Mr. Speaker, I have an observation: When folks are tuned into ParlVU, it is very clear who is voting here and who shows up as a little picture. However, I am seeking advice and direction. It is already public and broadcasting; does that then not make it fair play for us to reference things that are already made available to the public in that space? We certainly look to you and to the Table for wisdom, but given the hybrid nature of the way in which we engage with the voting, I should state for the record that it is very clear that indeed people can see who rises from their seat and who is presented as a little profile picture on the television.

Mr. Speaker, in April, the Trudeau Foundation president and eight board members resigned due to controversy over a Chinese government-linked donation. Furthermore, last week, it was alleged that the donation was not even flagged as foreign money because the former Trudeau Foundation president, Morris Rosenberg, allegedly misled the public and qualified it as a Canadian-based donation. With all of these questions around the foundation and its role in foreign interference, when will the government finally clear the air and call a public inquiry?

Madam Speaker, if there is one person in the House I would trust with that role, it would be the hon. member for Trois-Rivières, because he is a subject matter expert. He has literally written books on ethics. I have the privilege of serving with him on the Standing Committee on Access to Information, Privacy and Ethics, so I am keen to hear his thoughts. We heard about whether there would be credibility, but I would like to set that aside and ask him to create a distinction between credibility and legitimacy in the eyes of the public as it relates to public interest and just how deeply concerning this file is, particularly given some of the reports that continue to come out. There are reports that came out today which are deeply concerning. Can he perhaps expand on how he might feel about the value of a public inquiry that is completely independent, that is given the purview to have access to all the important information rather than taking information in drips and drops as it is coming out in the press today?

Madam Speaker, I thank the hon. member for Trois-Rivières, as he always provides a really high level of nuance in these very important discussions. The hon. member referenced the need for transparency and trust. Having worked alongside him at the ethics committee, I know he will likely have a comprehensive answer to this. At the heart of this, we have staffers, people within the public sector, who sometimes witness malfeasance or things that might be in conflict with the law. What suggestions does the hon. member have for enhancing whistle-blowing to allow public sector workers who see government malfeasance to step forward with adequate protections and supports to ensure that Canadians have access to information on what is happening in the back rooms of government?

Madam Speaker, the hon. member for Kanata—Carleton stated what she believed were the points of law to support the declaration of public order and the various ways in which the declaration was needed in this crisis, including the financial measures in order to curb the dark money flowing in and supporting these illegal activities. I asked her colleague this question and he did not seem to have the answer, so I am going to ask her. It was made clear very early on in the occupation that crowdfunding and cryptocurrency were being used to fund illegal activity and organizers who seek to put in place their own undemocratic government. This was a demonstrated gap in the reporting requirements. Why did the government not take immediate action to ensure the proceeds of crime and terrorist financing regulations were updated to ensure these companies were not exempt from reporting transactions to FINTRAC?
