Madam Speaker, Ottawa is a global tech hub with about 1,800 tech companies, 88,000 tech professionals and North America’s highest concentration of tech talent.
Ottawa is renowned for our cutting-edge R and D and innovation in SaaS, cybersecurity, artificial intelligence, machine learning, robotics, advanced networks and 5G, health tech and life sciences, smart mobility, IOT and many other disruptive technologies.
Thanks to Invest Ottawa and federal government funding, we have Nepean-based Area X.O, which evolved from the Ottawa L5 connected and autonomous vehicle test facility into a world-class R and D complex that enables and accelerates the development, testing and application of next-generation smart mobility, autonomy and connectivity technologies.
I would like to recognize and thank former CEO of Invest Ottawa, Michael Tremblay for his contribution to Ottawa's tech sector.

Madam Speaker, indeed Canada is at the forefront of many advanced technologies, like artificial intelligence. Indeed Quebec is quite strong when it comes to the clean economy and knowledge-based industries, especially in artificial intelligence. Quebec is also good in aerospace and other allied industries.
However, all these industries are on the global stage because of the active involvement of the federal government over a period of time. Without the federal government's investments in these advanced technologies, Quebec would not have attained the position it has, and without continued investments by the federal government, Quebec would not reach the stage where we would see Canada and Quebec's technologies at the forefront of the global knowledge-based economy.

Madam Speaker, the hon. member talked on many points, but he forgot to mention the one key thing for Quebec, and that is the knowledge-based sector in Quebec and Montreal. For example, the Montreal-based artificial intelligence industry is leading the world. This budget, to give a couple of examples, would provide $2 billion toward the AI compute access fund and $200 million to help sectors like agriculture, manufacturing and minerals to use artificial intelligence in their operations.
Does the member not recognize that this budget would provide for the growth of Quebec's knowledge-based economy and knowledge-based corporate sector so it can be a leader in technology in the world?

Mr. Speaker, due to climate change, the north is opening up. Due to the warmongering of Russia, the threat to the Arctic is increasing.
Is the member aware of the technologies required for ISR: intelligence, surveillance and reconnaissance? The technologies almost do not talk to each other. There is a need for the integration of the various technologies to handle ISR operations for the entire north, especially the Arctic region. Does the member have any comments on that?

Mr. Speaker, a very successful technology entrepreneur, Marc Andreessen, recently published “The Techno-Optimist Manifesto”, which I believe every policy-maker should read. He is the same person who wrote “Why Software is Eating the World” in 2011, in which he foresaw the digital disruption that has since unfolded, underscoring the significance of software in redefining industries and shaping the contemporary business landscape.
In the manifesto he states, “there is no material problem—whether created by nature or by technology—that cannot be solved with more technology.... Our civilization was built on a spirit of discovery, of exploration, of industrialization”. He concludes with this:
We owe the past, and the future.
It is time, once again, to raise the technology flag.
It is time to be Techno-Optimists.
It's time to build.

Mr. Speaker, it is with pleasure I state that TCXpo, the epic second annual day of dynamic and interactive Canadian smart mobility technology demonstrations, will be hosted by Nepean-based Area X.O on Wednesday, September 27 in partnership with the Government of Canada and other sponsors.
Area X.O is an all-weather R and D complex for next generation smart mobility, autonomy and connectivity technologies, founded and operated by Invest Ottawa.
The only national demo of its kind in Canada, TCXpo will bring together hundreds of innovators, entrepreneurs, technology developers, industry leaders, regulators, smart mobility partners and stakeholders from Canada's capital and across the country.
TCXpo will showcase Ottawa's thriving tech ecosystem and the organizations that contribute technology and intelligence to future vehicles and other smart mobility innovations.

Madam Speaker, this is long overdue. The current privacy laws were drafted 20 years back when iPhone and Facebook were not in existence. Advanced technologies like artificial intelligence are ever evolving. They are almost getting changed on an everyday basis. Does the member agree with defining things like artificial intelligence in the legislation and casting it in the legislation so that it becomes inflexible; or would it instead be better that we have regulations which would be more flexible, that would allow the ministers and the government of the day to make changes as may be required, as and when the technologies advance?

Madam Speaker, I certainly agree with my hon. colleague in relation to the issues he mentioned, because there are issues that are facing our country. The knowledge-based economy is taking over the world, and we have to work hard to make sure that Canada is in the forefront of this new economy. We have to invest in new technologies, in artificial intelligence, in battery technologies, in genomics. These are the kinds of things we have to discuss, debate and legislate upon, not this particular issue.
