Mr. Speaker, the war in Sudan has killed over 13,000 people, with about 33,000 injured. About 1.5 million Sudanese have fled the country as refugees. The World Food Programme said it was receiving reports of people dying of starvation in Sudan, and almost eight million people have been forced from their homes by the conflict. Health infrastructure has been destroyed, and about 19 million children are currently out of school. We have a moral obligation to address the catastrophic humanitarian crisis in Sudan in a significant way. Canada, with its expertise, can actively participate in the forums that deal with the situation and provide support. Canada can also appoint a special envoy to closely monitor and follow up on developments.

Madam Speaker, the armed conflict in Sudan has cost over 12,000 lives as of today. Over three million Sudanese people are currently internally displaced persons. About one million have fled as refugees to neighbouring countries. Over 40% to 45% of the Sudanese population is on the verge of catastrophic famine, and 80% of the hospitals have been destroyed. Canadians, including the citizens of the Nepean riding, request that the Government of Canada take a more active role and engage with United Nations agencies and other friends and allies to impose sanctions and to bring this conflict to a halt through any means possible. They also request that the Government of Canada provide more humanitarian assistance through UN agencies and other NGOs.

Mr. Speaker, it is very important that Canada engage with opposition groups, and not only political opposition groups but also humanitarian groups, various ethnic community groups and the various groups that represent the oppressed people in Afghanistan. It should do so in the same way it engages with groups, say, in Myanmar and other parts of the world. It is also very important that we engage with other international partners, because Canada alone cannot make a major difference in Afghanistan. However, working collaboratively with like-minded countries, especially countries in western democracies, and taking a joint, organized approach in dealing with the Taliban and the issues faced by lots of people in Afghanistan, women and girls particularly, will yield a better result.

Mr. Speaker, I had a meeting with over 60 Ottawa-based Afghan-Canadian community leaders to listen to and discuss the issues affecting their community. Everyone expressed their condolences for those who lost their lives due to the earthquake in Herat province. They recognized the significant impact it has had on the affected communities, and they requested more Canadian humanitarian aid for them. They expressed grave concern regarding the degradation of the fundamental human rights of women and girls to education and work. All speakers conveyed their concern for the Afghan nationals currently in Pakistan, who have no legal status. Today is the deadline for them to leave the country to go back to Afghanistan. They also expressed concern that Afghanistan would again become a safe haven for the global jihadi groups.

Madam Speaker, today is the International Day of Solidarity with the Palestinian People. It is an occasion to remember, reflect and renew our commitment to the just cause of the Palestinian people. On this day in 1947, the United Nations adopted the resolution on the partition of Palestine, which has yet to be implemented. Millions of Palestinians have been deprived of their fundamental human rights. Millions are refugees, and a third of registered Palestinian refugees live in camps and need humanitarian assistance. I call on Canada to stand up to its reputation as a defender of human rights and immediately take steps to implement its policies. I also call on Canada to join 138 other countries in recognizing the sovereign state of Palestine.
