Mr. Chair, I want to talk about solutions. My colleague from Algoma—Manitoulin—Kapuskasing sent me a letter from the mayor of Kapuskasing, and he wanted to talk about solutions to Canada's housing crisis. He cites that they can be found in the forest. He cites that Canada can: Actively promote Canadian wood and mass timber solutions within a federal affordable housing strategy. Establish a harmonized regulatory framework for permitting processes to expedite approvals safely and responsibly. Adopt a performance-based approach and increasing tall wood building height allowances in the National Building Code. Promote nationally certified, prefabricated building typologies for wood-based structures that meet municipal standards. Offer incentives for developers using a high proportion of Canadian wood products in new construction. Support the development of a future-ready skilled workforce through standardized green education and training programs. That is something my colleague from Timmins—James Bay has been working very hard on. Does my colleague agree with those great recommendations from the mayor of Kapuskasing?

Madam Speaker, I just came back from the association of Vancouver Island municipalities event. There, we heard from municipal governments, especially mayors and councillors who were in attendance, about their concerns over the federal government not supplying municipalities with adequate funds to cover the new increase in RCMP policing. I think we all agree in this place that RCMP officers have been highly underpaid, and we are glad to see them unionized. Does my colleague agree that the federal government should have provided the top-up to local governments instead of downloading it on them, where they collect only about 8% of the overall taxes in this country?

Mr. Speaker, sadly, Qualicum Beach on Vancouver Island has bid farewell to its former mayor and freeman of the town, Art Skipsey, who passed away last month at the age of 96 following a life well lived. He was a man of integrity, vision, humour and strength, and we came to believe he would go on forever. Art was born to settler parents in 1927 in the Alberni Valley, where he grew up with a love of the outdoors and the urge to teach, build with his hands and serve his community. He earned a degree in education at UBC and moved to Qualicum Beach to raise a family with Cora, the love of his life. They barged a house from Vancouver when a suitable home was hard to find. In 1975, Art began a two-year term as alderman; he then served as mayor from 1977 until 1990. He made too many voluntary contributions to the community to mention. Suffice it to say that many thought of Art as “Mr. Qualicum Beach”. We will miss Art. May he rest in peace.
