Mr. Speaker, it is an honour to present a petition on behalf of constituents. I rise for the 34th time on behalf of the people of Swan River, Manitoba, to present a petition on the rising rate of crime. The community of Swan River is struggling with extreme levels of crime because of the Liberal government's soft-on-crime laws, such as Bill C-75. The people of Swan River are upset that jail is a revolving door for repeat offenders as Bill C-75 allows violent offenders to be in jail in the morning and back on the street the same day. Manitoba West district RCMP has reported that just 15 individuals were responsible for 1,184 calls for service. The people of Swan River are calling for jail, not bail, for violent repeat offenders. The people of Swan River demand that the Liberal government repeal its soft-on-crime policies, which directly threaten their livelihoods and their community. I support the good people of Swan River.

The community of Swan River is overwhelmed with alarming levels of crime because of the Liberal government's soft-on-crime laws, such as Bill C-5 and Bill C-75. Jail has become a revolving door for repeat offenders. With Bill C-75, violent offenders could be in jail in the morning and back on the street the same day. With Bill C-5, criminals could serve their sentences from home. The people of Swan River are calling for jail, not bail, for violent repeat offenders. They demand that the Liberal government repeal its soft-on-crime policies, which directly threaten their livelihoods and their community. I support the good people of Swan River.

It told the people of Swan River that its bureaucratic, pan-Canadian, strategic framework on rural crime will bring a feeling of safety to rural communities. Unfortunately, no one knows what this program does or where it is. We need jails, not bail, for violent, repeat offenders and not another framework. Mr. Speaker, I rise for the 14th time on behalf of the people of Swan River, Manitoba, to present a petition on the rising rate of crime. I was just in Swan River, where I listened to more pleas for help to tackle the out-of-control crime wave. I was shown where a repeat offender, armed with an axe, cut through a roof of a local liquor store. While it is October and this may sound like somewhat of a horror film, I can assure us that this has become a grim reality of so many business owners in Swan River. We need jail, not bail. Petitioners are calling on this Liberal government to end their catch-and-release policies before the damage to this community is beyond repair. Mr. Speaker, Swan River used to be a town where you could raise a family, enjoy retirement and operate a business, but today Swan River is unrecognizable. It is unrecognizable because, after eight years of the government's catch-and-release policies, crime is out of control. The crime severity index in this rural town of 4,000 is six times the national average and over 50% higher than just five years ago. When I was in Swan River, I met with Linda, who owns a small clothing store. After 26 years in business, Linda never thought she would experience an armed robbery, but she did. A surge of robberies by repeat offenders has nearly put her out of business. Now nearly every business in Swan River has bars on their windows and buzzers on their doors. Canadians deserve to feel safe. If the Liberals will not cancel their failed soft-on-crime policies Conservatives will.

Madam Speaker, the one thing that really stood out to me was that it did not address Canada's needs at all, especially when it comes to rural crime. Today we talked about things that happened a long time ago and we said it should never happen again. In rural Canada, crime is 30% higher. There was not even a breath spent on that, not even on how we would address it or how we would take those sacred resources from the RCMP and apply them to rural Canada so we could look after rural Canadians. The government has totally blown up that whole idea.
