Mr. Speaker, there has been a nearly 40% increase in fraud since 2021, and the Liberals clearly have failed to protect Canadians. The scams disproportionately impact seniors, and they cost people millions of dollars. One senior in my riding, Peggy, is selling her house after losing her life's savings to a phone scam.
We urgently need better policies and regulations, including improved safeguards, more education campaigns and better enforcement.
Why is the government failing to protect vulnerable Canadians from increasing levels of fraud?

Madam Chair, agreeing is not good enough. Safe consumption sites are frozen in Ontario. The government is not delivering them in those places in Alberta that I talked about.
Is the minister aware that in 2008, all nine judges of the Supreme Court unanimously ruled that the federal Conservative health minister's attempt to close Insite went against the country's Charter of Rights and Freedoms by threatening the safety and lives of the people who needed to use it?
What has changed for the minister? I want to know. Do we need to do this again? Is this what needs to happen, given that the minister is saying that she cannot do anything as it is outside her jurisdiction?

Madam Speaker, I can go to Lethbridge, which has a death rate of 137 per 100,000; it closed the safe consumption site. Imagine being a parent of a child in Lethbridge, where there is no safe supply, where it does not support decriminalization and where it closed safe consumption sites, or a parent in Belleville who needs safe consumption sites. Police are saying we need more, not less, safe consumption sites. They save lives.
We have to listen to the experts and respond with urgency. The federal government has a role to play when it comes to safe consumption sites.

Madam Speaker, as I said, my colleague brought me to his riding and I got to see first-hand some of the really great work that people in his community are doing, especially around no-barrier housing, ensuring people have a safe place to live while they are getting away from the toxic drug supply, and using safe supply or OAT.
The difference right now is that, if they go to the street supply, it is a toxic concoction. They do not even know what they are getting. Using a safer supply of substances means people can stay alive. We are not seeing people dying from a safer supply. They are dying from fentanyl. That is what is happening.
It needs to be evidence-based. The chief coroner of B.C. has said that safe supply is not killing people and that over 80% of people who are dying had fentanyl, which was made on the street, sold on the street, and marketed and manufactured on the street. It is not acceptable.

Madam Speaker, the choice is this: If they can get access to a safer supply, then there is interaction, which means an opportunity to work with individuals; if they do not have that option, they are going to the street. That means they are getting their drugs from an unregulated supply from organized crime.
The motion today would take away safe supply and tell people to go to the street. The police have said that they cannot arrest their way out of this problem; this problem is not going away. We have to listen to the experts. The chief coroner in B.C. is going to be reporting today. She is saying that we need a safe supply program to be rolled out, not this incremental approach, by the way.

Mr. Speaker, the government seems to be granting itself some pretty broad powers in the bill, especially to the Minister of Public Safety and the Minister of Industry. Maybe my colleague can explain, and assure Canadians, how these powers would not be unjustly applied to ordinary Canadians who have done absolutely nothing wrong.

Madam Chair, her colleague, the Minister of Mental Health and Addictions, told the CBC that safe supply “is going to be the way that we will save the most lives”, yet the minister is not committed to a timeline for expanding access to safe supply, saying that research is needed before it can be scaled up. Why is the government wasting time on pilot programs instead of ensuring that a safer supply is available across Canada?
