Mr. Speaker, on a point of order, I am standing for clarity on this. This was not a heckle. It was not an offside comment, as it has just been characterized. It was— An hon. member: It was. Hon. Kerry-Lynne Findlay: No, it was not. The member is heckling now. That is not the same thing. It was a statement by the person who had been recognized. There was an exchange going on. Her last comment was “I withdraw”, which was picked up and then put in the blues. I will not go any further on the point other than to say that was a mischaracterization of what happened on the day.

Mr. Speaker, I rise on a point of order. You made a point last week of giving us direction on how to conduct ourselves in this place. During the last S. O. 31, we had members, including the hon. member for Thunder Bay—Superior North, heckling. If we are not supposed to speak up at all during question period, we certainly should not be speaking up when members are trying to make a statement.

Mr. Speaker, I will speak to this now. In fact, when the Speaker thought the member was heckling and asked her to stop, she did not continue to do so. She was speaking to a colleague. However, when we consider the outrageous interruptions that came from the member who just spoke and the member for Kingston and the Islands during our leader's four-hour speech recently, when they would not allow him to even get through what he had to say minute to minute, we are talking about the acceptance of an apology that was given when demanded. It was accepted that the language that was spoken had been unparliamentary, and the apology was given. It is not consistent ruling for the member for Lethbridge to be told she cannot participate in debates afterward.
