Mr. Speaker, it is an honour and a privilege to rise and pay tribute to a proud British Columbian, a great Canadian and my friend. The Honourable John Allen Fraser passed away last month on April 7 at the age of 92. He was born in Yokohama, Japan, and his family returned to Canada in 1934, settling in Vancouver when he was a small child. As a young man, he worked in a lumber mill in the B.C. interior, sparking a lifelong appreciation for nature and the outdoors. He also developed a strong work ethic that would benefit his distinguished career in public service.
John completed Canadian Army Reserve training and attended law school at UBC. In 1972, he was elected to Parliament as the Conservative voice of Vancouver South, a role he would retain for 21 years. He served in the cabinets of the Right Honourable Joe Clark and the Right Honourable Brian Mulroney as Minister of the Environment, as postmaster general and as Minister of Fisheries and Oceans. From 1986 to 1994, he served as our 32nd Speaker of the House, with the distinction of being the first Speaker elected by secret ballot. I believe the Speaker was a page at that time.
On a personal note, I was honoured to speak at Speaker Fraser's piping out ceremony from the Seaforth Highlanders during my tenure as associate minister of national defence. I and many others sought his counsel on many occasions and always appreciated his kindness, his sense of humour and his wisdom. I can say with confidence that he was held in the highest regard by all who knew him.
Through a mutual love of skiing, John met Cate Findlay in Whistler, beginning a love story that lasted 59 years. I will note again that Cate is not a family member of mine, but is part of the right clan, and John too was always proud of his Scottish heritage. He loved to wear a kilt. He was also very appreciative of his campaign volunteers and organisers, giving gifts of thanks that included the words “country, family, party”.
On behalf of a grateful nation, I once again thank Speaker Fraser for his service and for his contributions to our province and to our country. A celebration of life will be held in Vancouver next Friday, May 31. My thoughts continue to be with his many friends; his three wonderful daughters, Sheena, Anna and Mary; and their children, as they and many friends mourn his loss. He will be greatly missed.

I was honoured to speak at his piping-out ceremony from the Seaforth Highlanders during my tenure as associate minister of national defence. I note that his bride of 59 years was Cate Findlay, not a family member but the right clan.
John was a UBC-trained lawyer, minister of the Crown and the first Speaker to be elected by secret ballot. He was a voracious reader with a keen sense of humour, and an orator of note who loved the outdoors.
As chief opposition whip and on behalf of a grateful nation, I thank Speaker Fraser for his service to our province and our country. My thoughts are with his friends and his three daughters Sheena, Anna and Mary, and their children, as they mourn his loss.

Mr. Speaker, crime, chaos and disorder, this is the Prime Minister's legacy after eight years of the NDP-Liberal government.
Violent crime is up 39%. Vancouver homicide is up 55%. B.C.'s London Drugs reports a 500% increase in violence in its stores. Vancouver's JJ Bean Coffee Roasters has closed for good due to crime.
Canadians are living in fear, businesses are closing and the new justice minister says that it is all in their heads.
Vancouver's Light Up Chinatown festival ended in a triple stabbing by an accused who had stabbed his own teenage daughter to death. Celebration turned into fear and tragedy. On top of this is the out-of-control release of government-funded free hard drugs. Overdose is the leading cause of death among B.C. youth.
We need jail, not bail, for violent repeat offenders; mandatory prison time for violent crimes; treatment and recovery for those struggling with addictions; common sense not nonsense. Let us bring it home.

Madam Speaker, we believe, on this side of the House, in trying to help lives lost to drugs. We believe in recovery. We believe in helping people make better choices and get to better places in their lives, so that they can get back to being productive. We also believe in being compassionate. I have spent a lot of my volunteer time, over many years now, working with recovery programs and working with those who are the subject of addiction, something that touches on so many lives in Canada and so many of us here in the House and our families.
I appreciate the respect that the member for Vancouver Kingsway showed me in the way he spoke to me, as opposed to the previous member from the Liberal Party.

Mr. Speaker, the people of Vancouver Island cannot afford this costly coalition. Residents of Port Alberni pay nearly two dollars per litre for gas. In Comox, groceries are up 11% since last year. With interest rates on the rise, many islanders are in danger of losing their homes. Their NDP MPs do not care. They are pushing the Liberals to drive up the cost of living with more greedy taxes and unlimited spending.
Will the coalition members show some compassion, stop their inflationary spending and scrap their tax hikes?

Mr. Speaker, this weekend, residents of Vancouver and the Lower Mainland cast their ballots in municipal elections and the results are in. British Columbians rejected and repudiated left-wing politicians for the mess they have made of our cities, including kicking NDP mayor Kennedy Stewart and all his city councillors out of office in Vancouver. Voters sent a clear message that there is too much violence on our streets and the cost of living is too high. Vancouver, Surrey and White Rock residents elected new mayors who will get serious about violence in our communities and remove gatekeepers to build more homes.
Congratulations to B.C. voters. They are taking back control of their lives. In the next federal election, they can count on the Conservative leader and our team to put people first, restore safe streets, build more homes and make life more affordable in British Columbia.

Mr. Speaker, we are not talking about today. We are talking about April 1, when triple the carbon tax will be imposed on British Columbians.
The Liberals believe that made-in-B.C. solutions do not work, so they are forcing families, workers and businesses to pay three times more in carbon taxes. The Conservatives will give control back to British Columbians over their paycheques, their savings and their lives.
Tomorrow, gas goes to $2.50 a litre in Vancouver. It is shattering all North American records, but that is not enough for the Prime Minister and the NDP. Cancel the tax.
