have three questions for the member. First, the Supreme Court has said the price on carbon is not a tax; does the member agree or disagree with the Supreme Court? Second, I would like to know why the Leader of the Opposition will not state his view on the output-based pricing system. Why is he hiding? Third, I would like a comment from the member about the PBO's retracting the report he published, which the Conservative caucus has been repeating ad nauseam for the last few weeks. Will the caucus apologize for spreading that misinformation?

Madam Speaker, I note that the member is admitting that it was an error on the part of the Liberal Party. Political party business is of no concern to the House of Commons. In fact, when a member rises during question period to ask a question dealing exclusively with party business, the Speaker rises to say that this is out of order in the House. I would ask, therefore, why the member and her party want an error by a political party, whose activities fall outside the scope of the House, to thwart the will of the House that the member for Hull—Aylmer be Speaker? This was settled by a vote a few months ago.

Mr. Speaker, the National Field of Honour in my riding of Lac-Saint-Louis provides a resting place for over 17,000 military service members and their immediate families. It is also a valued space for the community to regularly gather to honour those who have served and fought for Canada. On Sunday, veterans, veterans' families and many other people will gather at the National Field of Honour along with the ambassador of France to celebrate the 80th anniversary of D-Day, the turning point in the Second World War that was made possible by the courageous participation of Canadian soldiers. I invite any members who may be in the area this Sunday to attend the ceremony. At the same time, it is my hope that the government will soon be able to assume ownership of the Field of Honour and accord it official status as a national military cemetery.

Madam Speaker, the member has touched on something I care deeply about. With a few others, I met the president of McGill, Deep Saini, yesterday. I thought I knew how badly McGill is being treated by the Quebec government. I did not know the half of it until I really saw the facts. It is the 28th-best university in the world. Its graduates have gone on to create companies such as Intel. What is good for McGill is good for Quebec in many ways. It is good for the Quebec economy and Quebec culture. I am quite offended by the fact that the provincial government of Quebec is undermining the province and all its citizens; it does not really matter whether they are French speakers or English speakers. It is undermining the province by targeting two institutions such as McGill and Concordia. I think it is a shame.

Madam Speaker, I am familiar with that idea. I heard those arguments when we were debating Bill C‑11, but I truly believe that there are advantages to having the provinces, the Quebec nation, first nations and every other group of Canadians work together to act as a counterbalance to this power south of the border that I am just as wary of as the member. It takes a counterbalance. If we are divided in 10, each with their own communications regulator, I think that will weaken us in the long term. Honestly, I very sincerely believe that.

Madam Speaker, first of all, I would like to say that I will be sharing my time with the member for Nepean. I will begin my remarks by saying that it pains me to see the Bloc and the Conservatives arguing, when they are often on the same wavelength. Getting to the substance of my speech, I would like to examine the assumptions underlying this motion. The first is that the federal government is some kind of centralizing monster that is trying to stifle Quebeckers' aspirations. We have been hearing this narrative for as long as I can remember. I will provide some concrete examples to illustrate that the federal government does not want to manage everything, whenever possible, even when it comes to its own jurisdictions. It prefers to delegate responsibilities to the provinces so that they can manage their own affairs, even if it is a federal jurisdiction. Let us consider the Fisheries Act. It is clearly a federal statute under the Constitution of Canada. The federal government signed an equivalency agreement with Quebec to enable the province to implement this act and its regulations. The Greenhouse Gas Pollution Pricing Act is my second example. People had doubts about whether the federal government had jurisdiction in this matter. The case went all the way to the Supreme Court. The Supreme Court ruled that putting a price on greenhouse gas pollution did in fact fall within the jurisdiction of the federal government. The federal government did not say that it wanted this legislation to apply to all the provinces in order to interfere with the provinces and administer this legislation. The federal government simply said that if a province had an equivalent system, as Quebec and British Columbia do, then that province's system would apply. This is a second example of how the federal government does not want to get involved in everything. Often, even when it comes to its own jurisdiction, the federal government does not want to get involved and would rather delegate responsibility to the provinces. Immigration is another example of this. Prime Minister Mulroney was a close friend of the member for Beauport—Côte-de-Beaupré—Île d'Orléans—Charlevoix. After his passing, she spoke eloquently about his friendship. She used to sing for him and his family. It was very touching. Prime Minister Mulroney signed an agreement with Quebec to allow it to decide who would be a permanent resident in the province of Quebec. Yes, some things are centralized. Some things are centralized, but they are centralized for practical and technological reasons. For example, it is nice outside today. Let us talk about the weather. The federal government handles the weather, because technologically speaking, weather forecasts are quite complex. They require extremely sophisticated systems. So the federal government is in charge of that, but it is not centralized to stifle Quebeckers' aspirations. It comes down to practicality. It is better to centralize it than have the provinces operate their own weather forecasting systems. Another example is communications. Canada does not have a very big population. We have about 40 million people. That is about the same population as California. I do not know what the population of New York or Florida is. There are not many of us, and we are up against web giants, big companies with enormous financial and technological power. In Canada, we counterbalance that power with the Canadian Radio-television and Telecommunications Commission, or CRTC. It tries to protect the cultural interests of Quebec and the rest of Canada by opposing the web giants, in certain situations at least. Many examples show that centralization is not a bad thing. There are other examples where we can see quite clearly that the federal government prefers to have certain files handled by the provinces, even though they fall under its jurisdiction. I would also like to refer to point (b) of the motion, where it is requested that the House “remind the Prime Minister that, despite his claims, it is not true that 'people do not care which level of government is responsible for what'”. This observation is not very nuanced, and, in response, I would say that it is true in some cases but not in others. When it comes to primary and secondary education, Quebeckers and the citizens of the other provinces are adamant that the federal government should stay out of it. The federal government does not want to get involved. There are no issues there. People also assume that post-secondary education is a provincial matter, but let us consider what the Government of Quebec is doing to Concordia University and McGill University. Quebec's CAQ government is chipping away at McGill University, which is ranked 28th in the world. It is a proudly québécois university that many French-speaking Quebeckers attend. If people knew about what is happening between McGill and the Government of Quebec, I think they would ask the federal government to interfere—to interfere financially, I dare say. They would ask the federal government to inject funds to bridge the massive gap. I would have said “make up the shortfall”, but the provincial government really is creating a massive gap. I think that the business community, especially the high-tech community, would ask the federal government to interfere financially because these sectors depend on research to move forward. Quebec's prosperity depends heavily on the health of the tech sector. Furthermore, we know that Quebec's business community has concerns about the labour supply. I would now like to talk about the pandemic. What happened during the pandemic? The federal government used its spending power to provide what amounted to social assistance to many Canadians and, by the way, to many businesses. Billions and billions of dollars were paid out. There were no complaints back then. Mr. Legault's government was not complaining about federal government interference. There was no complaining at the time, and I am not hearing any complaints from Quebeckers about the national dental care program. It is true, in some cases, that Quebeckers are hell-bent on protecting provincial jurisdiction, but in other cases, they want their interests to come first and their needs to be addressed.

They say that the federal government is interfering in an area under Quebec's jurisdiction, but many Quebeckers are benefiting or will benefit from this program. What does the member think those Quebeckers would say if they were told they had to do without the program in order to protect provincial jurisdiction?

Madam Speaker, the Minister of Sport and Physical Activity has said all along that Canadians deserve a safe, inclusive and welcoming sport system. Our sport system needs to be grounded in human rights. Accountability, integrity and safety need to be at the centre of sport governance and operations. Can the minister update the House on her progress to create a safer sports system in Canada, one that reflects and celebrates our Canadian values?

Madam Speaker, climate change means more flooding events of increasing intensity and severity. Homeowners in areas prone to flooding, like those in parts of Pierrefonds, in my riding, who were hit by flooding in 2017 and in 2019, worry about the rising cost of flood insurance, and that is if they are lucky enough to remain eligible for flood insurance coverage. Can the Minister of Emergency Preparedness tell the House how this week's budget is coming to the aid of climate-vulnerable homeowners?

Madam Speaker, the hon. member claims that no investments have been made in infrastructure. We know that the Canada Infrastructure Bank invested in the REM project in Montreal, a fantastic project. The Champlain Bridge was rebuilt using federal funds. That is why I am struggling to understand what he means. In other words, is that money down the drain? The member seems to be saying that all of this spending is money down the drain. I would like to hear his thoughts on those two projects.
