Mr. Speaker, I rise to present petition e-4666, signed by some 11,000 Canadians from every province and territory. The petition notes that, despite legal progress made with the passage of Bill C-16 in 2017, transgender and gender-diverse people continue to be denied full equality and denied the safety and acceptance that every Canadian deserves. The signatories call on the Government of Canada to implement the 29 recommendations of the “White Paper on the Status of Trans and Gender Diverse People” tabled in the House last June. Action to implement the recommendations in the white paper would allow trans and gender-diverse people to live free from violence and hate and to have access to gender-affirming health care, access to housing and, most of all, freedom to live as their true and authentic selves. I want to thank the author of this petition, Fae Johnstone, trans activists and the thousands of people who stood together in solidarity with transgender and gender-diverse people by signing this petition.

Mr. Speaker, hate and violence against 2SLGBTQI+ Canadians, and especially against trans and gender-diverse people, is clearly on the rise. This includes in my own constituency, which has seen a recent spate of hate crimes. What we need now is action from the federal government to help communities build the resilience they need to fight back. In an e-petition, more than 5,000 Canadians have already called on the government to implement the recommendations from the “White Paper on the Status of Trans and Gender Diverse People”. Unions are calling for amending the Employment Equity Act to include 2SLGBTQI+ Canadians for the first time. This would help trans and gender-diverse Canadians, who are among the most economically marginalized, get access to employment in the public service and federally regulated industries. We need leaders at all levels to speak out against hate and violence. Even more, we need to empower 2SLGBTQI+ organizations so that we can all take our place as full and equal citizens.

Madam Speaker, I thank the hon. member for Edmonton Strathcona for her question, because it is a serious concern. Unfortunately, what happens in our systems is that the funnel starts removing diversity very early. If a person is ever going to be a judge, they have to go to law school. The ability of various communities to get their kids into law school is highly differentiated. Certainly we are talking about Black Canadians and indigenous Canadians. The number of people who are represented at the law school level is far below what it should be. We start narrowing the funnel at law school. Then someone has to practise law for 10 years. We have a time factor. Even if we improve the diversity in law schools, which we are doing, it is going to be a 10-year time lag before someone is eligible for an appointment to the federal judiciary. That funnel is narrow, and it takes time. I do not know the details of Alberta. Being a British Columbia MP, I have not looked at the appointments in Alberta, but I am hopeful that the initiatives of both law societies and law schools to get more women and people of colour into law school and into the profession will eventually produce a more diverse judiciary.
