I rise for the 38th time on behalf of the people of Swan River, Manitoba, to present a petition on the rising rate of crime. The people of Swan River are upset that jail is a revolving door for repeat offenders, as Bill C-75 allows violent offenders to be in jail in the morning and back on the street the same day. The Manitoba West district RCMP reported that just 15 individuals were responsible for 1,184 calls for service.
The people of Swan River are calling for jail, not bail, for repeat violent offenders. The people of Swan River demand that the Liberal government repeal its soft-on-crime policies, which directly threaten their livelihoods and their community.

Mr. Speaker, I rise for the 15th time on behalf of the people of Swan River, Manitoba, to present a petition on the rising rate of crime. People are scared to leave their homes. Businesses face constant threats from the same repeat offenders, but the Liberal government says not to worry. It told the people of Swan River that its bureaucratic, pan-Canadian, strategic framework on rural crime will bring a feeling of safety to rural communities. Unfortunately, no one knows what this program does or where it is. We need jails, not bail, for violent, repeat offenders and not another framework.

Mr. Speaker, I am noticing this all started in 2017 with the review. At that time, I was still back with the Keystone Agricultural Producers, and there was an issue with private crossings. Through Dauphin—Swan River—Neepawa, there is the Yellowhead Highway. There is Highway 1, and then the Yellowhead route runs right through the riding. There are over 100 private crossings that just go into farmers' fields, pastures and stuff like that.
In the act and in the review act, there was no language around private crossings in rural areas. I have to say, this is a typical Liberal play. I was absolutely quite aghast at how vacant it was and how they just got forgotten about altogether. We fought that. Actually, I am still fighting it now as an MP. I have had several farmers and, actually, elevator and grain companies come to me and ask how they are going to deal with this when they want to close a private crossing, or tell me they have a $200,000 bill for a pair of arms where they are only accessing their own property.
Therefore, would this bill deal with private crossings in this review, or has there been any thought by the Liberal Party on this?

The crime severity index in the rural town of 4,000 has increased by over 50% from just five years ago.
