Madam Speaker, I have to reflect on this. We cannot let him off the hook. I know that when the hon. member for Courtenay—Alberni was on OGGO and when I served on it, we got into this stuff. The truth is that the Conservative government also has a long and storied history with the Deloittes of the world, the PricewaterhouseCoopers and all of these others.
I am keenly interested in this. Does the hon. member believe in the value of public sector workers doing public sector jobs with public sector accountability and, if what I am hearing is correct, is it his position today in the House and in this debate that a Conservative policy would be to eliminate the bloat of the parasitic private sector consultancy class, yes or no?

Madam Speaker, it seems like the hon. member is very confused because, just a moment ago, he talked about how he enjoyed minority settings. This idea of a consensus is completely irrelevant to the discussion because, at the end of the day, there needs to be accountability out of government. There needs to be accountability at our committees by the public, by people providing testimony.
Does he not agree that in minority settings accountability, the checks and balances in place, needs to be protected by our parliamentary privileges so that people like Mr. Firth cannot thumb their noses at Parliament and stick it to Canadians?

Mr. Speaker, prior to his time as a parliamentarian, the hon. leader of the NDP was a lawyer. He has spoken about the preconditions for peace, and everybody would know that the most important precondition for peace is justice. Could the hon. member perhaps reflect on the importance of all nations' having accountability under international law, particularly as it relates to the International Court of Justice, and what Canada's role is in ensuring that those international norms are upheld, not just for Palestinians and the question of Palestine, but also internationally in all conflicts?

Madam Speaker, I rise with eagerness, because in my former life as a city councillor in a port town and in Hamilton Centre and with a home about 100 metres from a rail line, I had to continually fight the port, which wanted to put garbage incinerators into our community, and the rail lines, which I fought in order to get more transparency and more accountability around their shunting yards and around the piercing decibels of their operations in residential communities.
Given the tragedies that have happened in Quebec and given the local impacts in those communities, does the member agree that we should ensure that both rail and port works within our local communities should provide greater transparency, better communication and co-operation with local government, and accountability to the local communities where they operate?

Madam Speaker, the hon. member spoke at length about administrative tribunals being a way in which people can access justice as it relates to their appeals processes and so on, but yet, this is in direct contradiction to the Office of the Privacy Commissioner, who is clearly opposed to the creation of a new personal information and data protection tribunal, citing it would be unnecessary to achieve greater accountability and fairness and counterproductive in achieving quick and effective remedies. In fact, the OPCC states that adding a new level of appeals delays would delay resolutions of cases, especially when the power to impose monetary penalties is limited to the tribunal.
I wonder if the hon. member could comment on how the OPCC argues that the system proposed under Bill C-11 encourages organizations to use the appeals process rather than to seek common ground with the OPCC when it is about to render an unfavourable decision.

Madam Speaker, the member is doing a fantastic job on government operations, looking for accountability and holding the government accountable.
What reflections does the member have on the importance of having a whistle-blower regime? With that, when public sector employees find waste or any kind of malfeasance, they would have the ability to step forward and be protected so that they would not have reprisals in their workplace.

Madam Speaker, I know the hon. member for Skeena—Bulkley Valley has a long history in civic leadership, including in procurement.
I am wondering what reflections the member might offer on the importance of restoring public accountability and trust with the government through having a procurement process that brings to light all the different steps along the way, including when a project such as this goes from $80,000 to $54 million. At what point should there be off-ramps and at what point should the red flags have been raised for the government as this project went out of control?
