It’s my honour again to present the following petitions on behalf of Dr. Sally Palmer, professor emerita at the school of social work in the faculty of social sciences at McMaster University. The petition is “To Raise Social Assistance Rates.”

This petition speaks about how Ontario’s social assistance rates are well below Canada’s official Market Basket Measure poverty line. They do not cover the cost of food. They do not cover the cost of rent. Ontario Works rates have been frozen for six years, and the small increases this government would pat itself on the back for for ODSP are leaving people below the poverty line. The fact that they have indexed it means that they have kept people below the poverty line.

This petition recommends the doubling of social assistance so that people can live with dignity, people can buy food that is healthy and have a safe place to call home.

I fully support this petition, will affix my signature and deliver it with Ruby to the Clerk.

It’s my honour to present the following petitions on behalf of Sally Palmer, professor emeritus, school of social work in the faculty of social sciences at McMaster University. The petition is entitled “To Raise Social Assistance Rates.”

Within this petition, it talks about how deeply in poverty people receiving social assistance are in Ontario. It points out that it’s inadequate to cover the rising costs of food and rent, that individuals on Ontario Works receive $733, whereas those on ODSP receive $1,308. But I’d also like to point out that OW has been frozen since 2018.

It also points out about the CERB program and how it was determined that the basic income of $2,000 per month was adequate for people. It raises and begs the question why we have people on social assistance so deep below that as well as the poverty line.

I fully support this petition, will affix my signature and deliver it with page Emirson to the Clerks.

It gives me pleasure to present the following petition on behalf of Paul King in my riding of London North Centre. It is also a petition that has been put together by Architectural Conservancy Ontario.

Now, given the changes to the standing orders, we are not able to read the entirety of the petition text, so I will do my best summarize the key elements within this petition.

It talks about the changes that this government made to the Ontario Heritage Act—all of the changes that were made in 2022—and it talks about the heritage properties that are currently listed which are at risk. There are 36,000 heritage properties at risk, and the meagre protections for them will end January 1, 2025, unless this government acts.

What this petition does is it calls upon this government to correct that mistake that they have made—to backpedal upon yet another mistake that they have made—and amend the Ontario Heritage Act to give municipalities an additional five years, giving them until January 1, 2030, before heritage property listings expire.

I completely support this petition, will affix my signature and deliver it with page Armaan to the Clerks.

Within this petition, it talks about the difficulties that two-spirit, transgender, non-binary, gender-diverse and intersex communities face when it comes to accessing the vital health care upon which we all rely.

It’s important for us to recognize that, unless we make sure that the government understands that this is a necessity, people within medical circles are not going to be taught in a way that respects people’s identities. So what this calls upon the government to do is to create an advisory committee to make sure that we address those gaps within the education system of medicine, and make sure that there’s greater access and coverage for gender-affirming care in Ontario.

I fully support this petition, will affix my signature and deliver it with page Shiara to the Clerks.

It gives me great pleasure to present the following petitions on behalf of Dr. Sally Palmer, professor emerita at the school of social work in the faculty of social sciences at McMaster University. Now, to Dr. Palmer: Unfortunately, we’re not entitled to read directly the words from petitions within the Ontario Legislature due to recent changes by this government, so this will be my summary.

The petition is titled “To Raise Social Assistance Rates.” The petition points out that Ontario’s rates are well below Canada’s official Market Basket Measure poverty line. It also points out that a letter was sent to the Premier and to cabinet ministers, and it was signed by over 230 organizations, and it recommends the doubling of these rates. It points out that people who are on social assistance are unable to afford food, they are unable to afford rent, and that the government of Canada even recognized this with its CERB program, that the basic income of $2,000 per month was a standard support.

I fully support the petition to double social assistance rates, will affix my signature and deliver it with page Simon to the Clerks.

It’s my honour to present the following petitions on behalf of a number of different wonderful educators and all-around good people: Steve Desmond, Tracy Morrison, Marcie Zavitz, Laura Cornish, Matthew Warren, Marianne Petovello, Leslie Bondy, Kate Campbell, Jacqui Shields, Jennifer Latella and Carol Lynn Bradley. And it’s titled “Keep Classrooms Safe for Students and Staff.”

“To the Legislative Assembly of Ontario:

“Whereas students and education workers deserve stronger, safer schools in which to learn and work;

“Whereas the pressure placed on our education system has contributed to an increase in reports of violence in our schools;

“Whereas crowded classrooms, a lack of support for staff, and underfunding of mental health supports are all contributing to this crisis;

“Whereas the government of Ontario has the responsibility and tools to address this crisis, but has refused to act;

“Therefore, we, the undersigned, petition the Legislative Assembly of Ontario to:

“Take immediate action to address violence in our schools;

“Invest in more mental health resources;

“End violence against education workers and improve workplace violence reporting.”

It is my honour to present the following petitions on behalf of Dr. Sally Palmer, chair of the Hamilton Social Work Action Committee.

“To Raise Social Assistance Rates.

“To the Legislative Assembly of Ontario:

“Whereas Ontario’s social assistance rates are well below Canada’s official Market Basket Measure poverty line and far from adequate to cover the rising costs of food and rent: $733 for individuals on OW and $1,308 for ODSP;

“Whereas an open letter to the Premier and two cabinet ministers, signed by over 230 organizations, recommends that social assistance rates be doubled for both Ontario Works (OW) and the Ontario Disability Support Program (ODSP);

“Whereas small increases to ODSP have still left these citizens below the poverty line. Both they and those receiving the frozen OW rates are struggling to survive at this time of alarming inflation;

“Whereas the government of Canada recognized in its CERB program that a ‘basic income’ of $2,000 per month was the standard support required by individuals who lost their employment during the pandemic;

“We, the undersigned citizens of Ontario, petition the Legislative Assembly to double social assistance rates for OW and ODSP.”

I fully support this petition. I will affix my signature and deliver it to the Clerks.

“To the Legislative Assembly of Ontario:

“Whereas since 1980, whilst accounting for inflation, the average domestic undergraduate tuition has increased by 215%, and the average domestic graduate tuition by 247%; and

“Whereas the average undergraduate tuition for international students has increased by 192% between 2011 and 2021, and in colleges, they pay an average of $14,306 annually compared to the average domestic fee of $3,228; and

“Whereas the government of Ontario made changes to OSAP and student financial assistance in 2018-19, resulting in over a $1-billion cut in assistance to students; and

“Whereas the so-called Student Choice Initiative was defeated in the courts, students need legislation to protect their right to organize and funding for students’ groups;

“Therefore we, the undersigned, support the Canadian Federation of Students–Ontario’s call and petition the Legislative Assembly of Ontario to commit to (1) free and accessible education for all, (2) grants, not loans, and (3) legislate students’ right to organize.”
