Mr. Speaker, I always enjoy working with the member, and her questions are always as they are today: to the point. One of the concerns I have about the bill is the 18-month delay before its implementation. New Democrats are supporting the bill at second reading so it can go to committee, where there would be a fulsome debate. I too am hoping we can convince the government that the 18-month delay is too long.

Mr. Speaker, that was a very comprehensive review of Bill S-4. My question relates to timing. During the pandemic we worked very quickly in this House to allow the use of technology to try to compensate for the restrictions from the pandemic, yet this bill was prepared and on the Order Paper in the last Parliament. This is identical; it is the same bill in this Parliament, yet it took the government almost a year to get it back in front of us. I just want to ask the parliamentary secretary why there has been a long delay, when we all know this is something that will help alleviate court delays?

Madam Speaker, I wonder if the member for Lac-Saint-Louis finds it as strange as I do that the Conservatives argue there is no deliberate delay here, yet we are still debating the fall economic statement and we are now in May. When they say there is no urgency to get moving with things, we have things like the tax credit for teachers that are being held up by Revenue Canada as it waits for legislation to pass.

Madam Speaker, I wonder if the hon. member for Vancouver Granville could help me out, because I am having trouble understanding what the Conservatives are actually doing in delaying this committee. It does not make much sense to me. I am sure it is not just about being the chair and the perks that might come with that, so it must be about something else. Is it about delaying so we forget what has happened here in Ottawa and so that the role of the Conservatives in supporting the blockade becomes a distant memory, or is it about becoming chair so that they can somehow limit the inquiry so we do not look at those questions? I am having trouble understanding, and I wonder if the member has seen any indication from the Conservatives of why they are taking this tactic in the House.
