Mr. Speaker, Canadians spend over a billion dollars out of their own pockets on mental health services every year. With the cost of everything only going up, Canadians are making a difficult choice. Do they put food on the table or get the therapy they need? The Liberals promised $4.5 billion in mental health funding, but they are still well over a billion dollars short, even with the bilateral agreements. Our communities need support. It cannot be left to Conservative premiers. Will the Prime Minister commit to delivering direct mental health funding to community-based mental health organizations in the upcoming budget?

Mr. Speaker, with the cost of living crisis, Canadians cannot afford the therapy they need. If they try for public care, wait-lists are months to years long. There is no postpandemic recovery plan to help people with their mental health. So many people are suffering in silence. This is not acceptable, especially when the Liberals have yet to deliver on the $4.5-billion mental health transfer. For a government that claims to champion mental health, it sure does delay and disappoint. Breaking this promise will cost lives. Will the Liberals change course and deliver the mental health transfer to get people the help they so urgently need?

Mr. Speaker, first, I want to thank my colleague for Cumberland—Colchester, because he did draw pretty high in the order of precedence to move forward with a bill that is going to remove barriers for people to get access to mental health care and psychotherapy, which is very important. My colleague from London—Fanshawe had a bill that was very similar, as he is well aware. We believe, as New Democrats, that there should not be tax on health care, and I think most of us agree. We need to do better to make sure there is access. Does my colleague agree that we need to go much further, that there needs to be true parity between physical and mental health in our country, that it should be universal and everybody should have access? We know this will increase access, but many are still going to have to pay out of pocket in a two-tiered mental health care system, and they cannot afford it. Does my colleague agree that we need to create a pathway to get to a truly universal mental health care system in this country?

Mr. Speaker, Canadians are struggling with their mental health. Levels of anxiety and feelings of isolation are at all-time highs, but accessing help is nearly impossible. Costs for therapy are sky-high and out of reach. Publicly funded services have long waits. People have nowhere to turn, yet the Liberals' new health care deal with the provinces does not guarantee money for mental health. After two years, not a single cent has been spent on the Liberals' promised Canada mental health transfer. It is broken promise after broken promise. Will the minister commit today to delivering on the Canada mental health transfer?

Mr. Speaker, our emergency rooms are overwhelmed, and Canadians with no mental supports are having to turn to these overcrowded ERs for help. The Liberals promised that mental health care would be treated as part of Canada's universal health care system. With long wait-lists for treatment and the high cost of therapy, Canadians have been left with nowhere to turn, and the cost of essentials like food— Some hon. members: Oh, oh! Mr. Gord Johns: Mr. Speaker, I cannot even get my question out.
