Mr. Speaker, what the hon. member says is both factually incorrect and grossly misleading. We have put a price on pollution in this country, one that actually helps us to address the existential threat that is climate change, but have done so in a manner that is affordable. Eight out of 10 Canadian families get more money back than they pay in the carbon price. It is a manner that is affordable for Canadians while at the same time taking on and addressing what is a clear threat to the future of our children. It is such a shame that in this country, we still have a political party that does not believe that climate change is real.

Mr. Speaker, I would certainly suggest for my hon. colleague that perhaps he talk to his constituents about the $2,500 a year that they will save through the installation of a heat pump. They will be able to do that in a manner that will enhance the affordability for their family, but also do so in a manner where they can assist in the fight against climate change.
As I said before, Conservatives in other G7 countries around the world marvel at the fact that in Canada we still have a political party that questions the reality of climate change and has no plan to fight it.

Mr. Speaker, in the House, one thing is clear. The Conservative Party has no belief in the reality of climate change and no plan to fight it.
This government is focused on ensuring that we are addressing affordability challenges in a thoughtful way, while concurrently addressing the climate issue. It is a shame in the House, it is a shame in the country that we have a political party that denies the reality of climate change and is willing to give up the future of our children.

Mr. Speaker, as I have said a number of times in the House, the focus is on addressing affordability challenges, particularly as they relate to heating oil. Heating oil is by far the most expensive way to heat a home. The investment in heat pumps will actually save people significant amounts of money, but it will do so in a manner that will continue the battle against climate change, a battle that is an existential threat to the future of the human race and to the future of our children.
It is a shame that the political party over there has no plan, nor any belief in the reality of climate change.

Mr. Speaker, as I have said a number of times, this program and the heat pump program actually apply in every province and territory across the country. I would also suggest that while, yes, disproportionately there is more heating oil in Atlantic Canada, we are focused on ensuring we are addressing pressing needs in every part of the country, including by providing significant funding for abandoned oil and gas wells in Alberta and British Columbia.

Mr. Speaker, this government has developed, and will be rolling out, a plan to deploy free heat pumps in Atlantic Canada and across the country. It will address the affordability issues, put more money back in the pockets of Canadians and actually help us to address climate change, which is something the opposition members seem to ignore on an ongoing basis.

Mr. Speaker, first of all, I would say that we are very cognizant of the need to address affordability issues. That is why eight out of 10 Canadian families actually get a rebate that is more than they pay. It also is part of a climate plan.
I would say it is appalling in my view that the member opposite and his party have no plan to address the climate issue. Given what we saw in northern B.C. in terms of forest fires this summer, it is a shame they have not addressed the climate issue. It is a shame for our children, our grandchildren and the future of this planet.

Mr. Speaker, perhaps the hon. member is not aware that the price on pollution in Quebec comes from the Government of Quebec. In any event, we need a plan to fight climate change. That is hugely important for our children and grandchildren. We also need a plan for affordability and for an economy that will make a major contribution to a low-carbon future. We have all those things.

Mr. Speaker, it is certainly important that parties around the House actually have a plan to address climate change, but we must do so in a manner that is affordable.
The price on pollution is done in a manner where eight out of 10 Canadian families get more money back than they actually pay. It is an effective manner for addressing climate change.
One of the political parties in the House, in the platform that it ran on in 2021, says, “We recognize that the most efficient way to reduce our emissions is to use pricing mechanisms.” That was the Conservative Party of Canada.

Mr. Speaker, I think most members of the House recognize the scientific reality of climate change and the need to address it, but of course we need to do so in a manner that reflects affordability. That is why we have put in place the heat pump program, the grocery rebate and others.
I must say, though, that I find the positions being taken by the Conservatives to be increasingly bizarre. First, they ran and were elected as MPs on a platform that acknowledged that pricing pollution is the most efficient way to reduce emissions, and now they repudiate their own platform. Now, they criticize the clean fuel regulations, a policy very similar to the renewable fuels regulations that were introduced in 2010 by none other than Stephen Harper.
The Conservatives should start being honest with the Canadian public. The only thing they presently do that is constant is ignore the scientific reality of climate change. They have no plan to build an economy for the future.

Mr. Speaker, I think that we can all agree that affordability is very important. That is why we have put into place programs like the heat pump program, which will directly benefit Atlantic Canadians disproportionately across the country.
However, it is also important that we actually have a plan to fight climate change, which is an existential threat to the future of the human race. It is appalling that the party opposite has no plan to fight climate change. It has no plan for the economy of the future in terms of building an economy that can thrive in a low-carbon future. Later this week, I will be in Newfoundland to make a major announcement that is the direct result of having an appropriate, thoughtful plan to fight climate change.

Mr. Speaker, we agree that we need to make sure that life is affordable. We have implemented a lot of measures to ensure that things will be affordable in the future.
However, it is also important that we reduce greenhouse gas emissions. We need a plan to fight climate change, which we and almost all of the other parties in the House have. The Conservatives are the only ones who do not have a plan to fight climate change. They want to leave our children and grandchildren with a poor future.

Mr. Speaker, as I have said many times in this House, it would be enormously important for Canada if we actually had an official opposition that believed in the reality of climate change and understood that we actually had to have a plan to address climate change. Like our American, British, German and French friends, we plan to address it in a manner that will promote economic growth and opportunity in every region of this country.

Mr. Speaker, it is a critically important issue for Canadians from coast to coast to coast. It is fundamentally why we have rolled out a number of programs to try to support those who are most vulnerable. It is exactly why the price on pollution is refunded, so that eight out of 10 Canadian families, particularly those who live on modest incomes, receive more money than they pay in terms of the price on pollution.

Mr. Speaker, it is interesting that the hon. member points out that British Columbians do not get a refund, as every Canadian who lives under the federal system does. Eight out of 10 Canadians get more money back under the federal system. If he has a problem with how that process is implemented, and I believe the hon. member used to be a member of the political party that brought the price on pollution in, he should raise it with the premier.

Mr. Speaker, I would also remind my hon. colleague, who comes from the same province I do, that it was in 2008 that the British Columbia government put in place the first price on pollution in North America, showing enormous leadership in the fight against climate change. If he has a problem with the price on pollution in British Columbia, he might want to raise that with the premier.

Mr. Speaker, certainly affordability issues are critically important for all Canadians. I think everybody in this House can agree on that.
Certainly this government is taking steps to address affordability concerns across the board, but one of those, to be honest, is a price on pollution where eight out of 10 Canadian families get more money back. It is an important policy to reduce emissions and fight climate change but do so in a manner that promotes affordability.
My goodness, it is far past time that the official opposition actually acknowledged the reality of climate change and put forward a plan that Canadians can look at.
