Mr. Speaker, it is always an honour to rise on behalf of the great people of southwestern Saskatchewan. The petition that I have today is in regard to the government's decision to unilaterally ban the use of strychnine. We have an outbreak of uncontrolled Richardson's ground squirrels, otherwise known as gophers, that are decimating farmland. They are decimating ranch land and they are causing a lot of stress to farmers and to animals, as well as a lot of damage to machinery used to plant and harvest our crops. The residents are asking the government to reverse its ban, to allow farmers the ability to use strychnine to control the population of the Richardson's ground squirrel once again.

Madam Speaker, the member briefly mentioned the PMRA. We are having a lot of issues with the PMRA regulatory regime right now. There are many products that have been arbitrarily banned or pulled from the shelves because of uncertainty around the PMRA. Would the member support making some changes to regulations that would actually provide more certainty for our producers, so that companies are not arbitrarily pulling products off the shelves because of regulatory uncertainty?

Madam Speaker, I am pleased to rise to present a petition on behalf of the citizens of Cypress Hills—Grasslands. They are concerned about the government's arbitrary ban of strychnine for the use of the control of Richardson's ground squirrels, otherwise known as gophers. They cause a lot of damage to farmland and to grassland, and they do damage to both the economy and the ecosystem. Therefore, petitioners are signing to ask the health minister to repeal the ban of strychnine use for the control of Richardson's ground squirrels.

Mr. Speaker, the second petition is from constituents who are concerned about the number of gophers or Richardson's ground squirrels that are devastating agricultural lands. The petitioners are petitioning Health Canada to review the fact that it is banning the use of strychnine, especially while there is no suitable replacement for this important tool that farmers have for controlling the population of Richardson's ground squirrels. When it is used properly, strychnine is the most effective, efficient and economical means to deal with this particular issue.
