Mr. Speaker, I rise just to congratulate the hon. member for her courage. I had the privilege and honour of travelling with her to the West Bank, and I know that the sacrifice she has made by standing up for the basic dignity and human rights of Palestinians comes at a political cost. My question for the hon. member reflects on our time in East Jerusalem, Ramallah and Jenin. Reflecting on the trip that we took to actually bear witness to the atrocities that are also being committed in the West Bank, could the hon. member perhaps share her thoughts on why ending the occupation is one of the preconditions for any kind of just and lasting peace, without which there remains a real impediment to any prospect of any kind of resolution in the area.

Mr. Speaker, I have heard the hon. member speak at length about the fundamental rights of Canadians, yet when it comes to people who are held on remand, who are charged but not yet convicted, would the hon. member not agree that improving the administration of justice to allow those people to have their day in court would also help protect their rights? I would like the member to even go a bit further, perhaps, and reflect on the notion that even when convicted, people in our country still maintain their civil rights?

Madam Speaker, I commend the member for making the distinction between equality and equity, as somebody who does support proportional representation and this notion that one vote equals one vote. However, I do recognize the need for providing equity rights within the context of communities of interest and minority groups. Could the hon. member perhaps expand on other areas within the country and within the Canadian context, beyond the Quebec example, where equity would be needed to be investigated by the House in order to provide effective representation of Canadians?

Madam Speaker, I believe the hon. member raised an incredibly important point of law around the protection of our rights and freedoms under our charter. It is necessary for him to clearly answer this point in order for us to fully understand the scale and scope of powers granted under the provisions of the proclamation. I know the hon. member to be a learned lawyer who would have some knowledge of this incredibly important point of law as the former attorney general of Ontario. Will he please confirm and clearly state whether the rights afforded by the charter remain whole and intact; or is the government, through its declaration, attempting to surreptitiously rescue any potential charter breaches, violations and abuses of government authority through section 1 of the charter and thereby being compliant, as he has so far stated? The public and this House deserve to know.

Mr. Speaker, as was identified in my remarks, I put on the record a question to the government side, demanding that it clearly state whether the rights afforded by the charter, as the supreme law of this land, remained whole, as indicated in the preamble of the declaration, or if the government in its declaration was attempting to rescue any potential abuses of authority through section 1 of the charter. That is the intention of what needs to happen with the investigation and commission as we respond to these issues as they unfold.
