Madam Speaker, we know that ghost fishing gear and marine debris are huge problems in our waterways. When fish ingest them, they carry the plastic with them. It is infecting our whole ecosystem, yet the Liberal government cancelled the ghost gear fund. My colleague supported my motion back in 2018, and all of Parliament supported it, to direct the government to create this fund.
As a coastal member, is she disappointed by the government's withdrawal of the ghost gear fund, despite the fact that plastic pollution is choking our oceans?

Madam Speaker, my good friend, Joshua Charleson from Hesquiaht nation, the former elected chief of Hesquiaht nation, who works for Coastal Restoration Society, is here in town to talk about the importance of a restoration economy when it comes to cleaning up our waterways and our oceans.
We had a historic program, a ghost gear fund, that was world class, and the Liberal government cut it out of the budget. It was critical in removing things like polystyrene and fishing gear that infect and that impact our ecosystem. In terms of food security, it had a really big impact on indigenous peoples in particular, on their traditional and cultural needs, and on the blue economy. I know that my colleague lives on a waterway and that he cares deeply about the environment. Is he also disappointed that the Liberal government cut this historic program? Just after we finished an international convention with the United Nations on combatting plastic pollution, what did the government do? It cut historic programs. That is not leadership.

Mr. Speaker, while we are hearing Conservatives and Liberals fight over who started with which highly paid consultant and who spent more, we actually need to get to fixing the problem and have that conversation. This is just the tip of the iceberg, in terms of what is going on at CBSA and ArriveCAN. This is not just deeply concerning, as my colleague talked about. This is outrageous.
We saw Deloitte go from $11 million in outsourcing in 2015 to $275 million, PricewaterhouseCoopers from $20 million to $115 million, and KPMG from $3.9 million to $48 million. It has gone up 546%.
It doubled under the Conservatives. It has skyrocketed under the Liberals. This is on top of layers and layers of commissions that these big firms are taking, including GC Strategies.
They talk about cutting outsourcing by 15%. It will put them at only 464% above when they started in 2015.
When are we going to see a full investigation, broadening beyond the ArriveCAN app, which includes all of the big six and all of the outsourcing?
When are they actually going to demonstrate that they have a plan to cut the outsourcing and put those services and those jobs back through the public service, so that taxpayers are not paying these lucrative, highly-paid consultants tons of profits on the taxpayers' dime?

Madam Speaker, my colleague likes to talk about McKinsey, but under the Conservative government, we saw PricewaterhouseCoopers go from $9.8 million to $45 million in terms of outsourcing.
We had Michael Wernick testify at the government operations committee. He cited that there was a direct correlation between the gutting of the public service and, later, the cost of outsourcing. He also highlighted that the cuts, when it came to training and leadership, had a serious impact on why the government went to outsourcing. New Democrats do not want to see outsourcing. We want to see those jobs remain in the public service.
The member talked about Dominic Barton. Does he believe that Dominic Barton was a closer friend with the current Prime Minister or Prime Minister Harper? I think it was the latter.

Madam Speaker, we just came from the OGGO committee, and the Conservatives demonstrated that they are willing to support the NDP in expanding this to look at all of the outsourcing, especially the $100-million-plus procurement club, which includes companies that benefited greatly under their government. In fact, under the Harper government, PricewaterhouseCoopers went from $9.8 million to $44 million a year in outsourcing, a 450% increase.
When the Conservatives initially looked at McKinsey, which is the small player of the $600-million-plus procurement club getting outsourcing contracts that are literally running away from Canadians, why did they not put forward a motion to look at Accenture, Deloitte, Ernst & Young, KPMG and PricewaterhouseCoopers? I would like to learn why they neglected to look at those companies. Again, I want to commend the member for supporting the NDP's call to expand the scope and probe of these companies.

Madam Speaker, I have a very serious question. I was talking to the Ontario MPP for Kiiwetinoong, Sol Mamakwa, just now. He has 14 nations in his riding that do not have clean drinking water. The Conservatives could have used an opposition day to call on the government to tackle that. No Canadian should go without clean drinking water in this country.
Instead of bringing forward motions that cannot be applied nationally, will the Conservatives take on that challenge? That area is actually represented by a Conservative in the House. This is a very important issue.
