I rise for the 41st time on behalf of the people of Swan River, Manitoba, to present a petition on the rising rate of crime. They live in crime and chaos caused by the Liberal government's soft-on-crime laws, like Bill C-5, which allows criminals to serve their sentences at home. In fact, Manitoba West District RCMP reported that in 18 months, just 15 individuals racked up over 200 charges. The people of Swan River are asking for jail, not bail, when it comes to violent repeat offenders.
The people of Swan River demand that the Liberal government repeal its soft-on-crime policies that directly threaten their livelihoods and their community. I support the good people of Swan River.

Mr. Speaker, the Liberals are hiding the truth from Canadians. The environment minister is refusing to release a secret government report that proves the carbon tax is costing Canadians more than they get back.
In fact, the Liberals have placed a gag order on their own budget watchdog, blocking him from speaking about this damning report. Canadians already know the carbon tax is a complete scam.

Mr. Speaker, after nine years, Canadians are struggling because the Prime Minister's inflationary spending and tax hikes have increased the cost of everything. In fact, the average Canadian family will pay $700 more for groceries this year, and many Canadians will have no choice but to go to food banks.
Canadians deserve relief from the government’s failed policies. That is why Conservatives introduced a motion to give Canadians the summer break they need. We proposed to axe the carbon tax, the federal fuel tax and the GST on fuel this summer so Canadians could afford a summer vacation because, unlike the Prime Minister, working Canadians cannot afford to jet off for a luxury vacation. However, instead of fighting for Canadians, the NDP-Liberal government opposed our motion and voted to keep the tax on Canadians this summer.
Only common-sense Conservatives will axe the tax and bring home lower prices for all Canadians.

Mr. Speaker, I am glad my colleague touched on data, as far as figuring out what Canadians need when it comes to carbon emissions, cost and affordability in Canada.
I am wondering why the member and his government are concealing the results of the $8-billion net accelerator fund. I wonder why they are calling it cabinet confidence when all Conservatives are asking about is the target and how much emissions were reduced by that $8-billion slush fund.

Mr. Speaker, as far as the cost of living in northern communities, while aviation fuel might be exempt from the carbon tax, what about the cost of fuel for transportation from the stores back to people's homes? I imagine people in northern communities live further away from grocery stores.
How much does the carbon tax impact that cost? Does that increase the cost of living in northern Canada?

Mr. Speaker, this June, communities across Canada are celebrating Filipino Heritage Month. Canada is proud to be the home of nearly one million Filipinos who enrich our social, cultural and economic fabric throughout our nation.
Canadians have welcomed the shared Filipino values of family, faith and freedom for many generations and will do so for generations to come. The important relationship between Canada and the Philippines is strong. In fact, this year marks 75 years of bilateral diplomatic relations between Canada and the Philippines. During Filipino Heritage Month, Filipinos across Canada will celebrate this relationship and their heritage through delicious food, incredible art and vibrant music. On June 12, Filipinos will celebrate 126 years since their people rose up, demanded their freedom and secured their independence.
As vice-chair of the Canada-Filipino interparliamentary group, it is an honour to wish Canadians a happy Filipino Heritage Month. Mabuhay.

I rise for the 39th time on behalf of the people of Swan River, Manitoba, to present a petition on the rising rate of crime. The NDP-Liberal government is failing to protect the people of Swan River amidst a crime wave that has swept through a rural town of 4,000.
A 2023 report from Manitoba West district RCMP revealed that within 18 months, the region experienced 1,184 service calls and 703 offences committed by just 15 individuals. Four individuals in Swan River were responsible for 53 violent offences and 507 calls for service. This is why the rural community is calling for action and demanding jail, not bail, when it comes to violent repeat offenders.
The people of Swan River demand that the Liberal government repeal its soft-on-crime policies that directly threaten their livelihoods and their community. I support the good people of Swan River.

Mr. Speaker, I am rising on a point of order regarding the government's response to my written Question No. 2485, which was published on the Order Paper on March 20, 2024.
In my written question, I asked the government about its consultation process for Parks Canada’s detailed impact assessment of the “Management of Zebra Mussels in Clear Lake in Riding Mountain National Park”, which was opened for public comment in February 2024. I asked the government, “Who did Parks Canada directly inform of the Detailed Impact Assessment, and when were each of them notified...?”
The government stated, “Parks Canada informed the following groups of the opportunity to publicly comment on the detailed impact assessment”. Included on the list of organizations that Parks Canada claimed to notify was my office, the Wasagaming Chamber of Commerce and Clear Lake Country, a local tourism association.
This was a concerning response given that neither my office nor I were informed that Parks Canada had initially launched an opportunity to publicly comment on the detailed impact assessment. Furthermore, it has come to my attention that neither the Wasagaming Chamber of Commerce nor Clear Lake Country were initially informed of the opportunity to publicly comment on the detailed impact assessment for Clear Lake within Riding Mountain National Park, despite being identified as key stakeholders by Parks Canada.
In the response, the government claimed that Dameon Wall, external relations manager for the Riding Mountain Field Unit, informed these stakeholders of the initial public comment period on behalf of Parks Canada. However, no records of this exist. This directly contradicts the government's response and indicates that the government provided false information to Parliament.
I hope the government will review this response and correct the record at the earliest opportunity.

Mr. Speaker, the NDP-Liberal government is just not worth the cost.
Last week, the Prime Minister increased the carbon tax by 23%, driving up the cost of gas, groceries and home heating. However, on Tuesday, the Liberal environment chair revealed that there was no proof that the carbon tax reduced emissions, saying “there is no data specifically stating that the price on carbon resulted in an x amount of reduction in greenhouse gas emissions.”
Now that the carbon tax scam has been exposed by a Liberal, will the Prime Minister finally axe the tax?

Mr. Speaker, that is a very important question.
The introduction of the carbon tax and the evolvement of it over the last eight years have fundamentally changed rural Canada, how we do business and how we think about making money. Agriculture, being an energy-intensive industry, is being impacted the most, by far. Nowhere has the Liberal government even tried to address that.
That is why we are bringing forward this motion today.
