Mr. Speaker, I always welcome questions from a fellow British Columbian member of Parliament. It is hard to speculate on what a dialogue would look like if we have a Prime Minister who effectively says, “Well, I met with him in 2016.” He has not even opened the door yet to such a conference. Certainly, details can be arranged after that, but there has to be a willingness by the government to sit down and show courage where there is a national crisis and actually put bones onto solutions by talking to the first ministers in this country. This is a big country, but this Confederation was built on dialogue. If there is no dialogue, there are no solutions. Talking to each other is always the way forward.

Mr. Speaker, I am conflicted as to whether the parliamentary secretary was saying that I do not know my job or do not know how to address the Speaker. I am talking to the Speaker, the Chair of these proceedings. My statement is that one cannot do indirectly what one should not do directly. Saying “I withdraw the word but not the sentiment” is doubling down on those words. We all know it. However, this member was in no way sanctioned for the comments made on March 31, 2023.

Mr. Chair, yes, I do think the ambassador should be expelled at this point and that we should recall ours. Yes, dialogue is always important, but this is a ruthless, tyrannical dictator who is now in charge of an enormous army, the second-largest military force in the world. He has shown over and over again that he is not interested in dialogue. He is not interested in talking. There have been all kinds of opportunities for that dialogue. I am always one who pushes for dialogue and for talking and not going that extra step unless we have to, but this person is not listening at this point. If he shows any indication at all of being willing to listen, there are avenues for us to make that happen.
