Mr. Speaker, water is our most precious natural resource. It is crucial to our well-being and our economy. Canada has 20% of the world's fresh water. It is both an asset and a huge responsibility. Last week, the Prime Minister and the Parliamentary Secretary to the Minister of Environment and Climate Change were in Winnipeg to announce the creation of the new Canada water agency. Can the Minister of Environment and Climate Change tell us more about this important step toward protecting 30% of Canada's water by 2030?

Madam Speaker, I was happy to see an injection of about $25 million into the Experimental Lakes Area and an injection of about $8 million into creating the freshwater action plan. This is one budget, but there will be others to follow, and I can assure the member that I will continue to advocate for greater and greater investments in freshwater science and protection. There is money for the Canada water agency. The agency will take a while to develop, so it is good to take a step-by-step approach to funding it.

Mr. Speaker, World Water Day is a day to promote awareness of the urgent need to protect and sustainably manage this precious resource that is essential to human life, the environment and the economy. Water security is a more serious issue than ever because of the impact that climate change is having on the quantity and quality of our drinking water. A clear policy priority on fresh water can not only help to better protect this resource in Canada, it can also translate into a new kind of Canadian leadership. Promoting international water security can become the new peacekeeping. With expertise in water science and governance, Canada can and should make addressing the global water crisis a pillar of our foreign policy. I look forward to the role that a Canada water agency could play in serving as a centre of expertise in responding to water challenges, both here in Canada and around the world.
