Madam Speaker, it is clear New Democrats always support the notion that all workers should be safe. The member from the Conservative caucus has gone on at length about this bill. I do not feel the need to recapitulate his arguments. I am not clear this will necessarily be a deterrent, but nevertheless here we are. We do have to make sure our first responders are adequately protected. I believe all workers deserve to be protected. This House visited Bill C-46 back in 2015, and it was particular to transit operators. I am wondering if the hon. member would agree there needs to be a revisiting of that piece of legislation to include all transit workers in order to provide the same consideration for safety in the workplace for frontline workers, not just first responders.

Mr. Speaker, I heard the member talk about red tape, and part of my fear when the Conservatives talk about less government and less red tape are the impacts that would have on occupational health and safety, the safety of the actual rails themselves. We will recall that in 2015, it was the Conservative government that passed Bill C-52, which also amended the Railway Safety Act. Clause 17 of that bill repealed the definition of “fatigue science” concerning railway safety management systems. Between 1993 and 2014, the Transportation Safety Board attributed 22 railway incidents to fatigue as a factor or a source of risk. That is an average of one incident per year. Between 2015 and 2017, seven incidents occurred. That is an average of 2.33 incidents a year. Since the removal of fatigue science in the Railway Safety Act, we have more than doubled Canada's incidents of fatigue-related accidents in the railway industry. Would my friend from Flamborough—Glanbrook, who I know to be a reasonable man, correct the mistake of the transport committee's recommendations to address worker fatigue and ensure that railway employee safety is part of Canada's Railway Safety Act?

Madam Speaker, I have a quick comment and then a question. I want to begin by saying that New Democrats stand in solidarity with community members who have been the target of threats and intimidation in support of the Chinese government. Canadians deserve to feel safe, and Canada must not tolerate any type of intimidation, harassment or targeting of the diaspora communities. I want to stand, personally, as the member for Hamilton Centre to extend my solidarity with the member for Wellington—Halton Hills for what he and his family have had to go through. For my question, there seems to be some discrepancies about who knew what and when, and exactly what it was they did about it. The public safety minister said that he did not hear about China targeting the member for Wellington—Halton Hills until this past Monday, but CSIS was aware two years ago. The Prime Minister claims he does not know either, yet we have been presented with the CSIS report for 2022, where it states that “foreign intelligence may...be collected from within Canada at the request of the Minister of Foreign Affairs or the Minister of National Defence, and with the consent of the Minister of Public Safety.” If there were any involvement here in Canada, why was it that the Minister of Public Safety was not briefed on this, and what is he going to do about it?
