Mr. Speaker, it is very clear that there is a class, racial and geographic aspect to being able to access mental health services. We have a problem for people in rural and remote communities. We have a problem in indigenous communities. We also have a problem for those who cannot pay for their services. As a way of also attacking this problem, would the member support making mental health services fully a part of the Canada health care plan?

Mr. Speaker, we could pass all the laws we want in the world, here in the House of Commons. However, if we fail to address the crisis in addictions in this country, the mental health crisis and the housing crisis, then all those laws would make no difference at all in what happens at the community level. It would make no difference in how safe members of our communities actually are or how safe they feel. Therefore, the member is quite right that we do need to spend at least part of our time in this House making sure we are addressing those serious social, mental health and other housing problems. This is fundamental to getting society back on track and to having safe communities.

Madam Speaker, I know there is a lot of shared ground here in the House of Commons on wanting to make communities safer. That is a goal we all share, but we share a difference of opinion on how best to do that. I am always disappointed when I hear the Conservatives implying that somehow mandatory minimums create safer communities, when all the research and all the evidence show that this is simply not true. I guess I am hoping the member could acknowledge that we have a difference of opinion about how best to protect communities. It is not that some of us care about communities more than others.
