Madam Speaker, the fall economic statement is supposed to build an economy that works for all Canadians, but I can tell from the member's comments that clearly it is not working for the economy in Quebec. I wonder what the member thinks the government should have put forward in order to promote the economy in Quebec.

Madam Speaker, this bill talks a lot about the middle class. However, in my riding, the middle class is poorer because of rising taxes and the rising cost of housing and food.

Madam Speaker, the member is right. There are a lot of problems in this budget with regard to areas of provincial jurisdiction. I am thinking of things like child care, dental care and school food programs.
What is the government thinking? How can it implement these programs in Quebec?

Mr. Speaker, by now, Canadians are used to broken promises from the Liberals. In 2015, members will remember that they were going to make housing affordable, and now housing prices, mortgages and rents have doubled. They also promised the last election under first-past-the-post, but maybe not.
However, on pharmacare, I think maybe Canadians need a history lesson because the Liberals have been promising to do pharmacare since 1992, and they have never done it. The bill before us is also not pharmacare. It is a plan to get a plan to maybe do pharmacare. It is not going to be national. Quebec has already said that it is not going to participate.
Could the member just admit that this is an attempt to pacify the NDP to make sure that it does not pull its support and trigger an election?

Madam Speaker, I studied the pharmacare system when I served on the Standing Committee on Health. The Liberals did not do anything until they introduced this bill.
The Quebec system has a list of drugs, a formulary, and I think it is the best system in the country. What does the member think about the fact that this bill targets only two drugs for this pharmacare system?

Madam Speaker, as I said, I absolutely support workers and people's right to collectively bargain. What I have a problem with is that, when people do not come to the table in good faith, things go on and on and, all of a sudden, there are impacts on Canadian families, Canadian businesses and our export partners. These are things that could be eliminated. There are better ways of doing it. We need to look to other countries that do it better.
I am very interested to hear about Quebec's legislation and what exactly it has done. I know there are some facilities, such as chemical facilities, etc., that would need that kind of protection.

Madam Speaker, I would like to thank the leader of the Bloc for his fine speech. It is clear that the Liberal government has broken the immigration system. We absolutely need a plan for health care and affordable housing, but I have not seen a plan from the government.
The Standing Committee on Official Languages studied immigration. We need many immigrants who speak French. However, once again, this government has no plan.
What does the leader of the Bloc want to see in the plan for Quebec?

moved for leave to introduce Bill C-369, An Act respecting Christian Heritage Month.
She said: Madam Speaker, it is an honour for me to rise to introduce this bill, which seeks to make December Christian heritage month.
Canada is a country that celebrates all faiths. We have Sikh Heritage Month, Hindu Heritage Month, Muslim history month, Jewish Heritage Month and so many more. It is only fair and right that we have a Christian heritage month, since there are 19.6 million Christians in Canada according to the last census.
What better month to pick than December? It starts with the season of Advent, the lighting of the hope candle, the lighting of the love candle and the lighting of the peace candle and joy candle, and culminates in the lighting of the Christ candle as we celebrate the birth of Jesus Christ at Christmas, the saviour of the world.
We heard the Bloc speak last week about the importance of Christmas in Quebec. We heard the Prime Minister talk about the importance of Christmas to all Canadians. I hope all my colleagues will join me in supporting this private member's bill to make December Christian heritage month.

There is a slaughterhouse capacity problem here in Ontario and Quebec. The Liberals have done nothing to improve the situation. What are the most important recommendations, solutions, measures or anything else for improving this situation?

Madam Speaker, it is important to note that Conservative policy is typically set by the grassroots, and our policy has always been to oppose a carbon tax. Members can remember we had a leader with a different vision, and he is no longer the leader. Members can take what they want from that.
We have always been opposed to a carbon tax. The grassroots members are opposed, and they are opposed because they know it does not work. Even the cap and trade program in Quebec has not reduced emissions. It does not work, so we need to get technology solutions in place.
We will come up with a plan. We are expecting an election pretty soon, and if the NDP would do its part and help push the Liberals for a public inquiry or pull the agreement, we would be there with our plan.

Mr. Speaker, yes, it is very important to have discussions with the first nations, between nations. It is very good that Quebec has an agreement that allows for these discussions, but the other provinces and territories do not have such agreements.
I do not think it is a win if the government announces that we can designate historic sites, but there is no money to put measures in place. I worry that this will exacerbate the situation.

Madam Speaker, I do not understand why the leader of the Bloc decided to introduce this motion here today. Quebeckers are concerned with other, more important problems, such as the cost of gas, food and heating, and immigration at Roxham Road.
Does the leader of the Bloc believe that the matter he is raising is more important than inflation and immigration at Roxham Road?

Mr. Speaker, the new Conservative leader will put the people first: their paycheques, their savings, their homes, their country.
The carbon tax is an utter failure. The Liberal government would have us believe that it will drive emissions down, but emissions have gone up under its tenure. B.C. has had a carbon tax for 14 years and its emissions have gone up four megatonnes. Quebec has had a similar program for 12 years and its emissions have gone up four megatonnes as well.
The reality is that the carbon tax drives the price of everything up and it is punishing on Canadians who can least afford it. The Liberals would have us believe that they will get more money back than they pay, but the Parliamentary Budget Officer has said this is false and many Canadians will pay more. Still the Liberals are planning to triple the carbon tax in April of 2023. Clearly the Prime Minister is experiencing the carbon tax differently than hard-working Canadians.
Help is on the way. A Conservative government with its new leader will scrap the carbon tax.
