Madam Speaker, the Canadian federal system is collaborative in nature. Canadians face complex issues. These complex issues do not start and end at the boundary of any province. There is a need for the federal government and the provinces and territories to work together to address the needs of Canadians. I would like to have the hon. member's comment on that.

Madam Speaker, the hon. member is right that the health care system is not perfect today. A lot of challenges are being faced, and the responsibility lies with the provinces. The federal government has taken enormous steps to improve the health care of the country as a whole. We have allocated $198 billion, mostly to the provinces and territories, to deliver better health care. My wish is that the provinces step up and shoulder their part of the responsibility to develop quality care for all residents.

Madam Speaker, I would like to ask my colleague if he agrees with me that this piece of legislation is not the only solution. The provinces and territories have also devised their own legislation in this regard and have worked jointly, because our justice system is complex and we need all levels of government to work together.
