Mr. Speaker, I understand that the government has just moved a motion, but the Chair had given notice that a ruling on a question of privilege would be forthcoming. Because it is a question of privilege, that always supersedes everything else that goes throughout the day. I was wondering if the Speaker would be delivering his ruling on the question of privilege before entertaining this motion.

Mr. Speaker, I will be very brief. I just want to again reference the statement the Speaker made today. He said, “I would like to reassure members that the principles of respect, impartiality and decorum are values I continue to prioritize for my tenure as Speaker.” Those are not things one just says; those are things one actually has to do. I ask the Speaker to consider this: Should you not agree that this rises to the level of requiring a privilege motion, you will be saying that it is okay for Speakers to engage in these types of partisan activities. I do not want to see the special way the Speaker conducts himself or herself start to be eroded because of the actions that happened this weekend if the House does not take a decision on this.

Mr. Speaker, I want to carry on with the point that was made by my colleague from Thornhill. When comments made in the House are injurious, insulting and unparliamentary, they rise to the level of a question of privilege. As you know, you have the ability to rule on that immediately. I will not even go into the hypocrisy of a man who did blackface so often that he cannot remember it accusing somebody else of doing anything remotely racist. However, his comments made to a Jewish member of the House are beyond unparliamentary. They are reprehensible. I ask that you rule that this rises to the level of a question of privilege. I am prepared to move the appropriate motion.
